Mayor Davidson called the meeting to order at 8:00 p.m. and led the Council
in the Pledge of Allegiance .
Recording Secretary Robertson called the roll as follows :

A quorum was established .
MINUTES - Alderman Jahp made a motion that the minutes be approved with the
following correction:
On the motion for the letter to be sent to Kendall County concerning
the water tower grant , Alderman Jennings voted nay. The vote should be
changed to 5-2 .
Alderman Jennings seconded the motion. All present voting aye .
BILLS - Alderman Jahp inquired as to when the monies from the revenue
sharing fund would be available. Treasurer Loebbaka stated that some of the
money will be available in July , but she would have to check into it
further. Alderman Jahp also wanted to know what information a party would
need to bring to her to receive the money. She stated that she would need a
list of what the money was to be spent on.
Alderman Harker made a motion that the bills be approved as presented.
Alderman Jahp seconded the motion. A roll call vote was taken .

Motion carried 6-0 .
Guests attending the meeting were Dean, Ina, & Earl Schlee, Attorney Grant
Wegner , and Kandy Barkley .
ATTORNEY- Attorney Kramer stated that by 3/4 City Council vote they may
sell personal property of the City by competitive bidding or selling items
out right. However, if personal property is being traded for an item to be
purchased, then the Council must bid competitively. If items are sold out
right , no bids must be taken .
He also stated that he had drafted a letter by the request of Alderman
Loebbaka to be sent to a homeowner in Countryside Subdivision whose property
was damaged by a recent storm. A letter will also be sent concerning the
trailer in Countryside Subdivision. J .T. Johnson approved the letter .
MAYOR- Mayor Davidson swore in Bill Barkley as Alderman of the City of
Yorkville. Alderman Dollman then made a motion that the council approve the
appointment of Bill Barkley as Alderman. Alderman Harker seconded the
motion . All members present voting aye .
Mayor Davidson appointed Dan Kramer as City Attorney according to the wage
schedule and personnel policy of the City of Yorkville. Alderman Jahp
made a motion to approve the appointment. Alderman Harker seconded the
motion . All members present voting aye .
Mayor Davidson appointed Sandy Loebbaka as Budget Director. Alderman Harker
made a motion to approve the appointment , and Alderman Jahp seconded it. A
roll call vote was taken .

Mayor Davidson appointed Richard Randall to the Chief of Police according
to the 'wage schedule and personnel policy of the City of Yorkville.
Alderman Harker made a motion to approve the appointment. Alderman Jahp
seconded the motion . All present voting aye .
Mayor Davidson appointed Ron Reuter as Captain, Ronald Diederich as
Sergeant , Glenn Calvert, Tom Barna, Greg Sibenaller, Harold Martin, John
Kennedy, and Barry Groesch as patrolmen, and Pauline Usry as Secretary of
the police department according to the wage schedule and personnel policy
of the city of Yorkville. Alderman Loebbaka made a motion to approve the
appointments. Alderman Jennings seconded it. All members present voting aye.
Mayor Davidson appointed James T. Johnson as Director of Public Works
according to the wage schedule and personnel policy of the City of
Yorkville. Alderman Harker made a motion to approve the appointment.
Alderman Loebbaka seconded it . All members present voting aye .
Mayor Davidson appointed Odin Christian, Milford Mikkelson, Robert
Fleckinger, Raymond Collins, and Mike Price as public works employees of the
City of Yorkville according to the wage schedule and personnel policy of the
City of Yorkville. Alderman Loebbaka made a motion that the appointments be
approved by the Council. Alderman Harker seconded the motion. All present
voting aye .

