City Council Minutes 1985 08-08-85 (public hearing) MINUTES OF THE PUBLIC HEARING REGARDING THE TAX LEVY FOR FISCAL YEAR 1985-86 OF THE UNITED CITY OF THE VILLAGE OF YORKVILLE, KENDALL COUNTY, ILLINOIS, HELD AT CITY HALL ON AUGUST 8, 1985 AT 7:00 P.M. Attorney Kramer called the Public Hearing to order at 7:00 p.m. Present were Attorney Kramer, Mayor Davidson, Clerk Erickson, Alderman Thanepohn, Alderman Patrick, and Alderman Small, present for the United City of the Village of Yorkville. It was also noted that the press was represented by Charles Ward of the Aurora Beacon News and Jeff Farren of the Kendall County Record. There were no public objectors present. Attorney Kramer stated that the public hearing is pursuant to the the Truth & Taxation Act, and that it was published not less than 7 days, nor more than 14 days preceding the public hearing, and that the meeting is open to the public to make any comments about a proposed tax levy increase in excess of 105% of the previous year's tax levy extended. Mr. Ward of the Aurora Beacon News requested the levy totals. Attorney Kramer responded that the 1985-86 tax levy total is a $252,697.07 request, compared to $239,000 in the previous tax levy. Attorney Kramer stated that there was a technical change that necessitated the public hearing, due to the working cash fund ending and being excluded in determining the 105%, and the addition of the Illinois Municipal Fund levy as opposed to the working cash fund levy; the total assessed valuation is dropping within the county each year for the total value of real estate within the corporate limits, due to poor economy and the state passing additional homestead and improvement type exemptions. Attorney Kramer stated that with the City of Yorkville requesting the 105%, we will probably receive the same amount of revenue as received last year. Alderman Pfister arrived. Being there were no citizen comments or objectors present, and the press had been allowed to question the tax levy, Attorney Kramer declared the public hearing be closed at 7: 15 p.m. , pursuant to the Truth & Taxaction Act, the proposed and estimated tax levy announced by Alderman James Hayden at the last City Council meeting on July 25, 1985 be adopted at the City Council meeting immediately following the public hearing on August 8, 1985.
