City Council Minutes 1984 04-26-84 MINUTES OF THE REGULAR MEETING OF THE CITY COUNCIL OF THE UNITED CITY OF
THE VILLAGE OF YORKVILLE, KENDALL COUNTY, ILLINOIS HELD AT CITY HALL ON
APRIL 26 , 1984 .
Mayor Davidson called the meeting to order at 8:00 p.m. and led the Council
in the Pledge of Allegiance to the Flag .
Clerk Erickson called the roll as follows :

Motion carried 7-0 .
Guests included Jeff McKinney, Lewis Gates, Marci Rogers, Al Stalzer and
Ray Collins .
MINUTES - Alderman Dollman moved to waive the reading of the minutes from
the April 12, 1984 meeting, and approve minutes as presented, seconded by
Alderman Jennings . Motion carried 7-0 .
BILLS - Alderman Dollman moved to authorize payment of the bills as
presented, seconded by Alderman Small . Clerk called the roll as follows :

Dollman - Aye Small - Aye Jahp - Aye
Loebbaka - Aye
Motion carried 7-0 .
Alderman Dollman moved to authorize payment of the bills in the amount
of $895 for the air compressor for Public Works Department , which was
budgeted last year, but not purchased, resulting in a substantial savings
by waiting . Motion was seconded by Alderman Jahp .

ATTORNEY ' S REPORT - Attorney Kramer presented the Letter of Agreement
he drafted to the School Board regarding the tennis court lights . The
School Board is requested in return to provide the City with a letter
regarding priority of use .
MAYOR'S REPORT - Mayor Davidson announced the Chairman and Committee
Members for the 1984-85 City Council Committees . ( ***See Attached Copy . )
CITY CLERK - Alderman Hayden moved to direct the City Clerk to send a
letter to the State of Illinois Dept . of Revenue stating that the City
approved use of the Beecher Building for the Lions Club Bingo, seconded by
Alderman Jahp . Motion carried 7-0 .
PLAN COMMISSION - Alderman Hayden reported the commission is working on the
swimming pol and fencing ordinances. The Foth Subdivision map was referred
to the Building and Zoning Committee on Thursday, May 3 , 1984 for further
discussion.
BRISTOL-KENDALL FIRE DEPARTMENT - Chief Randall announced the annual
pancake breakfast will be held June 1 , 1984 .
CITIZEN COMMENTS - Al Stalzer stated a complaint on his water/sewer bill
with the City of Yorkville . The meter will be tested by Public Works , and
taken care of by the department . Alderman Loebbaka gave a report on the
revenues collected from the water rate increases in comparison to the
expenditures . (***See attached copy. )
OLD BUSINESS - Alderman Loebbaka reported on his findings regarding
replacement of the copier in the city offices at 610 Tower Lane. The funds
are budgeted for 84-85. In addition to the various comparison prices he
obtained from several companies, it was suggested he also check into Xerox
copiers .

COMMITTEE REPORTS
BUILDING & ZONING - Alderman Hayden reported there is a meeting scheduled
for Thursday, May 3 , 1984 at 7 : 30 p .m. at the water tower .
WATER - Alderman Loebbaka annouced the scheduling of a meeting on May 3,
1984 at the water tower .
Alderman Loebbaka reported that Jetco, Ltd. should be back next week to
pressure wash the water tower and spray with one coat of white paint .
Alderman Loebbaka reported that Baxter & Woodman, Inc., consulting
engineers have been contacted and are in the process of drawing up an
estimated cost for studying the alternative means of taking care of the
radium problem. They are looking into the feasibility of the shallow
wells, and possibly softening the water. Once the study begins, the City
can then apply for a variance with the state.
Alderman Loebbaka moved to authorize Director Johnson to purchase Byron
Jackson equipment as follows :
1 . 150 hp motor for $22 , 698 ( if purchased now would save $5 ,674 . 50)
2 . 9 stage bowl assembly for $7 , 605 .00 ( if purchased now would save
$ 1 , 901 . 25)
3. Power Cable for $9 , 175 .00 (if purchased now would save $2 , 293 .75 )
4 . Flat Cable for2 ,062 .00 ( if purchased now would save $515 . 50)
Total quoted prices being $41 , 540, with a savings of approximately
$ 10,382.00, materials to be stored for use later. Alderman Jennings
seconded the motion. (***See attached copy.) Clerk called the roll as

