MAYOR - Mayor Davidson reported that approval nas neen received on the MFT
tunding for the street maintenan.Je pro] ect in the amount ot S1_ 6 , 970 , in lieu
of the requested .I23 , 79O. Deleted trdm the request was Street Lighting and
dold pardning materials .

PLAN COMMISSION - Aldermm Hayden reported the-re will t) ! 3 meeting on
March 27 1984 at 7 . 3,_1 p . ni . at City Hal . On the agenda will be discussion
or ordinances rgarding tan lag t swimming pools and the Comprehensive Plan .
HUMAN RESOURCE COMMISS1O - Alderman feehata reported that a constructive
and successrI Student Government Day was held ,arlier in the day with a mock
City Council meeting preceding the regular meeting . He explained the purpose
of Student Government Div is to - iitroduce young vati2:ens to the inner running
of the City .
Alderman Loebbaka reported LhaL Indome Tax meeting was held at the Beecher
Building , and that they are hoping it will be an annual event .

publicity .
PARK COMMISSION - Alderman Hayden reported that the commasien is looking
into the proper Ca' cll the Park Commission funds . The Ordinance states
that there is a 1- art-time employee , who is the Recreational Director , and
the present Recreational 0 : rector is full - t . ie . There should be some work
done on the lannc:'ige oi 'the ordinance to fit to the situation .
CITIZEN COMMENTS - Mayor Davidson requested the guests to introduce them-
selves . Present were jell McKinnev , Denny jean Sorenson , 11".9 Erickson

01.D BI:SINESS - Director Johnson reported the 1976 State Championship Wrestling
signs have been located . They are not able to put them on the state right
-
of way . He wi11 eonfaet peavate i)roperty owners to see if they can be
relocat-ed onto private property with their permission . Alderman Jennings
requested the Streets and Alleys committee take it under advisement for
further discussion at their next meeting .

BUILDING & ZONING - Alderman Jennings requested a meeting for Tuesday ,
March 29 , 1984 .
WATER - Alderman Loebbaka moved to pass ORDINANCE # 1984- 1 entitled "AN
ORDINANCE AMEYDING THE WATER WORKS ORDINANCE OF THE UNITED CITY OF THE
VILLAGE OF ''.:ORYvTITE DATED OCTOBER 24 , 1474 AND PASSED AS ORDINANCE
NO . 1974-69" , which determines the amount of water usage by any of the
following methods :
1 . Actual reading of til, ! 'ter by employees
2 . \ customer reading to be returned to the department
3 . fil esfimated reading
with the following changes :
Under "c ) " - line 2 - delete "two years " and add "one year
and under "c ) " - line 3 - delete " two" and add "one" .Motion was seconded
by Alderman lenlings . Roll call vote was taken as follows

Moton carried 5-0 .
Alderman Loebbaka moved to pass ORDINANCE #84-2 entitled "AN ORDINANCE
AMENDING SECTION VI OF AN ORDINANCE PERTAINING TO THE WATER WORKS OF THE
LNITED CITY CF THE VILLAGE OF YORXVILLE , DATED MARCH 25 , 1982 , AND PASSED
AS ORDINANCE NO . 1982-9" , deferring the 52 water rate increase that was Co
become effective on April 1 , 1984 , to April I , 1987 , Motion was seconded
by Alderman Jennings .
Alderman Dollman arrived at the meeting .

Alderman Loebbaka presented the Water Tower Agreement with Kendall County
designated at lead agency and to be made liable for the administration of
tbe grant . The agreement WAS referred to Attorney Kramer to study and
contact Frank Coffman of the Kendall County Beard for clarificatlon .
POLICE - Cnief Randall reported the squad car ':',3T1 be purchased for c. 1200
less than the previously projected cost .
Alderman l_oebbaka repoeted that the Yoykville Ara Jaycees made a donation
of 2150 to the Special Account .
FINANCE - Alderman Small reported the Employee Manual was nearing comple-
tion .
The next meeting is scheduled for March 24 , 1984 at 800 a . m . at the water
tower .
Alderman Small reported that all government bodies eeeelving in excess
of ; 1 , n9 in projected Revenue Sharing funds must publish a notice statin ,.
that they will eel: discriminate against public employees & job applicants ,
as well as in activities sponsored . An agent is to be designated to handle
the eomplants reived .
Al,:lrman Small moved to designate James T . Johnson as agent for the
Revenue Sharing complaint handling , seconded by Alderman Hayden . Alderman
Small then withdrew his motion .

carried 6-0 ,

SEWER - Alderman Jennin2s reported the next meeting will be March 29 , 1984
at 7 : 00 p . m . at the water tower .
Alderman :Jennings read a letter he will have sent with the water bills to
the Madsen Corp( ratiob (, c•enior Citizen Housing ) explaining the recent sewer
maintenance tees .
The Sewer ManLenance Fund was die'.issed . Alderman Jennings moved to
direct Attorney Kramer to draft an ordinance setting up a seperate account
for the S-ewer Maintenance and to handle the incoming fees , seconded by
Alderman Dollman . Roll call vote was taken as follows :

TREES N PARKS - Alderman Hayden : ported that following a meeting with
Director Johnson , they concluded that the Recreational Director should
report to the Tr - e,4 s, Parks Committee , hacaiise a large portion of the
salary comes from that fund . The matter was referred to committee meeting
scheduled for Ma : : 24 , 1984 for further dis .7ussion .
HEALTH F.- SANITATION - Attorney Framer reported that the house on Dickson
Ct . has will be ompletely permit should
be applied for within the next two weeks .
Alderman Jennings reported that he attended the S . A . V . E . meeting . Dis-
cussion was mostly on Drug Awareness Week , among other areas covered . The
17 , 1 -, . Me meetings will he regularly held the
third Tuesday of each month and are open to the public .
LIBRARY BOARD - Alderman Hayden reported the next meeting is April 2 ,

YES BOARD - Alderman Jahp reported the next meeting is April 16 , 1984 at
7 : UU p .m . at Plias _Ingemunson ' s otlice .
Mayor Davidson reported that he and Rick Pfister called Springfield on
Marcn 20 , 1qA4 and talked with Le c regarding the SSES grant .
