City Council Minutes 1985 02-14-85 MINUTES OF THE REGULAR MEETING OF THE CI�y COUNCIL OF THE UNITED CITY OF THE VILLAGE OF YORKVILLE, KENDALL COUNTY, ILLINOIS , HELD AT CITY HALL ON FEBRUARY 14 , 1985 . Mayor Davidson called the meeting to order at 8 :00 p.m. and led the Council in the Pledge of Allegiance to the Flag . Clerk Erickson called the roll as follows : Ward 1 - Small - Present Jahp - Present Ward 2 - Patrick - Present Barkley - Present Ward 3 - Dollman - Present Hayden - Present Ward 4 - Jennings - Present Loebbaka - Present A quorum was established . MINUTES - Alderman Jahp moved to waive the reading of the minutes from the January 24, 1985 City Council meeting, and to approve minutes as presented, seconded by Alderman Patrick . Voice vote was taken. Motion carried . BILLS - Treasurer Huston presented two formats for future presentation of the bills. It was the general concensus of the Council that the Open Payables Report be used as the bill listing for Council action . Alderman Jennings moved to approve the bills as presented, seconded by Alderman Small . Clerk Erickson called the roll as follows : Barkley - Aye Loebbaka - Aye Patrick - Aye Hayden - Aye Small - Aye Jahp - Aye Dollman - Aye Jennings - Aye Motion carried . L/ �t ATTORNEY ' S REPORT - Attorney Kramer presented OR_DINANCE # 19R5-imiii 'entitled "An Ordinance Granting a Special Use Permit" by Mary Warpinski for proposed day-care center for signatures by Mayor & Clerk. Attorney Kramer presented a proposed application & meeting schedule for annexations, zoning & variances. It is to be reviewed and brought back to the council with any changes , and then drafted into its final form. Alderman Dollman moved to authorize Director Johnson to get cost factors from contractors for repair of the roof & damages of the Beecher Building roof and authorize expenditure of up to $250 for this information. Motion was seconded by Alderman Hayden. If no response from the initial roofing contractor, Attorney Kramer will then file suit. Clerk called the roll as follows : Jahp - Aye Barkley - Aye Small - Aye Dollman - Aye Jennings - Aye Loebbaka - Aye Hayden - Aye Patrick - Aye Motion carried . MAYOR'S REPORT - Mayor Davidson attended the Kendall County Board Meeting and they have signed the Police Intergovernmental Agreement . • Mayor Davidson reported that he has met with Baxter & Woodman, Inc., for discussion on the water tower in regards to repainting of the existing water tower. A meeting will be set up to discuss the matter further between the City, Baxter & Woodman, Inc., and Jetco (the contractor). Painting the tower another color was discussed. Baxter & Woodman have been authorized to send Jetco a letter with the recommendations . Mayor Davidson read a proclamation regarding "World Marriage Day" . CITY CLERK - The March of Dimes - "Walk America" walk-a-thon request was referred to the Police Dept . for recommendation back to the City Council . Alderman Dollman moved to refer the Petition by Michael & Pamela Hitzemann, for a variance regarding lot-line and land coverage to the Zoning Board of Appeals for a Public Hearing on March 18 , 1985 at 7 : 00 p .m. at City Hall . Motion was seconded by Alderman Jahp. Motion carried . POLICE REPORT - Alderman Barkley moved to approve the Police Department reports as presented, seconded by Alderman Patrick. Motion carried . -2- February 14 _ 1985 PUBLIC WORKS - Alderman Jennings moved to approve the reports of the Public Works Department , seconded by Alderman Patrick. Motion carried. BEECHER BUILDING & RECREATION DEPARTMENT REPORTS - Alderman Small moved to approve the reports of the Beecher Building & Recreation Department as presented , seconded by Alderman Jennings . Motion carried . BUSINESS & ECONOMIC DEVELOPMENT COMMISSION, - Alderman Jennings requested that any plans for future development be taken before the Yorkville- Bristol Sanitary District for input as to plant capacity in relationship to the