Mayor Davidson called the meeting to order at 8:00 p.m. and led the
Council in the Pledge of Allegiance to the Flag.
Clerk Erickson called the roll as follows:
Ward 1 - Small - Present Ward 3 - Pfister - Present
Jahp - Present Hayden - Present
Ward 2 - Thanepohn - Present Ward 4 - Jennings - Present
*Loebbaka - Absent
A quorum was established.
Guests were Bob Lee & Bill Radke.
Alderman Jennings moved to approve Mayor Davidson's request to then
appoint William Radke to the position of Alderman Ward 2 vacancy,
seconded by Alderman Hayden. Motion carried.
Mayor Davidson administered the Oath of Office to William Radke.
MINUTES - Alderman Jennings moved to waive the reading of the minutes
from the September 12, 1985 meeting, and approve minutes as presented,
seconded by Alderman Small. Motion carried.
BILLS - Alderman Thanepohn moved to authorize payment of the bills as
presented, seconded by Alderman Small. Clerk called the roll as
follows:

Radke - Aye
Motion carried.
MAYOR - Mayor Davidson reported that the Fox and word "Foxes" have been
painted on the Water Tower, for which he has donated $900 to complete.
Mayor Davidson will be sending a letter to Mr. Blasius of IDOT
thanking them for the work completed and requesting their assistance on
storm drain repairs in two areas.
Alderman Hayden stated that the Plan Commission has requested a letter
from IDOT regarding their opinion of the Rt. 34 street cut for
Conover's Subdivision.
Mayor Davidson read a Proclamation proclaiming GFWC-Illinois Federation
of Women's Club Day to be observed on October 12, 1985.
Mayor Davidson read a Proclamation setting October 4 & 5, 1985 as Lions
Candy Days.
Alderman Jahp moved to nominate Alderman Hayden as voting delegate to
the Illinois Municipal League Conference, seconded by Alderman Small.
Motion carried.
Alderman Jennings moved to nominate Mayor Davidson as alternate voting
delegate to the Illinois Municipal League Conference, seconded by
Alderman Pfister. Motion carried.
ATTORNEY. - Attorney Kramer reported that he has revised the Lee
Annexation Agreement following the September 19th committee meeting.
Alderman Hayden moved to approve the Lee Subdivision Annexation
Agreement, and direct Attorney Kramer to draft an Ordinance regarding
same, seconded by Alderman Thanepohn. Clerk Erickson called the roll
as follows:

Motion carried 6-1.
Alderman Loebbaka arrived at the meeting.
CITY CLERK - Alderman Hayden moved to refer the Petition by Westphal to

rezone at 904 S. Bridge St. to the Plan Commission for a Public Hearing
to preceded the meeting on October 22, 1985 at 7:00, seconded by
Alderman Jahp. Motion carried.
PUBLIC WORKS - Director Johnson reported that the sidewalks on the east
side of the downtown are completed. Also, River Street improvements
are still progressing.
Another informational letter will be sent on the radium in the water.
W. Washington Street still needs landscaping and railroad ties are to
be put in.
P0 LICE - Discussion was held on the yield sign on Van Emmon at State
Street. Alderman Small moved to pass ORDINANCE #1985-15 entitled
"AN ORDINANCE ESTABLISHING THE INSTALLATION OF A YIELD SIGN AT WEST VAN
EMMON STREET AND STATE STREET", seconded by Alderman Hayden. Clerk
Erickson called the roll as follows:

Motion carried 7-1 .
PLAN COMMISSION ,- Alderman Hayden reported the Conover Annexation
Agreement will be discussed at the committee meeting on October 17,
1985 at 7:00 p.m. at the water tower. Attorney Kramer is requested to
be present at the meeting.
SESQUECENTENNIAL COMMITTEE - Mayor Davidson reported that Jay McCoy,
Louis Nauman & their spouses are taking over the parade planning and
coordinating. A route for the parade needs to be specified so the
parade permit can be sent to IDOT.

