City Council Minutes 1984 05-24-84 MINUTES OF THE REGULAR MEETING OF THE CITY COUNCIL OF THE UNITED CITY OF THE VILLAGE OF YORKVILLE, KENDALL COUNTY, ILLINOIS , HELD ON MAY 24, 1984 AT CITY HALL. Mayor Davidson called the meeting to order at 8 :00 p.m. and led the Council in the Pledge of Allegiance to the Flag. Recording Secretary Robertson called the roll as follows . Ward 1 - Alderman Small - Present Alderman Jahp - Present Ward 2 - Alderman Harker - Present Ward 3 - Alderman Dollman - Present Alderman Hayden - Present Ward 4 - Alderman Loebbaka - Present Alderman Jennings - Present A quorum was established. Alderman Dollman moved to approve the minutes of the May 10, 1984 meeting with the following corrections : Page 2 - Under Beecher Building Advisory Committee, second paragraph, in the sentence "The Lions Club has asked for a list . . . " Delete Lions Club and add Beecher Advisory Committee . Page 2 - Under Park Commission, delete the motion made by Alderman Hayden due to the fact that it should appear under Old Business . Page 4 - Under Finance , following the phrase "Section 15 , " include "of the Employee Manual" . Alderman Jennings seconded the motion . All present voting aye . Treasurer Loebbaka stated that the bills will only be done once a month. Alderman Dollman made a motion to authorize expenditure of $270 for police officers to attend regionals, seminars, and meetings. Alderman Jennings seconded the motion. Roll call vote was taken . Loebbaka - aye Dollman - aye Harker - aye Hayden - aye Jennings - aye Jahp - aye Small - aye Motion carried 7-0 . ATTORNEY REPORT - Attorney Kramer stated that he had drafted a letter con- cerning the smoke filters to be purchased by the Lions Club and installed in the Beecher Building. He stated that it should be signed by the Mayor and a representative of the Lions Club. Alderman Hayden made a motion that we accept the letter prepared by Attorney Kramer. Alderman Small seconded the motion . All members voting aye . CITY CLERKS REPORT - The Recording Secretary announced that there is a public hearing of the Zoning Board of Appeals scheduled for June 4, 1984 , at 7 : 00 p.m. at City Hall concerning a setback variance on Worsley Street. PLAN COMMISSION - The May 22, 1984 meeting was cancelled due to a conflict with Jim Clarage . HUMAN RESOURCE COMMISSION - Alderman Loebbaka reported on the May 21 , 1984 meeting. The Accountability Session to be held at the Beecher Center on May 31 , 1984 was discussed. It will be broadcasted live on WSPY from 7 :00 p.m. until 8: 00 p.m. and then will continue until 9 :00 p.m. The format will include questions sent in, telephone calls, and questions from the audience. All questions will be funneled through the monitor and the panel. There has been announcements made in the Kendall County Record and on WSPY. Alderman Jennings will not be able to attend , and Alderman Jahp may be late . All Aldermen are to arrive 15 minutes before 7 : 00 p .m. Alderman Loebbaka reported that 108 people gave blood at the recent Blood Drive. He thanked all the people that participated. He also reported that letters had been sent out to local organizations requesting nominations for the Humanitarian Award to be presented at the July 4th festivities . EMERGENCY MEDICAL SERVICE - Alderman Jahp reported that a representative of the E.M.S. requested that signs be placed on Route 47 warning motorists that there is an exit for emergency vehicles. Mayor Davidson stated that he would speak to the engineers in Ottawa . BRISTOL-KENDALL FIRE DEPARTMENT - Alderman Harker reminded the Council that the annual Pancake Breakfast will be held on June 3 , 1984 . Mayor Davidson apologized for not introducing the guests at the beginning of the meeting. Guests were Ester Riley, Marci Rogers , Ruth Schneider, Elden Madden, and Bill Barkley . OLD BUSINESS - Alderman Loebbaka stated that the Toshiba copier was chosen as the winner of the copier "showdown". Alderman Loebbaka also prepared a commendation certificate for the Toshiba salesman. The copier should arrive at the city offices by Wednesday, May 30, 1984. He made a motion that the City purchase the Toshiba BB4515 copier with the 10 bin sorter and cabinet for $2900., and also the service maintenance contract for one year for $490. He also suggested buying the following supplies with the copier: A case of toner for $240.00, a bottle of developer for $45.00, and a case of Toner Bags for $25.00. The total being $3700.00. He also moved to authorize the Treasurer to sign all papers when the copier arrives. A roll call vote was taken. Jennings - aye Harker - aye Small - aye Dollman - aye Jahp- aye Loebbaka - aye Hayden - aye Motion carried 7-0 . Alderman Loebbaka stated that he had been in contact with A.B. Dick Co. in regards to the service agreement. He stated that the service agreement became effective on April 1 , 1984 and expires April 1 , 1985, and that we would be reimbursed for the portion of it that we did not use. Loebbaka suggested that we sell the old copier. Alderman Small suggested that we take bids for it. Alderman Loebbaka stated that there had been a request made by Suzzette Heth that the copier be put at the Beecher Building. Alderman Harker suggested that we refer it to the Trees & Park Committee and invite Suzzette to attend . Hayden inquired on the status of Industrial Park. Mayor Davidson has been in contact with them but he has not heard back as of yet . BUILDING & ZONING - There will be a meeting June 7 , 1984 at the water tower. WATER - Alderman Loebbaka stated that there was a meeting on May 17, 1984 re- garding the water tower grant. Two contingencies were put on the letter. One being the engineering cost to the City. J.T. Johnson stated that he had spoke to Baxter and Woodman and they are going to up-date our material and try to do it for little or no cost. The other contingency was the agreement between the City of Yorkville and Kendall County for responsibilities and for Kendall County to act as the lead agency. We do not know if the County will agree