City Council Minutes 1985 01-10-85 MINUTES OF THE REGULAR MEETING OF THE CITY COUNCIL OF THE UNITED CITY OF
THE VILLAGE OF YORKVILLE, KENDALL COUNTY, ILLINOIS, HELD AT CITY HALL ON
JANUARY -10, 1985 .
In the absence of Mayor Davidson, Clerk Erickson called the meeting to
order and led the Council in the Pledge of Allegiance the the Flag.
Clerk called the roll as follows :

Ward 3 - Dollman - Present
Hayden - Present
Ward 4 - Jennings - Present
Loebbaka - Present
A quorum was established .
Clerk Erickson then asked for a motion for nomination for Temporary Mayor,
until Mayor Davidson arrived. Alderman Hayden moved to nominate Alderman
Dollman as Temporary Mayor , seconded by Alderman Small . Motion carried .
Guest of the evening was Daniel Patrick .
MINUTES - Alderman Jahp moved to waive the reading of the December 20, 1984
minutes and approve minutes as corrected :
1 . Page 3, Finance, Paragraph 4 , Line 1 , delete "$5 , 000" and add
"$500" .
Alderman Jennings seconded the motion. Motion carried .
Mayor Davidson arrived at the meeting.
ATTORNEY ' S REPORT - Alderman Hayden moved to adopt RESOLUTION #1985-126 ,
Authorizing Two Signatories On All City Checks, seconded by Alderman
Dollman. Clerk called the roll as follows :

Motion carried .
Alderman Dollman moved to adopt RESOLUTION #1985-127 , setting the 1985
City Council Meeting Dates , seconded by Alderman Jahp. Motion carried.
The Memorandum of Agreement Between The Kane County Nutrition Program For
the Elderly, and the City of Yorkville. Alderman Hayden moved to sign the
Agreement contingent on receiving a certificate of insurance from the Kane
County Nutrition Program for the Elderly, to be approved by Alderman
Dollman, insertion of $20.00 per month rate for janitorial costs , and to
include a period of 9 months . Motion was seconded by Alderman Loebbaka

Alderman Dollman moved to authorize Attorney Kramer to give written notice
to the Beecher Building roofers , giving them 10 days to take action on the
problem of the leaking roof , before legal action is initiated by the City .
Motion was seconded by Alderman Jahp . Motion carried.
MAYOR' S REPORT - Alderman Dollman moved to approve Mayor Davidson' s
appointment of Daniel Patrick, to fill the vacancy in office of Alderman,
Ward 2 , seconded by Alderman Jennings . Motion carried.
Clerk Erickson gave the Oath of Office to Daniel Patrick, Alderman, Ward 1 .
Alderman Patrick took his seat at the City Council table .
Mayor Davidson reported that he met with Mr. Blasius of IDOT regarding the
final inspection of the bridge. The requests coming out of the meeting
will not be done until spring .
Mayor Davidson reported that the Game Farm Rd. and Route 34 project will
not be initiated until 1987 .

Mayor Davidson reported that he has conferred with Representative Hastert ,
and there will be a meeting set up with the E.P.A. regarding the water
tower funding.
TREASURER'S REPORT - Alderman Small reported that budget forms not need to
be turned in until January 31 , 1985 , giving an extra week.
Alderman Hayden moved to approve the Treasurer ' s Report with the following
correction on the Budget Report :
1. Page 2, 01-04-465 - Unexpended - delete "$348.44" and add
$3 , 481 . 44 .
Motion was seconded by Alderman Dollman. Clerk called the roll as follows :

POLICE REPORT - Alderman Small moved to approve the reports of the Police -
Department , seconded by Alderman Barkley. Motion carried.
PUBLIC WORKS REPORT - Alderman Jahp moved to approve the reports of the
Public Works Department , seconded by Alderman Loebbaka. Motion carried.
BEECHER BUILDING & RECREATION DEPARTMENT REPORTS - Alderman Hayden moved to
approve the reports of the Beecher Building and Recreation Department,
seconded by Alderman Jahp. Motion carried.
BUSINESS & ECONOMIC DEVLOPMENT COMMISSION - Mayor Davidson reported that
there will be a meeting on February 12, 1985 at 7:00 p.m. at the
Williamsburg in Yorkville with the Mayors and Councils of Plano and Oswego.
PLAN COMMISSION - Alderman Jennings reported the next meeting of the Plan
Commission is scheduled for January 22 , 1985 , at 7 :00 p.m. at City Hall ,
with a PUblic Hearing regarding the Warpinski Special Use Zoning Petition
to be heard, followed by the regular meeting.
HUMAN RESOURCE COMMISSION - Alderman Loebbaka reported the next meeting is
Monday, January 21 , 1985 at 7 : 30 p.m. at the water tower .
KENDALL COUNTY EMERGENCY SERVICES & DISASTER - Alderman Jahp reported that
no meeting will be held in January, but there is a Dresden nuclear exercise
being planned for the last week of April .

