City Council Minutes 1984 02-09-84 MINUTES OF THE REGULAR MEETING OF THE CITY COUNCIL OF THE UNITED CIT'
OF THE VILLAGE OF YORKVILLE, KENDALL COUNTY, ILLINOIS , HELD AT CITY
HALL ON FEBRUARY 9 , 1984 .
Mayor Davidson called the meeting to order at 8 :00 p.m. and led the
council in the Pledge of Allegiance to the Flag .
Clerk Erickson called the roll as follows :

Ward 3 - Dollman - Present

A quorom was established .
Guests included George Stewart, Mr. & Mrs. Don Peterson and Mr. &
Mrs . Barry Groesch .
Alderman Dollman moved to waive the reading of the minutes from the
January 26 , 1984 meeting and approve them as presented, seconded by
Alderman Jennings . Motion carried 6-0 .
Alderman Dollman moved to authorize the following two bills for
payment :
Commonwealth Edison - 1983 tennis court lighting - $525 . 87
License Vehicle Survey - $ 166
Alderman Jennings seconded the motion. Roll call vote was taken as
follows :

Dollman - Aye Small - Aye Loebbaka - Aye
Motion carried 6-0 .
ATTORNEY ' S REPORT - Attorney Kramer reported on the IMRF Legislation
and Housebill #2305 that has been introduced in Springfield .
Attorney Kramer reported that the burned out house on Dickson Court
has been sold and the closing will be following the title companies
work .
MAYOR'S REPORT - Mayor Davidson reported that he has received a
resignation from Betty Huston, who has served for many years as
secretary for the Plan Commission and Zoning Board of Appeals. He
will appoint a new recording secretary at the next meeting .
Alderman Jahp moved to approve the appointment of Police Dept.
Patrolman, Barry Groesch, seconded by Alderman Loebbaka. Roll call
vote was taken as follows :

Motion carried 6-0 .
Alderman Small moved to approve Mayor Davidson's appointment of the
following persons to the Beecher Building Advisory Group , to serve
one year :

Alderman Hayden seconded the motion. Roll call vote was taken as
follows :

CITY CLERK - Clerk Erickson reported the Demetralis Petition for
Annexation and Zoning has been scheduled for a Public Hearing before
the Zoning Board of Appeals on March 8 , 1984 at 7 : 00 p .m. . preceding
the regular City Council meeting .

TREASURER - Alderman Jennings moved to approve the Treasurer's Reports
as presented, seconded by Alderman Jahp. Roll call vote was taken as

POLICE - Chief Randall reported on the vast number of vehicles in -
Yorkville that are not bearing a city vehicle sticker. There is now
follow-up plan that will be used with the license number information
that was obtained from the state .
Alderman Dollman moved to approve the Police Dept. reports as
presented , seconded by Alderman Jennings . Motion carried 6-0 .
PUBLIC WORKS - Alderman Jennings moved to approve the Public Works
reported as presented, seconded by Alderman Small. Motion carried
6-0 .
RECREATION DIRECTOR - Alderman Dollman moved to approve the report of
the Recreation Director, seconded by Alderman Jennings. Motion
carried 6-0 .
BEECHER BUILDING DIRECTOR - Director Heth reported there were leaks in
the roof of the Beecher Building and that temporary patching has been
done , but the roof will need to be retarred when weather permits .
Alderman Jennings moved to approve the Beecher Building Director ' s
Report , seconded by Alderman Jahp . Motion carried 6-0 .
PLAN COMMISSION - Alderman Hayden reported that the Demetralis Pre-
annexation & Zoning Petition by Peter Demetralis was approved by the
Plan Commission at their February 6 , 1984 special meeting .
At future meetings, James Clarage will be present to discuss the
Comprehensive Plan.
The Plan Commission will also review such ordinances such as the fence
ordinance, sign ordinance, swimming pool ordinance, etc., for
revision possibilities .
The next meeting will be regularly scheduled for Thursday, March 27,
1984 .
HUMAN RESOURCE COMMISSION - Alderman Loebbaka reported the next
meeting is scheduled for February 20, 1984 at 7 : 00 p.m. along with the
Park Commission, for discussion on the sesquecentennial .
KENDALL COUNTY EMERGENCY SERVICES & DISASTER - Alderman Jahp reported
there will be a meeting on February 16, 1984 at 7 :00 p.m. On the
agenda will be discussion on setting up CPR training .
TENNIS COURTS - Alderman Hayden reported there will be a meeting with
the school on April 1 , 1984 .
BRISTOL-KENDALL FIRE DEPARTMENT - It was brought to the attention of
the City Council that Fire Chief Russell Devick and Assistant Chief ,
Max Riemenschneider will be honored for 30 years of service and
stepping down from their positions , but still be with the department
The City will also place recognition on these two individuals and
their service to the community .
SENIOR COMMUNITY - Mayor Davidson reported that he, Directors Johnson
& Heth met with the senior citizens regarding the Beecher Advisory
Group .
Parking of the van on the property was also discussed and an agreement
made .
SCHOOL COMMUNITY - Alderman Dollman reported that he met with Greg
Worrell regarding the cost for the city to run tennis court wiring,