to letter. Neither of the contingencies were put on the letter. Attorney Kramer stated that he would write an ordinance . Alderman Dollman moved to authorize the Mayor to sign the letter and to forward it to Kendall County. Alderman Jahp seconded the motion. A roll call vote was taken. Dollman - aye Hayden - aye Harker - aye Loebbaka - nay Jennings - aye Small - aye Jahp - aye Motion carried 6-1 . POLICE - There is a meeting scheduled for June 7, 1984 at 8:00 p.m. at the water tower. FUTURE PLANNING - There will be a meeting June 7, 1984 at 9:00 p.m. at the water tower . FINANCE - Alderman Small made a motion to purchase the software service agree- ment from Microsystems now in order to receive additional equipment & a 10% discount resulting in a savings of $650. Alderman Loebbaka seconded the motion. A roll call vote was taken. Jennings - aye Small - aye Jahp - aye Harker - aye Loebbaka - aye Hayden - aye Dollman - aye Motion carried 7-0 . TREES & PARKS - Alderman Harker made a motion that the Women's Club may proceed with their plans for the playground at the library. Alderman Jennings seconded the motion. The motion carried 7-0 . Alderman Harker made a motion to accept McNelis 's bid of $690 for the tree and stump removal of the Ash tree in the City Park. Alderman Jahp seconded the motion. A roll call vote was taken. Johnson reported that the timers have been put on the tennis court lights , and that they must be turned on by someone and then they will automatically turn off at 11 : 00 p.m. Alderman Hayden also commented that the sign for the tennis courts needs repainted. STREETS & ALLEYS - Alderman Jennings made a motion to advertise for bids on the Beecher Building west and south parking lots. Alderman Harker seconded the motion. A roll call vote was taken. Alderman Harker moved to authorize $2000 be spent on 6 barrels of crack patching material. Alderman Loebbaka seconded the motion. A roll call vote was taken . Jennings - aye Harker - aye Small - aye Dollman - aye Jahp - aye Loebbaka - aye Hayden - aye Motion carried 7-0 . There will be a meeting June 13 , 1984 at 7 : 00 p.m. HEALTH & SANITATION - Alderman Loebbaka reminded citizens to watch weeds and certain vegetation in their yards. He reported that last year there were 13 violations on 27 lots. One lien was put on a house. It cost him about $200 to have the weeds mowed by the City. Alderman Loebbaka instructed J.T. Johnson to contact Mr . McNelis for the mowing of weeds . Alderman Hayden questioned whether the road called Shorty's Trail is a City Road . The members felt this needed looking into. Alderman Harker reported that there is a hole out on the McHugh property where the house was burned down that needed to be filled in. Attorney Kramer suggested some of the council members to walk through the property to see what needs to be done with it. The Mayor reported that Azems Family Restaurant has been told that all food must be cleaned out of restaurant , and that there is to be no one living in the above apartments . LIGHTS, TELEPHONE, GAS & CABLE TV - Alderman Jahp reported on the May 17, 1984 meeting . The Centrex telephone system was discussed . This would amount in a savings of $ 526 a month to the City compared to the phone system now in use . Alderman Jahp made a motion that we purchase the Centrex Phone System in an amount not to exceed $4000. This would include 15 lines, 14 phones , and the cost of installation. Alderman Loebbaka seconded the motion. A roll call vote was taken . Dollman - aye Hayden - aye Harker - aye Loebbaka - aye Jennings - aye Small - aye Jahp - aye Motion carried 7-0 . YBS BOARD - There will be a meeting June 18 , 1984 . The Mayor inquired as to whether there were any additional comments to be made. Marci Rogers thanked the Council for approving the Women's Club plans for the playground. She questioned who was to be the authority to determine the location and what is the status of the insurance . Alderman Harker made a motion that Attorney Kramer draft a letter stating that the Women's Club is acting as an agent of the City, so therefore, would fall under our insurance coverage. Alderman Loebbaka seconded the motion. A roll call vote was taken . Harker - aye Small - aye Jahp - aye Dollman - aye Jennings - aye Loebbaka - aye Hayden - aye Motion carried 7-0 . Alderman Hayden made a motion that the Women's Club work with the Trees & Park Committee under the Park Commission for specific location on where to build playground . Alderman Jennings seconded the motion. All members voting aye . Alderman Harker made a motion to adjourn from the meeting. Alderman Jennings seconded the motion. All members voting aye . Luanne Erickson City Clerk By: t4Ju�: :.i��'U C 01 Debbie Robertson, Recording Sec'y COOPERATION AGREEMENT The County of Kendall , Illinois seeks to support the efforts of the City of Yorkville to obtain Community Development Assistance Program funds from the Illinois Department of Commerce and Community Affairs for water tower construction and water line construction located in the City. The County of Kendall is hereby designated as the lead agency for this application and program and will be the applicant for the funds . The Kendall County Economic Development Commission, as an agency of Kendall County, is hereby designated as the administrator and will administer the program should the grant be awarded. The Kendall County Economic Development Commission shall be entitled to receive as its sole compensation for the preparation, presentation and procurement of this grant , that portion of the grant allocated to administrative expenses . The United City of the Village of Yorkville shall have final approval as to all design, engineering and construction plans and will be sole owner of the project upon completion and acceptance of it. The City shall also on or before July / , 1984 provide at the expense of the City all engineering plans , assigns studies other supporting documentation required by Department of Commerce and Community Affairs to prosecute a grant application.
