City Council Minutes 1984 03-08-84 MINUTES OF THE REGULAR MEETING OF THE CITY COUNCIL OF THE UNITED CITY OF
THE VILLAGE OF YORKVILLE, KENDALL COUNTY, ILLINOIS , HELD AT CITY HALL ON
MARCH 8 , 1984 .
Mayor Davidson called the meeting to order at 8 : 00 p.m. and led the council
in the Pledge of Allegiance to the Flag .
Clerk Erickson called the roll as follows :

Ward 3 - Dollman - Present

Ward 4 - Loebbaka - Absent
Jennings - Present
A quorum was established .
Guest was Jeff McKinney .
Alderman Dollman moved to waive the reading of the minutes from the
February 23, 1984 meeting, and approve them as presented, seconded by
Alderman Jahp . Motion carried 6-0 .
Alderman Dollman moved to authorize payment of the bills as presented,
seconded by Alderman Jahp . Roll call vote was taken as follows :
Hayden - Aye Harker - Aye Jennings - Aye
Dollman - Aye Small -Aye Jahp - Aye
Motion carried 6-0 .
ATTORNEY ' S REPORT - Alderman Jennings moved to authorize Attorney Kramer
to draft an Ordinance to present at the next meeting, postponing the 5%
water rate increase scheduled to begin April 1 , 1984 , to April 1 , 1987 .
Motion was seconded by Alderman Harker . Motion carried 6-0 .
MAYOR'S REPORT - Mayor Davidson reported that he received a letter from
IDOT, with forms to return, requesting assistance in payment for the third
crossing guard needed in connection with the new bridge construction .
Alderman Dollman moved to authorize Treasurer Loebbaka to set up an account
for "buy money" , donated in the amount of $300 by the Yorkville Lions
Club for the Drug Awareness Program of the Police Department. Motion was
seconded by Alderman Harker . Motion carried 6-0 .
Alderman Dollman moved to adopt RESOLUTION #84- 113 requesting the City of
Yorkville be received into participation in the State of Illinois
Purchasing Pool , seconded by Alderman Hayden. Roll call vote was taken as
follows :

Harker - Aye Dollman - Aye Small - Aye
Motion carried 6-0 .
CITY CLERK - Alderman Jennings moved to refer to the Yorkville Plan
Commission for review at their meeting on March 27 , 1984 at 7 : 30 p .m. ,
the Petition to Rezone from A- 1 to R- 1 , submitted by Kendall County at
request of American Legion Post #489 of Yorkville , the parcel being located
within the mile and a half jurisdiction . Motion was seconded by Alderman
Dollman. Motion carried 6-0 .
CITY TREASURER , - Alderman Jenning smoved to approve the Treasurer's Reports
as submitted, seconded by Alderman Small. Roll call vote was taken as
follows :
Harker - Aye Small - Aye Jahp - Aye
Dollman - Aye Jennings - Aye Hayden - Aye
Motion carried 6-0 .
POLICE - Chief Randall was nominated to the Board of Directors of the North
East Multi-Regional Training, as well as installed as President of the
Illinois Valley Association of Chiefs of Police .
Alderman Jennings moved to approve the Police Report as presented, seconded
by Alderman Dollman . Motion carried 6-0 .
PUBLIC WORKS DIRECTOR, - Alderman Dollman moved to approve the Public Works

RECREATIONAL DIRECTOR - Alderman Harker moved to approve the report of the
Recreational Director , seconded by Alderman Jennings . Motion carried .