development of the future. Alderman Jahp volunteered to take the matter to the next meeting of the Y.B . S .D. , scheduled for Monday , February 18 , 1985 . PLAN COMMISSION - Alderman Jennings reported that there was nothing on the agenda for the February 26 , 1985 meeting , and that it would be cancelled . The next scheduled meeting is March 26 , 1985 . HUMAN RESOURCE COMMISSION - Alderman Loebbaka reported the next meeting will be February 18 , 1985 at 7 : 30 p .m. at the water tower. There will be an Income Tax Health Day and Candidate's Night scheduled. Student Government Day has been set for Thursday, March 28, 1985. The student officials will meet with city officials at the Williamsburg for lunch, with a visit with their counter parts following. A tour of city facilities will then be held for the remainder of the afternoon. A mock city council meeting will be held preceding the regularly scheduled city council meeting . KENDALL COUNTY EMERGGENCY SERVICES & DISASTER - Aldeman Jahp reported that the Dresden Drill will be held, a Bike-a-thon & a tornado drill . BEECHER COMMUNITY BUILDING ADVISORY COMMITTEE - Alderman Hayden reported the meeting was cancelled. SESQUECENTENNIAL COMMITTEE - Alderman Patrick reported the next meeting will be February 26, 1985 at 7:00 p.m. at the Beecher Building. It was stated that there is a need for a coordinator to be present at the meeting to keep more order to the meeting . PARK COMMISSION & TENNIS COURTS - Alderman Patrick announced the meeting has been canceled and reshcedule to February 19, 1985 at 6 :30 p.m. at the Beecher Building . SENIOR COMMUNITY -, The certificate of insurance requested, was received and contracts signed by the City for the Nutrition Center and forwarded to them for their signatures . COMMITTEE REPORTS BUILDING & ZONING - Alderman Jennings reported that the next meeting is February 21 , 1985 at 7: 00 p.m. at the water tower. A letter was received from Sterling Codifiers , and their proposal of a year ago stands firm. The matter is referred to the committee meeting for study & recommendation to the City Council . WATER - The $584.50 bill from Baxter & Woodman for water tower inspection will a brought before the meeting with Baxter & Woodman, Jetco & the City . alderman Loebbaka moved to authorize Director Johnson and Milford 4ikkelson to attend the AWWA 3-day conference at a cost of $55 registration ?er person to include one lunch and one breakfast. Motion was seconded by klderman Jennings . Clerk called the roll as follows : Dollman - Aye Loebbaka - Aye Barkley - Aye Small - Aye Patrick - Aye Jennings - Aye Hayden k- Aye Jahp - Aye lotion carried . Liderman Loebbaka reported that Layne Western has run tests on Well No. 3 , ind the report will be taken under advisement , wityh a maintenance plan to -3- February 14 , 1985 be worked out . Alderman Loebbaka reported that a letter was received from Jetco and they are not in agreement with the letter they received from Baxter & Woodman recommendations regarding the repainting of the water tower. Jetco states they will give the tower a coat of paint but nothing beyond that , and that they can do it without draining the tower. The matter will be discussed at the meeting between Baxter & Woodman, Jetco, and the City when it is scheduled . Mayor Davidson reported on the meeting he and Alderman Loebbaka attended in Springfield with the E.P.A. regarding the water tower grant funding of $ 500, 000. Discussion was on what the grant will cover, how it will be handled, and how the funds will be distributed. Funds can be carried over into the state's next fiscal year. Decisions will have to be made on the site for the water tower , the cost of the water tower , the size of the water tower. This will be done by preliminary engineering by two firms. This information must be completed by April 1 , 1985 and back to the E.P.A. by May 1 , 1985. Alderman Loebbaka moved to authorize expenditure of up to $8,000 ($3 ,000 for Baxter & Woodman and $5000 for Donahue Associates) for the preliminary engineering for the water tower grant. Alderman Hayden requested the water ordinance relating to the Lion's Club swimming pool water payments be taken into consideration. The pool is now being run by a subsidiary of the Lion ' s Club. PUBLIC PROPERTY & BUILDINGS, - Alderman Hayden reported there is a problem at the Beecher Building with scheduling vs. the building not being available on weekends for money-making events . FUTURE PLANNING - Mayor Davidson reported that the City's meeting with Plano & Oswego had been cancelled due to bad weather, and tentatively rescheduled to February 20, 1985 at 7 :00 p.m. Aldermen were requested to report to Debbie Robertson at the City Offices at to whether they would be attending the meeting before February 20, 1985 . There is a meeting scheduled for February 25, 1985 with the merchants regarding the future 4-lane highway going through the business district . Mayor Davidson reported that he talked with IDOT regarding the Rt. 34 & Game Farm Road project, and also to Mr. Mahoney of Hillside Nursing Home, in regards to a sidewalk easement on his property . FINANCE - Alderman Small reported on the January 31 , 1985 meeting. The resumes from the ad for an Engineer/Administrator were discussed and a selection made to set up for interviews . Preliminary budget plans for the year and liquor license fees were discussed . Department Heads are to contact committee chairmen for a meeting to go over the preliminary budget . Alderman Small moved to appoint Debbie Robertson as Deputy Clerk, beginning May 1 , 1985 at a salary of $250 per fiscal year, seconded by Alderman Jennings . Clerk called the roll as follows : Barkley - Aye Loebbaka - Aye Patrick - Aye Hayden - Aye Small - Aye Jahp - Aye Dollman - Aye Jennings - Aye Motion carried . There is a request to have the Yorkville Methodist Church on the next vehicle stickers for 1985-86 . There will be a committee meeting on February 27, 1985 at 6:30 p.m. to review and discuss the preliminary budget . -4- February 14 , 1985_ Officer Deiderich completed his one-year probationary period as Sergeant . Alderman Small moved that Sgt. Deiderich's pay be accelerated to $720 annually, as of February 1 , 1985 , as per Employee Manual Wage Schedule, seconded by Alderman Patrick. SEWER - Alderman Jahp reported the next meeting will be February 21 , 1985 at 9 : 00 p .m. at the water tower . Alderman Jahp moved that in accordance to the SSES Grant recommendation, 30 manhole lids with 0-rings, used to seal sewers , at a cost of $ 1500, be purchased, seconded by Alderman Jennings. Clerk called the roll as follows : Loebbaka - Aye Jennings - Aye Barkley - Aye Small - Aye Jahp - Aye Hayden - Aye Patrick - Aye Dollman - Aye Motion carried. Alderman Jennings requested a list of the manhole covers that will be replaced from Director Johnson. TREES & PARKS - Mayor Davidson will write a letter to Mr. Bazan regarding removal of the trees he planted, by May 1 , 1985 , which did not meet contract specifications, by May 1 , 1985. At that point in time, the city will remove them if Mr . Bazan choses to ignore the request . Alderman Patrick announced the next meeting will be February 21 , 1985 at the water tower . STREETS & ALLEYS, - Alderman Jennings reported the next meeting is February 21 , 1985 at the water tower . HEALTH & SANITATION - Alderman Loebbaka reported that he referred the Copley Care-a-Van to the Countryside Center Merchant ' s Association. LIBRARY BOARD - Alderman Hayden reported on the February 12 , 1985 meeting. The library's 'policy in determining the assessed valuation will be changed for the insurance policy . The budget and evaluation of the library were discussed. There may be a need for two new board members in the next fiscal year . YBS BOARQ - Alderman Jahp announced the next meeting will be February 18, 1985 at 7 : 00 p .m. at Dallas Ingemunson ' s office .
