City Council Minutes 1984 06-28-84 MINUTES OF THE REGULAR MEETING OF THE CITY COUNCIL OF THE UNITED CITY OF THE VILLAGE OF YORKVILLE , KENDALL COUNTY , ILLINOIS , HELD AT CITY HALL ON JUNE 28 , 1984 . Mayor Davidson called the meeting to order at 8:00 p.m. and led the council in the Pledge of Allegiance to the Flag . Clerk Erickson called the roll as follows : Ward 1 - Small - Present Jahp - Present Ward 2 - Harker - Present Barkley - Absent Ward 3 - Dollman - Present Hayden - Present Ward 4 - Loebbaka - Present Jennings - Present A quorum was established . Guests introduced, themselves as Marci Rogers from the Yorkville Women ' s Club and Ed Swan and daughter Stacey from the EMS . Alderman Loebbaka moved to approved the minutes with the following corrections : 1 . Heading , line 2 - delete "May 24 , 1984" and add "June 14 , 1984" 2 . Page 2 , paragraph 3 , line one , delete "of the Public Works Department" and add "for the City of Yorkville under the Public Works Department" 3 . Page 2 , paragraph 4 , line 1 , delete "of the Public Works Depart- ment " and add "for the City of Yorkville under the Public Works Department " 4 . Page 2 , Police , line 9 , delete "$ 11 , 028" and add "$ 1 , 028" Motion was seconded by Alderman Jennings . Motion carried . Alderman Dollman moved to authorize payment of the bills as presented , seconded by Alderman Jahp . Clerk called the roll as follows : Small - Aye Dollman - Aye Jennings - Aye Jahp - Aye Harker - Aye Hayden - Aye Loebbaka - Aye Motion carried 7-0 . ATTORNEY ' S REPORT - Attorney Kramer presented the Ordinance amending the side-yard variance on Worsley & E . Main St . with the request that it can not be signed by Mayor and Clerk until waiver has been received from the adjoinin'Vnlr'e`�garding notification . Alderman Jennings moved to pass ORDINANCE # 1984-7 entitled "AN ORDINANCE AMENDING ORDINANCE NO. 1982-7 EFFECTING THE ORIGINAL 'WHEEL TAX ORDINANCE OF OCTOBER 10, 1957" (includes the terms recreational vehicle & motor hom within the section effecting motor buses ) . Motion was seconded by Alderman Jahp . Roll call vote was called by Clerk as follows : Jahp - Aye Loebbaka - Aye Hayden - Aye Jennings - Aye Small - aye Harker - Aye Dollman - Aye Motion carried 7-0 . MAYOR - Mayor Davidson reported that the IDOT has the figures for the Game Farm Road Sidewalk . Mayor Davidson reported that he will met with Bill Miller of the Kendall County Economic Development Commission regarding the water tower grant . CITY CLERK - Clerk noted corrections on the agenda . Bids for the sale of the Police Squad Car will be received until 3 : 00 p .m on July 10, 1984 and publicly opened at the regular meeting on July 12 , 1984 . Bids for the sale of the A . B . Dick Copier & supplies will be received esipt 4 : 30 p .m. on , and opened at the regular meeting at approximately 8 : 00 p .m on July 12 , 1984 . Loui Clerk reported that there are several worthwhile short seminars with a +tea fee, from which City Council , Plan Commission and Zoning Board of Appeals members may gain valuable resources . Information may be obtained at the City Clerk ' s office . July 19 , 1984 , at Elgin Community College t Page 2 June 28 , 1984 be a half-day seminar on "Developing a Community Development Assistance Program. August 25 , 1984 is a seminar on Introduction to Planning; on September 22 , 1984, Zoning Theory & Practics ; and October 20, 1984 , Zonin; II . HUMAN RESOURCE COMMISSION - Alderman Loebbaka reported that the accountability session was discussed . An extra blood drive was scheduled due to the urgent need of blood doners . Nominees for the Humanitarian Award to be presented July 4 , 1984 at the festivities in the City Park, are being screened . The July meeting has been cancelled . The next meeting is scheduled for August 20 , 1984 . CITIZEN COMMENTS - Ed Swan of the Bristol-Kendall EMS expressed his concern about the recent drownings at the Palmer Dam. He stated the EMS would be willing to donate an additional sign to be posted at the dam. Public Works Director Johnson will contact the state and also Wheeler sign company and refer his information to the Trees and Parks committee . Director Johnson will also get back in touch with Mr . Swan at such time . COMMITTEE REPORTS BUILDING & ZONING - The Ordinances regarding Swimming Pool & Fencing Regulations was referred to the Building & Zoning Committee meeting on August 2 , 1984 at 8 : 00 p .m. at the Water Tower . WATER - Alderman Loebbaka reported that Baxter & Woodman have sent a letter regarding another method of alleviating the radium problem . The hydrant has been replaced at the Rt . 