City Council Minutes 1985 02-28-85 MINUTES OF THE REGULAR MEETING OF THE CITY COUNCIL OF THE UNITED CITY OF
THE VILLAGE OF YORKVILLE, KENDALL COUNTY , ILLINOIS , HELD AT CITY HALL ON
FEBRUARY 28 . 1985 .
Mayor Davidson called the meeting to order at 8 :00 p.m. and led the Council
in the Pledge of Allegiance to the flag .
Clerk Erickson called the roll as follows :
Ward 1 - Small - Present Jahp - Present
Ward 2 - Barkley - Present Patrick - Present
Ward 3 - Dollman - Present Hayden - Present
Ward 4 - Loebbaka - Present Jennings - Absent
A quorum was established .
Guests were Joanne Ellertson and Sue Thanepohn.
MTNIITES - Alderman Hayden moved to waive the reading of the minutes from
the February 14, 1985 meeting and approve minutes as presented, seconded by
Alderman Jahp . Motion carried .
BILLS - Alderman Dollman moved to authorize payment of the bills as
presented , seconded by Alderman Barkley . Clerk called the roll as follows :

Hayden - Aye Small - Aye Jahp - Aye
Dollman - Aye
Motion carried .
ATTORNEY ' S REPORT - Alderman Dollman moved to adopt RESOLUTION #1985-128
entitled "RESOLUTION CONCERNING INSTALLATION OF WOODBURNING STOVES ,
seconded by Alderman Patrick . Clerk called the roll as follows :

Motion carried .
Alderman Hayden moved to pass ORDINANCE # 1985-5 entitled "ORDINANCE
GRANTING EASEMENT" regarding Gladys Dunkel property known as Lot 1 of
the original Village of Yorkville. Motion was seconded by Alderman
Dollman . Clerk called the roll as follows :

Dollman - Aye
Motion carried .
Upon Attorney Kramer's presention of the Condominium Conversion Ordinance,
Alderman Jahp moved to table to Ordinance, and refer it to committee for
further discussion, seconded by Alderman Hayden . Motion carried .
MAYOR'S REPORT - Mayor Davidson reported that he was contacted by four
doctors regarding industrial revenue bonding. He referred them to the
Kendall County Economic Development Commission .
CITY CLERK - Alderman Jahp moved to grant permission for the March of
Dimes WalkAmerican to be held Sunday, April 28 , 1985. Motion
was seconded by Alderman Patrick. Motion carried. Chief Randall will be
meeting with the coordinator for planning of a safe route for the walk-a-
thon .
Clerk Erickson announced there will be a Zoning Board of Appeals Public
Hearing on March 18 , 1985 at 7 : 00 p .m. at City Hall to hear the Variance
regarding lot-line & land coverage by Michael & Pamela Hitzemann.
Clerk Erickson announced the Revenue Sharing Public Hearing is scheduled
for March 28, 1985 at 7 :00 p.m. at City Hall preceding the Mock Student
Government Day City Council meeting that is to precede the regularly
scheduled City Council meeting .
TREASURER - Alderman Hayden moved to adopt RESOLUTION # 1985- 129 entitled
"RESOLUTION OF CITY OF YORKVILLE TO OPEN DEPOSIT ACCOUNT OR BORROW MONEY" ,
regarding the Bank of Yorkville as a city depository. Motion was seconded
by Alderman Barkley . Motion carried .

Alderman Hayden moved to approve the Treasuer's Report as presented,
seconded by Alderman Patrick . Clerk called the roll as follows :

HUMAN RESOURCE COMMISSION - Alderman Loebbaka reported there will be a
Blood Drive on March 18, 1985. Income Tax Day was cancelled. There will
be a Candidates Night held March 26, 1985 at the Beecher Building. Student
Government Day is scheduled for March 28 , 1985 .
PARK COMMISSION - Alderman Patrick announced the next meeting will be March
12 , 1985 at 6 : 30 p .m.
SESQUECENTENNIAL COMMITTEE - Alderman Patrick reported that Harlan Johnson
is chairman of the committee , and Blaine Harker is chairman of the parade .
BEECHER BUILDING ADVISORY COMMITTEE - Alderman Hayden reported that Cheryl
Nelson has resigned from the committee .
For the time being, advertisement for the Beecher Building rental will be
local in the weekly Kendall County Record .
OLD BUSINESS - Alderman Jahp reported that he has spoken with Jerry Hanson
and he would like to know what the road situation is on his property .
Mayor Davidson stated that it would depent on whether or not the water
tower will be located at that site. There is a recorded easement that is
good until both parties mutual agree to discontinue agreement. Alderman
Jahp stated he felt someone should communicate to Mr. Hanson what is going
on .
Alderman Hayden pointed out that the Lions Club is now the Lion's Swim
Club , and suggested that perhaps the Resolution should be modified to
reflect the change .
COMMITTEE REPORTS
BUILDING & ZONING - Alderman Dollman announced the scheduled March 7 , 1985
committee meeting is cancelled .
FUTURE PLANNING - Alderman Dollman reported on the joint meeting with
Oswego, Kendall County , and Plano , who did not show up at the meeting .
Mayor Davidson reported on the meeting with the downtown merchants
regarding the future expansion to 4-lane highway through the downtown area .
Mayor also talked to Mr. Blasius of IDOT regarding the intent of the state,
and it will be 5 or 10 years down the road. Parking possibilities were
discussed for on the east side of the highway. All parking taken away will
be relocated to another feasible area .
The next committee meeting will he March 7 , 1985 at 6 : 45 p.m. at the water
tower .
POLICE - Alderman Patrick announced the Police Committee will meet with
Chief Randall on March 4 , 1985 , at 2 : 45 p .m. at the Police Department
Chief Randall is working with the D.C.I. regarding a task force for any
major crime that may occur in Kendall County .
WATER - Alderman Loebbaka reported that a letter will be sent to two
engineering firms regarding the water tower study .
UTILITIES - Alderman Barkley announced the next meeting will be March 7,
1985 at 7 : 00 p .m. at the water tower .
Cable has been installed at the school by Centel .
FINANCE - Alderman Small announced the next meeting will be March 7 , 1985
at 8 : 00 p .m. at the water tower .

SEWER - Alderman Jahp reported that the SSES Public Hearing is scheduled
for April 11 , 1985 at 6 : 30 p .m. at City Hall .
HEALTH & SANITATION - Alderman Loebbaka reported there has been an increase
from 983 to 995 units since 1980 to the Tri-County Scavenger audit .
Alderman Loebbaka reported the elements are once again open regarding the
burned out house on Dickson Ct .
LIBRARY BOARD - Alderman Hayden reported that the Friends of the Library
are looking for their plans for the loft to return from BOCA , at which time
Mary Thomas will get together with Attorney .Kramer to prepare the
Invitation to Bid notice .
YES BOARD - Alderman Jahp reported that the Board met on February 21 ,
rather than on the 18th. Discussion was held on expansion of the
facilities .
Their next meeting will be March 18, 1985 at 7 : 00 p.m. at Dallas
Ingemunson ' s office .
Alderman Jahp requested the SSES studies back from the City Council members
for use at the Public Hearing .
Ralph Pfister will be attending the Kendall County Economic Development
Commission meetings for the Y . B . S . D . , but not as a voting member .
Alderman Jahp moved to adjourn the meeting, seconded by Alderman Small .
Motion carried .