POLICE - Alderman Dollman requested Mayor Davidson compose a letter
regarding the Kendall County Radio Communications , stating the City is
still interested in the program but want a copy of what it will entail .
Alderman Dollman scheduled a committee meeting at the request of Officer
Kennedy to be held Monday, April 30, 1984 at 6 : 30 p .m. at the Water Tower ,
along with everyone present at the committee meeting held on April 19,
1984 .
Chief Randall reported that 175 more children have been fingerprinted at
Bristol Grade School , and encouraged everyone to view the TV Movie "Adam"
for some insight and emphasis on the problem of missing children, and how
valuable the fingerprinting may be for this problem.
EMERGENCY SERVICES & DISASTER - Alderman Jahp commented that the Beacon
News had published an article regarding moving of nuclear fuel to Morris .
PUBLIC PROPERTY & BUILDINGS - Alderman Hayden reported that the Beecher
Building Committee has recommended the City try to get a liquor license
for the Beecher Building for reception type functions .
Alderman Hayden announced the next meeting will be May 3, 1984 at 7 :00 p.m.
at the Water Tower .
FINANCE - Alderman Small moved to pass ORDINANCE #1984-4 entitled "AN
ORDINANCE RATIFYING THE TRANSFER OF LINE ITEM FUNDS DURING THE 1983-1984
FISCAL YEAR BUDGET FOR THE UNITED CITY OF THE VILLAGE OF YORKVILLE",
seconded by Alderman Jennings . Clerk called the roll as follows :

Alderman Small moved to pass ORDINANCE #1984-5 entitled "AN ORDINANCE
ADOPTING THE ANNUAL BUDGET FOR THE FISCAL YEAR 1984 - 1985 FOR THE UNITED
CITY OF THE VILLAGE OF YORKVILLE", as amended with Revenue Sharing changes.
Motion was seconded by Alderman Jahp . Roll call vote was taken as follows :

TREES & PARKS - Alderman Hayden rported tha t Hinsdale Nursery has donated
8 trees to the City . They will be placed at the library and Van Emmon St .
ball diamonds .
STREETS & ALLEYS - Alderman Harker thanked the Public Works Department for
getting the street repair work and also for the fine job they did on Fox
Road to help the water problem .
HEALTH & SANITATIO - Alderman Jennings scheduled a meeting for May 3, 1984
at the water tower , and requested Attorney Kramer ' s report at that time .
UTILITIES - Alderman Jahp annouced a committee meeting for May 3, 1984 at
the water tower .
YBS BOARD - Alderman Jahp announced their next meeting will be May 21 , 1984
at 7 : 00 p .m. at Dallas Ingemunson ' s office .
CHAMBER OF COMMERCE - Mike Hitzemann will be reporting to the chamber
regarding the Kendall County Crime Stoppers Program.
Alderman Harker moved to adjourn the meeting, seconded by Alderman
Jennings . Motion carried 7-0 .

ATTENTION: City Council members, Mayor, City Clerk
Following is information which Fred Dollman requested to be compiled before
the April 26 meeting. Figures are rounded to the nearest $100 and are ap-
proximate for 83/84 year since books are not actually closed. I have tried
to define how much increased revenue we have netted with the water rate in-
crease and where it has been spent.

TOTAL of all Expenditures $132,500
The balance of revenue i $ 83, ) and is contained in a year end surplus in
the Water Operations and Maintenance Fund. This money, along with the new
income generated in 84/85, will be used to service the downtown Well #3. One
should realize that if we had not increased the rates we might have deferred
some of these expenditures, but we would have had to repair Well #4 and would
have had to borrow money to make this repair. By paying cash we were able to
save about $15,000 in interest expenses.