Mayor Davidson appointed Suzzette Heth as Beecher Building Coordinator and
Recreation Director according to the wage schedule and personnel policy of
the City of Yorkville. Alderman Loebbaka made a motion to approve the
appointment. Alderman Harker seconded the motion. All members present
voting aye .
The Mayor stated that the Fox Country Players wished to use the City Park on
August 6 through 10, 1984 and August 13 through 17, 1984, Monday through
Friday in the mornings for classes. They have insurance, and have also made
arrangements with the church in case of rain. Alderman Dollman made a
motion to give permission to the Fox Country Players to use the City Park.
Alderman Jahp seconded the motion. All members present voting aye.
Mayor Davidson stated that we needed to appoint a voting delegate for the
municipal league. Alderman Jennings made a motion that Mayor Davidson be
the voting delegate. Alderman Dollman seconded the motion. Alderman Hayden
nominated Alderman Small as the voting delegate. Alderman Hayden's
nomination died for a want of a second. A vote was taken on the Mayor being
the delegate . Motion carried 6-1 .
Alderman Hayden nominated Alderman Small as the alternate voting delegate.
Alderman Dollman seconded it. Alderman Harker nominated Alderman Hayden to
be the voting delegate. Alderman Jennings seconded it. Alderman Jennings
then made a motion that nominations be closed. The Mayor took a vote on
Alderman Small being the alternate . One was in favor. Six were opposed.
The Mayor then took a vote on Alderman Hayden being the alternate . Six were
in favor. One was opposed. Alderman Hayden was chosen as the alternate
voting delegate .
CITY CLERK - The recording secretary announced that sealed bid openings are
being taken for the West and South parking lots of the Beecher Building
by the City Clerk until 4: 30 p.m. and publicly opened on June 28, 1984 at
the regular City Council meeting .
TREASURER - Treasurer Loebbaka stated that she received a $ 100 donation from
the American Legion Post 489 for flowers to be put around the monument.
Alderman Harker thanked them for the donation.
Alderman Jennings made a motion that the Treasurer's report be accepted as
submitted. Alderman Jahp seconded the motion. A roll call vote was taken .

POLICE - Alderman Hayden questioned whether patrolmen are present at the
Beecher Building functions. He was told that alcohol was being used at one
of the functions. Chief Randall stated that the Beecher Building
Coordinator calls when a patrolman is needed. Chief Randall stated that the
new police car is in and that the diesel is being fixed. He said that a
commendation has been prepared for the policemen of Sugar Grove and Kendall
County for assisting in recovering a stolen car from Ricks FS on June 5 ,
1984. A letter has been received from the State concerning the crossing
guard's salary of $ 1l--mo8-. They will need to see photocopies of the checks
before the City is rei /bursed. Alderman Jennings made a motion that the
police report be acc pted as submitted. Alderman Harker seconded the
motion. All membe s present voting aye .
PUBLIC WORKS REPORT - Alderman Loebbaka made a motion that the Public Works
Report be accepted as submitted. Alderman Harker seconded the motion. All
present voting aye .
BEECHER BUILDING REPORT - Alderman Harker made a motion to accept the
Beecher Building report. Alderman Barkley seconded the motion. The motion
carried 7-0 .
PLAN COMMISSION - Alderman Jennings reported that the next meeting will be
June 26 , 1984 at 7 : 00 p .m. at the City Hall .
HUMAN RESOURCE COMMISSION - Alderman Loebbaka thanked the Human Resource
Commission and the press for setting up the accountability session. He
stated that the next meeting would be June 18, 1984 at 7 :30 p.m. at the
water tower .
PARK COMMISSION - Alderman Harker made a motion that the A.B. Dick copier be
put up for bids. Alderman Jennings seconded the motion. A roll call vote
was taken .

Loebbaka - nay Jennings - aye Jahp - aye
A 3/4 majority vote was needed . Motion not carried.
Alderman Hayden stated that he felt the copier should be put at the Beecher
Building. Alderman Loebbaka stated that he had spoke to Suzzette and that
she would not need the maintenance contract due to the low usage. If their
are many repairs still needed , the copier could be sold .
Alderman Harker made a motion that the A.B. Dick copier be put at the
Beecher Building. Alderman Loebbaka seconded the motion. A roll call vote
was taken.

; OLD BUSINESS - Mayor Davidson stated that there is a petition for a side-
yard variance at Worsley Street. Alderman Dollman questioned whether
letters had been sent out to the adjoining property owners. Attorney Kramer
stated he would need to look into this. Attorney Grant Wegner presented
pitures of the property in behalf of the petitioners. Alderman Jennings
made a motion that the variance be accepted as presented contingent that the
receipts of certification of notification have been received from the
adjoining property owners. Alderman Barkley seconded the motion. A roll
call vote was taken .