BEECHER BUILDING DIRECTOR - Alderman Hayden moved to approve the report of
the Beecher Building Director , seconded by Alderman Small. Motion carried
6-0 .
Alderman Dollman reported the March 6 , 1984 meeting of the Beecher Building
Advisory Committee was basically an organizational meeting. The regularly
scheduled meetings will be held the 2nd Tuesday of each month, the next
meeting being April 10 , 1984 at 7 : 00 p .m. at the Beecher Building .
BUSINESS & ECONOMIC DEVELOPMENT COMMISSION - Alderman Small reported the
meeting scheduled for March 13 , 1984 has been cancelled and rescheduled on
march 20 , 1984 at 7 : 30 P .M. at the water tower .
PLAN COMMISSION - Alderman Hayden reported that as well as the petition
previously submitted to the March 27 , 1984 meeting, the fence ordinance and
swimming pool ordinance will be discussed .
HUMAN RESOURCE COMMISSION - Student Government Day will be held on March
22 , 1984 .
KENDALL COUNTY EMERGENCY SERVICES & DISASTER - Mayor Davidson reported that
he has met with Tom Burgholzer , but nothing has been resolved to date .
PARK COMMISSION - Alderman Hayden reported the next meeting will be March
13 , 1984 at 7 : 00 p .m. at the Water Tower .
Alderman Hayden reported that Director J.T. Johnson has been looking into
different option on the tennis court lights . Alderman Hayden would like
to propose to the school to advertise for bids to have the lights painted ,
at a 50/ 50 maintenance cost share. This project can be paid for out of the
Land/Cash Grant fund .
BRISTOL KENDALL FIRE DEPT. - Alderman Harker reported that the department
has named Larry Bretthauer as the new Fire Cheif and Tom Lindblom as the
new Assistant Fire Chief .
CITIZEN COMMENTS - Jeff McKinney requested that the 1976 State Wrestling
Championship sign be put back up as a permanent reminder of the
accomplishments of the youth of the City of Yorkville .
Alderman Jennings requested the Hometown Awards signs be installed at the
same time .
Alderman Dollman scheduled a Police Committee meeting for March 15 , 1984 at
7 : 00 p .m. at the water tower .
COMMITTEE REPORTS
WATER ,- The next meeting is scheduled for March 15 , 1984 at 7 : 00 p.m. at
the water tower .
POLICE - Alderman Dollman moved to approve the contract to purchase a
1984 Chevrolet police squad vehicle through the State of Illinois
Purchasing Plan at a cost of $ 10 , 481 . 45 , with 90-100 days delivery period .
Motion was seconded by Alderman Hayden. Roll call vote was taken as
follows :

EMERGENCY SERVICES & DISASTER - Alderman Jahp reported he received a letter
from Aurora regarding action taken on transportation of spent nuclear
fuel .

PUBLIC PROPERTY & BUILDINGS - Alderman Hayden reported the plaque has been
delivered for the new library .
FINANCE - Alderman Small moved to authorize payment of the Statement from
the Kendall County Economic Development Commission in the amount of $ 5000
for the City of Yorkville's share of the cost for funding, seconded by
Alderman Hayden. A report from the Commission on the spending of the
funds was requested . Roll call vote was taken as follows :

Motion carried 6-0 .
Alderman Small announced the Revenue Sharing Public Hearing will he held
March 22 , 1984 at 7 : 00 p.m. at City Hall preceding the regular city council
meeting .
Alderman Small announced a Finance meeting on March 15, 1984 to discuss
employee manual .
Alderman Hayden reported that he wishes also to open dis-
cussion on Aldermen ' s pay at the finance meeting , as well as attendance of
meeting on April 5 , 1984 .
Alderman Small reported on the negotiations session with the secretaries on
February 23, 1984. Alderman Small moved to recommend approval of the
Finance Committee's proposal to give secretaries $850 for fiscal 1984-85 ,
and $425 for fiscal 1985-86 , to be added to base salary. Alderman Small
then withdrew his motion. The matter will be brought hack to the table when
the Employee Manual is ready .
SEWER - Alderman Jennings reported there will be a committee meeting on
March 15 , 1984 at 7 : 00 p .m. regarding the sewer rates .
STREETS & ALLEYS - Alderman Harker moved to adopt RESOLUTION #84- 114,
setting aside $ 23 , 970 in MFT funds for street maintenance supplies , and
authorize the Clerk to execute the necessary IDOT forms for approval.
Motion was seconded by Alderman Jennings. Roll call vote was taken as
follows :

Motion carried 6-0 .
LIBRARY BOARD - Alderman Hayden reported the next meeting is scheduled for
March 12 , 1984 at 7 : 00 p . m . at the Yorkville Public Library .
YBS BOARD - Alderman Jahp reported the next meeting will be March 19 , 1984
at 7 : 00 p . m . at Dallas Ingemunson ' s office .
CHAMBER OF COMMERCE - Mayor Davidson - reported that there will be a
breakfast meeting on March 20 , 1984 .
Alderman Jennings moved to adjourn the meeting , seconded by Alderman Jahp .
Motion carried 6-0 .