Information for the book is being compiled, and anyone having any
information and pictures can turn them into the city office.
BEECHER BUILDING ADVISORY COMMITTEE - Aldeman Jennings reported that
the third annual Halloween party will be held at the Beecher Building
on Sunday, October 27, 1985, with the help and support of several area
organizations.
SCHOOL COMMITTEE - Alderman Jennings reported that on October 26, 1985
the Recreation Department will sponsor a teen dance at the Beecher
Building from 7:30 to 11 p.m.
OLD BUSINESS - Mayor Davidson reported that Alderman Radke will replace
Patrick on the committees with one committee change and Alderman
Pfister will be moved to the Water Committee, and Alderman Radke will
replace Alderman Pfister on Trees & Parks.
COMMITTEE REPORTS
BUILDING & ZONING - Alderman Hayden reported that discussion at the
committee meeting were held on the Lee Annexation recommendation,
Comprehensive Plan, Conover Annexation, and the Rice Property P.U. D.
It was suggested there be funds budgeted in 1986-87 budget to revise
the Comprehensive Plan at a cost of approximately $5000.
FUTURE PLANNING - Alderman Jennings announced a meeting for October 3,
1985 at 8:00 p.m. at the water tower.
Alderman Thanepohn requested the Council to look at SEction 8.05.01 of
the Subdivision Control Ordinance, regarding street thickness.
POLICE - Alderman Small reported that 2 prospective candidates for the
patrolman position have been interviewed.
WATER - Alderman Jahp moved to send the radium letter out to residents,

along with other information at a cost not to exceed $600, seconded by
Alderman Jennings. Clerk Erickson called the roll as follows:

Alderman Jahp reported that Jim Michels is looking into alternate
routes for the water main. There are 16 easements (8 construction & 8
permanent) to be considered. There is no final report on the soil to
date. He is also working on the radium and mixing with water.
The next committee meeting is October 15, 1985 at 7:00 p.m. at the
water tower.
UTILITIES - Alderman Loebbaka reported the next meeting will be
October 3, 1985, at the water tower.
Alderman Loebbaka reported that a letter was sent to Doc Lange of
Commonwealth Edison requesting light poles be installed at the
designated locations.
PUBLIC PROPERTY & BUILDINGS - Alderman Loebbaka reported there will be
another joint meeting with the Beecher Building Advisory Committee on
October 8, 1985 at the water tower.
Alderman Hayden moved to accept the bid by Yorkille Bristol Sanitary
District of $151 for the glass door from the Beecher Building,
seconded by Alderman Jahp. Clerk Erickson called the roll as follows:

Motion carried 5-2 with one abstaining.
FINANCE - Alderman Hayden moved to extend dental & vision benefits to
the Budget Officer, seconded by Alderman Jahp. Clerk Erickson called
the roll as follows:

Motion carried 5-3.
Alderman Hayden moved to accept the 1984-85 audit report by Sickich &
Gardner seconded by Alderman Jennings. Clerk Erickson called the roll

Motion carried.
SEWER - Alderman Jennings reported there will be a sewer committee
meeting pending the receipt of the tapes from sewer tying.
HEALTH & SANITATION - Alderman Thanepohn reported that the committee is
trying to get input from the Kendall County Health Officer regarding
the City's adopting of their own codes.
The next committee meeting is scheduled for October 17, 1985 at 8:00
p.m. at the water tower.
STREETS & ALLEYS - Alderman Small moved to reject all bids received for
the steel plates, and rebid, seconded by Alderman Jennings. Motion
carried.
Alderman Small moved to authorize up to $1500 expenditure of MVT funds
for 1/2 the cost in repairing the downtown east area's sidewalk,
seconded by Alderman Thanepohn. Clerk Erickson called the roll as
follows:

Alderman Small reported that the committee met with Woodworth
Subdivision residents regarding completion of the street. Mr.
Woodworth stated it was not completed due to his financial status, and
if a current business deal goes through, he will have it paved by the
fall of 1986. If it isn't completed by that time, the city will lien
the property to insure completion of the streets. There will be a
committee meeting on November 14, 1985, at 7:00 p.m. at City Hall. 4
TREES & PARK, - Mayor Davidson reported on a letter received by
Director Johnson requesting replacement trees for the city be
considered at budget time.
LIBRARY BOARD - Alderman Loebbaka announced a meeting for October 14,
1985 at 7:00 p.m. at the Yorkville Public Library.
YBS BOARD - Alderman Pfister reported that the Board was advised of the
completion of the SSES.
The next meeting will be October 14, 1985 at 7:00 p.m. at the office
of Dallas Ingemunson.
ADDITIONAL BUSINESS - The opening of the sealed bids for the sale of
the squad car will be October 23, 1985.
Alderman Small moved to adjourn the meeting, seconded by Alderman
Thanepohn. Motion carried.