NEW BUSINESS - Alderman Loebbaka made a motion that a Resolution entitled "A
RESOLUTION OF THE UNITED CITY OF THE VILLAGE OF YORKVILLE CONGRATULATING
DAVID AND LUANNE ERICKSON ON THEIR SILVER WEDDING ANNIVERSARY" be accepted
by the Council. Alderman Jennings seconded the motion. All members present
voting aye .
BUILDING AND ZONING - Alderman Jennings reported on the June 7, 1984
meeting. Discussed was the temporary permit for the Shopping Center at the
corner of Route 34 & 47 to be built. It was decided that they must have all
the paperwork done before a permit would be issued. The second item
discussed was the status of the Demetralis property. There is a problem
with the trust. The court must appoint a guardian to the trust. Attorney
Kramer will keep in contact with the Demetralis attorney .
WATER - Alderman Loebbaka stated that Gerald Buckles of Baxter & Woodman
had given him a report of the possible solutions for the radium in the City
water. Alderman Loebbaka said he would like to get a plan formed based on
the suggestions given within the next few weeks. Alderman Loebbaka reported
that a fire hydrant downtown by the bridge needed to be replaced, and that
this would be a good time to abandon some 4-inch sand cass mains.
POLICE - Alderman Harker reported on the June 6, 1984 meeting. Discussed
were the engine in the diesel squad car, the boy scout jamboree, and the
placement of outside emergency phones at the Police Station and the Beecher
Building. The next meeting will be June 21 , 1984 at 7: 00 p.m. at the water
tower.
Alderman Harker made a motion to advertise for bids for the 1980 Chevy
Impala 4 door squad car in as is condition. Bids will be taken by the City
Clerk until 3: 00 p.m. July 10, 1984. The car may be seen at the Police
Station on 131 E. Hydraulic. The speedometer reading is 97, 542. The City
reserves all rights to accept or refuse all bids. Alderman Jennings
seconded the motion. A roll call vote was taken.

EMERGENCY SERVICE & DISASTER - There is a meeting scheduled for June 21 ,
1984 at 8 : 00 p .m. at the water tower .
PUBLIC PROPERTY & BUILDINGS - Alderman Hayden announced that there will be a
meeting on June 21 , 1984 at the water tower. He also reported that the air
conditioning at the Library is not operating properly. There is moisture
in some of the vents. He suggested having someone with some expertise look
into it .
FINANCE - There will be a meeting on June 21 , 1984 .
TREES & PARKS - Alderman Harker made a motion that the City order 10 7-foot
spun glow full round Christmas trees with racket mounts and wrapping around
the poles. He also suggested purchasing 10 13-inch tree top stars for a
total of $3970. If we order now, we would get a discount of $992.50 which
would bring the total to $2977.50. The company would also need a $600
check. Alderman Jennings seconded the motion. A roll call vote was taken .

STREETS & ALLEYS - Alderman Jennings reported on the June 13, 1984 meeting.
A meeting is being set up with Mr. Woodworth to discuss streets in Woodworth
Subdivision. The City Crews will be able to do some modifications to
alleviate the problem with the water at Washington and Main Street. The
State owns Game Farm Road approximately up to the High School. The City,
therefore , is concerned with the road from the High School to the Grade
School. The inside edge curve is lower. The City Crews will be able to take
care of the problem and level it out as soon as they are able to get some
rico-pave patch. The distributor will be contact as soon as some is made .
Alderman Jennings made a motion that we authorize the City engineers to give
us an estimate on work to be done on a section of King Street , a section of
Center Street , and all of Colton Street. The streets need to be leveled
and recovered with Rico-pave. Alderman Barkley seconded the motion.
Alderman Hayden amended the motion that Mr. Gasser from Kendall County do
the work if he is available, and if he is not to have the City engineers do
the work. Alderman Loebbaka seconded the motion. A roll call vote was
taken on the amendment .

LIBRARY BOARD - Alderman Hayden reported that the fans had been installed in
the library by Mr. Riemenschneider. The cost of the fans was $ 1500. They
purchased 4 circulating fans with a 5-year guarantee. He also stated that
there was concern with the parking at the library. The overflow parking on
Monday nights has been parking in the Library parking lot. Alderman Jahp
suggested closing the library on Monday nights in the summer and be open
another night during the week. Chief Randall suggested purchasing a swinging
gate. Alderman Hayden stated he would refer these suggestions back
to the library board .
YBS BOARD - Alderman Jahp reported the meeting scheduled for June 18, 1984
has been rescheduled for June 19 , 1984 at 7 : 00 p .m.
Alderman Jahp made a motion to adjourn the meeting. Alderman Loebbaka
seconded the motion. The meeting was adjourned .