BRISTOL-KENDALL FIRE DEPARTMENT - Chief Randall reported that Rob
Fleckinger is working on the 1955 American LeFrance. Also, Plainfield.',
85 ' ladder truck is available for emergency use .
BEECHER COMMUNITY BUILDING ADVISORY COMMITTEE - Alderman Hayden reported on
the January 7, 1985 meeting. The window by the door was broken, and •the
clientele responsible will be paying the costs of replacing the window.
The matter of the purchase of 6-54" ceiling fans at a cost of $2086 was
referred to the Public Property & Buildings committee for discussion at
their next meeting.
SESQUECENTENNIAL COMMITTEE - Alderman Patrick reported the next meeting
will be January 29, 1985 at the Beecher Building at 7:00 p.m. At the first
meeting with area organizations approximately 20 persons were in
attendance. It was decided to hold the Sesquecentennial events July 4, 5,
and 6, 1985 with the Thursday night before the 4th being the kickoff night.
PARK COMMISSION - Alderman Patrick reported the next meeting will be
February 12 , 1985 at 6 : 30 p.m. at the Beecher Building . •
COMMITTEE REPORTS
Mayor Davidson announced that Alderman Harker would be replaced by Alderman
Hayden on the Building & Zoning Committee, and by Alderman Patrick on the
remainder of the committees on which Alderman Harker had served .

BUILDING & ZONING - Alderman Jennings reported on the January 3, 1985
meeting. Discussion was held on the McHugh Property on E. Main & McHugh
Rd. Attorney Kramer was authorized to draw up a title search on the McHugh
Property .
Alderman Jennings moved that ORDINANCE #1-85 Requiring Smoke Detectors in
all multi-family structures at one per floor minimum, and in all future
construction of single family residences at one per floor minimum. Motion
was seconded by Alderman Barkley . Clerk called the roll as follows :

Chief Randall requested Attorney Kramer to draft a letter to the Bristol-
Kendall Fire District stating that the Ordinance had been passed and
compliance will be within 180 days. Attorney Kramer will draft a form to
be sent to all multi-family owners .
WATER - Alderman Loebbaka announced the next water committee meeting will
be January 17 , 1985 , at 7 : 30 p.m. at the water tower .
Alderman Loebbaka reported that the E.P.A. will follow the Water Pollution
Control Board ' s guidelines regarding the water tower.
PUBLIC PROPERTY & BUILDINGS - Alderman Hayden announced the next meeting
will be February 7 , 1985 at the water tower .
FUTURE PLANNING - Mayor Davidson requested Alderman Dollman to set up a
meeting with the downtown business area merchants for the purpose of
discussion regarding the downtown area in the event Route 47 becomes 4-lane
through the downtown section.
FINANCE - Alderman Small announced the next meeting will be February 7,
1985 at the water tower .
Budget report forms to be used are to be sent to the department heads .
.SEWER - Alderman Jahp reported on the January 3 , 1985 meeting. Discussion
was held on the sewer maintenance fee and it was decided to leave it as it
now stands . There is study into how the fee was arrived at in progress .
Short and long range planning of sewers was also discussed.
TREES & PARKS - Alderman Patrick reported on a letter from Suzzette Heth
regarding the costs for the ice-skating rink to come out of Recreation
Department Funds. Discussion was held. Alderman Hayden recommended that
Alderman Patrick contact the school district regarding flooding of the
tennis courts for an ice-skating rink.
The question of placement of a basketball hoop on the south side of the
Beecher Building parking lot was referred to committee for further
discussion .
STREETS & ALLEYS - Alderman Jennings reported on the January 3, 1985
meeting.
Alderman Jennings moved to authorize Director Johnson to contact Baxter &
Woodman for a cost estimate for :
1 . Morgan St . from Dolph to Hydraulic St . ,widening to 18' and
installing curbs .
2 . Storm sewer on River St . from the sanitary district to King St .
and Rt . 47 to Church St .
3 . Countryside Pkwy. from E. Kendall Dr. to Center Pkwy.
Motion was seconded by Alderman Loebbaka. Clerk called the roll as

Alderman Jennings moved to authorize Attorney Kramer to draft an Ordinance
to eliminate two parking spaces on west side of Rt. 47, south of W.
Hydraulic St., to provide for a better flow of traffic. Motion was
seconded by Alderman Hayden. Clerk called the roll as follows :

Alderman Jennings kmoved to authrize Attorney Kramer to draft an Ordinance
establishing a one-way street eastbound on W. Van Emmon from Morgan to
State Street, seconded by Alderman Patrick. Motion carried. Homeowners
who will be effected will be contacted by Chief Randall .
HEALTH & SANITATION - Alderman Loebbaka requested that the Restaurant
Sanitation reports be filed in the City Clerk's office with a copy going to
the Chairman of the Health & Sanitation committee only. If there are any
problems , the chairman will be responsible for additional copies for
the committee .
UTILITIES - Alderman Barkley reported the next meeting will be January 17 ,
1985 at 7 : 00 p .m. at the water tower .
Alderman Barkley moved to authorize $1000 to install a second street light
on Center Parkway & Kendall Drive, seconded by Alderman Loebbaka. Clerk
called the roll as follows :

LIBRARY BOARD - Alderman Hayden reported the next meeting will be January
14 , 1985 at 7 : 00 p .m. at the Yorkville Public Library.
YBS BOARD - Alderman Jahp reported the next meeting will be January 21 ,
'1985 at 7 : 00 p .m. at Dallas Ingemunson ' s office .
CHAMBER OF COMMERCE - Alderman Barkley reported there would be a quarterly'
meeting dinner in January.
Alderman Jahp moved to adjourn the meeting, seconded by Alderman Barkley .