47 Bridge site . The work on the easement for Fox Industrial Park is completed . It will run through Ron Cobb ' s property . The water project is ready to go as soon as the permit has been approved . It is not a bid item since there are only 6 pieces of piping required for the job . One service line has been completed on the W. Fox Road Project . UTILITIES - Alderman Jahp reported that Blaine Street should be cable TV service by approximately July 9 , 1984 . There is also a question on cable service at the Swilly Green Apartments . Mayor Davidson reported that bids are being let for the Rt . 47 passing lane near Countryside Center entrance . Mayor Davidson announced the water bills will be late in being sent out , due to a computer problem that is being taken care of at present . PUBLIC PROPERTY & BUILDINGS - Alderman Hayden reported the next meeting will be July 19 , 1984 at 8 : 00 p . m . at the Water Tower . FINANCE - Alderman Small reported that permission has been given for Treasurer Loebbaka to attend the Municipal Clerk ' s meeting with Clerk Erickson on July 20 & 21 , 1984 , since much of the meetings deal with finance . Meeting will be held in Bloomington. Alderman Small moved that upon recommendation of the finance committee, the following additions and clarifications be made part of the Employee's Manual : Part 18 & 19 , Vision & Dental Assistance - "Expenditures will be based on the 12 month time period of April 1 to March 31 , ending 30 days prior to the end of the city ' s fiscal year which will permit sufficient time for submission of bills by the April 15 deadline . Page 3 June 28 , 1984 Part 27 , Vacations - Upon termination of employment , the employee will receive prorated accumulated vacation pay or the basis of 1 / 12 for each full month. Part 28 , Sick Leave - Upon termination of employment , no payment shall be received for accumulated sick leave . Clerk called the roll as follows : Hayden - Aye Dollman - Aye Harker - Aye Loebbaka - Aye Jahp - Aye Small - Aye Jennings - Aye Motion carried 7-0 . Alderman Small moved that upon the recommendation of the finance committee , a contractual agreement whereby Sandy Loebbaka will establish the chart of accounts needed for operation of the Accounts Payable - General Ledger computer program at the cost of $800 , seconded by Alderman Harker . Clerk called the roll as follows : Harker - Aye Small - Aye Loebbaka - Present Jennings - Nay Hayden - Aye Doilman - Aye Jahp - Aye Motion carried . Alderman Jennings stated that he felt that the city should be told in advance of any employee contractual services to be performed . SEWER - Alderman Jahp announced the next meeting will be July 5 , 1984 at 8 : 00 p .m. at the water tower . Jerry Buckles of Baxter & Woodman, Consulting Engineers , will meet with City representatives on July 2 , 1984 at 1 : 30 p .m. to discuss to discuss SSES preliminary data . HEALTH & SANITATION - Alderman Loebbaka reported that certified letters have been sent to a number of lots that need mowing within the city limits . Alderman Loebbaka announced the next meeting will be July 5 , 1984 at 8 : 00 p.m. at the water tower. The Kendall County Health Officer will be present . STREETS & ALLEYS - Alderman Jennings reported the next meeting will be August 2 , 1984 at approximately 8 : 00 p .m. at the water tower . Alderman Jennings moved to authorize payment of 1 /2 the cost as the city ' s share of sidewalk replacement for the following : Gertrude Riemenschneider - 702 S . Main - $696 . 00 Richard Mitchell - 503 Colton - $308 . 00 Motion was seconded by Alderman Jahp . Roll call vote was taken by clerk as follows : Dollman - Aye Jennings - Aye Harker - Aye Small - Aye Loebbaka - Aye Hayden - Aye Jahp - Aye Motion carried 7-0 . Two sealed bids were received for the Beecher Building West & South Parking Lots as follows : Geneva Construction - $ 14 , 375 Aurora Blacktop - $ 13 , 340 Alderman Jennings moved to accept the low bid of Aurora Blacktop at $ 13 , 341 seconded by Alderman Harker. Roll call vote was taken by clerk as follows : Hayden - Aye Jennings - Aye Jahp - Aye Harker - Aye Loebbaka - Aye Doilman - Aye Small - Aye Motion carried 7-0 . TREES & PARKS - Alderman Harker announced the next meeting will be August 2 , 1984 at 7 : 00 p .m. at the Water Tower . Alderman Harker announced there will be a teen dance in the parking lot of the Beecher Building at 8 : 00 p .m. on the 4th of July . LIBRARY BOARD - Alderman Hayden reported the next meeting will be July 3 , 1984 at 7 : 00 p .m. at the library . YBS BOARD - Alderman Jahp reported the next meeting will be July 17, 1984 Page 4 June 28 , 1984 at Dallas Ingemunson ' s office . He was not able to attend the last meeting . Alderman Harker moved to adjourn the meeting , seconded by Alderman Jahp . Motion carried 7-0 .