and their own meter to the tennis courts .
CITIZEN COMMENTS - Mr. Don Peterson spoke on behalf of the Bristol
Action Group, who are protesting the Petition for special use permit ,
by the owner of the Hinsdale Nursery for an airstrip on their property
on Rt. 34, which is in the 1 1 /2 mile jurisdiction of Yorkville
corporate limits. The Petition has already been approved by the
Kendall County Plan Commission and Zoning Board and the Kendall County
Board will consider the petition at it ' s March meeting . Mr . Peterson
asked that the City of Yorkville consider the matter in the best
interests . The matter was referred to the Building & Zoning committee
for further discussion on February 16, 1984, at 7 :00 p.m.
Mr . & Mrs . Peterson were invited to attend the meeting .
George Stewart spoke on behalf of the SAVE (Substance Awareness Via
Education) group. The program is currently focussed on the 7th and
8th graders , along with a parents support group . Training is given
by the group to anyone interested in helping. At this time they are
looking for any kind of help; funds, a place to meet or any other
help. Mr. Stewart invited anyone interested to attend the February
21 , 1984 meeting at the Beecher Center .
Alderman Jennings moved to waive the fees for the Beecher Building for
use by the SAVE group, Seconded by Alderman Jahp. Motion was
withdrawn .
Alderman Jahp commended Mr. Steward and the other adults involved in
the group for their efforts , time and interest in the youth of the
community.
COMMITTEE REPORTS
WATER - Alderman Loebbaka reported the next meeting will be February
28 , 1984 at 7 : 00 p .m. at the water tower .
Alderman Loebbaka moved to authorize payment to Layne Western in the
amount of $30,000 from the Water Depreciation & Contingencies Fund,
with the balance to be paid in April 1984 . Motion was seconded by
Alderman Jennings . Roll call vote was taken as follows :

Jahp - Aye Loebbaka - Aye Hayden - Aye
Motion carried 6-0 .
Interest charges will be waived by Layne Western if paid by April .
POLICE - Alderman Dollman reported the next Police Committee meeting
will be February 13 , 1984 at 7 : 00 p .m. at the water tower .
PUBLIC PROPERTY & BUILDINGS - Alderman Hayden reported the next
meeting will be February 16 , 1984 following the Building & Zoning
meeting.
FINANCE - Alderman Small reported that there are the following closed
session wage negotiation meetings as scheduled :
February 13 , 1984 - 7 : 30 p .m. - Public Works
February 21 , 1984 - 7 : 00 p .m. - Police Dept .
February 21 , 1984 - 8 : 30 p .m. - Public Works
TREES & PARKS - Alderman Hayden reported that at the last meeting
discussion was held on ways to utilize funds from the Land-Cash Grant .
Also discussed was utilization of the JayCee Pond .
HEALTH & SANITATION - Alderman Jennings announced that his committee
will work with the SAVE program.
UTILITIES - Alderman Jahp moved that a letter be written to the
library, fire dept., & sanitary district stating that beginning March
1 , 1984 , they will be responsible for all cost involved in telephone
service; also that the City will advise Illinois Bell Telephone that
we will no longer provide telephone lines to these three facilities
and state which eight telephone lines we will be responsible for.
Motion was seconded by Alderman Jennings . Motion carried 6-0 .

LIBRARY BOARD - Alderman Hayden reported the next meeting will be
February 13 , 1984 at 7 : 00 p .m. at the library building.
YBS BOARD - Alderman Jahp reported the next meeting is scheduled for
February 20 , 1984 at 7 : 00 p .m. at Dallas Ingemunson ' s office .
Alderman Jennings moved to adjourn the meeting, seconded by Alderman
Jahp . Motion carried 6-0 .

This letter is in response to your December 2. 1Rp3 correspondence
regarding the use of currently awarded funds to complete various
facilities planning tasks.
As you know the Step 1 Arendment certified June 30. 1980 and awarded
August 7, 1980 was for completion of "Sewer Evaluation Surveys in your
community. This work has been completed and as stated in this Agency's
October 17, 1983 review letter, the results and conclusions of the Sewer
Evaluation Survey are acceptable, A.pparently, the actual cost to
complete the survey work was less than estimated and certain of the funds
awarded for this task remain amused. In all cases where a sewer
evaluation survey is done in a community, the recommendations of the
Facilities Plan may need to be revised to take into account the survey's
results and conclusions. In this context, use of a portion of the funds
- remaining from the suer survey allocation to rrspord to the questions
raised to this Agency's October 17, 1983 review letter would seem to be
appropriate. Please he aware however that the City will be responsible
for demonstrating how any funds expended to complete its Step 1 studies
were used during the final audit of the project.

Attachment to the Yorkville Letter
This Agency's review of the proposed treatment plant upgrading indicates
that the excess floe treatment scheme needs to he addressed art more
detail. The proposal carts for the use of static screens to provide
primary treatment prior to chlorination and blending with the main
plant's effluent. The Standards do not normally consider fine screens to
be equivalent to primary sedimentation. If there are static screens at
any existing excess flow facilities and performance data has been
tabulated, this information should he submitted for review.

A problem that has occurred with the use of fine screens at sewage
treatment facilities Is their inability to remove grease which results in
the plugging of the sand filters. The potential for this problem at the
treatment plant should be evaluated for the fine screens,
Another possible excess flow treatment scheme that the Sanitary District
may wish to consider is the use of a circular excess flow clarifier as an
alternative to the fine screens. The excess flow clarifier should be
designed to have a surface settling rate not exceeding 1EC0 gallons per
day per ft 2. Skimmers could remove the grease and other fl oatabl es
The use of the existing chemical feed facilities (which are no longer
being used due to removal of the phosphorus restriction of this segment
of the Fox River) could be incorporated into the excess flow scheme to be
used when necessary to achieve the 30/30 effluent requirement for excess
flows. The consultant should evaluate this alternative and determine if
it could achieve the required effluent based on existing historical
data, without the use of mechanical sand filters. This alternative may
substantially reduce the CIF" since the chemical addition would be more on
a standby basis.
