City Council Minutes 1984 07-26-84 MINUTES OF THE REGULAR MEETING OF THE CITY COUNCIL OF THE UNITED CITY OF
THE VILLAGE OF YORKVILLE, KENDALL COUNTY , ILLINOIS , HELD AT CITY HALL ON
JULY 26 , 1984 .
Mayor Davidson called the meeting to order and led the council in the
Pledge of Allegiance to the Flag .
Clerk Erickson called the roll as follows :
Ward 1 - Small - Present Ward 3 - Dollman - Absent
1/ Jahp - Present Hayden - Present Ward 2 - Barkley - Present Ward 4 - Loebbaka - Absent
Harker - Present Jennings - Present
A quorum was established .
Guests included Rose Kahle of the Bristol-Kendall EMS and her daughter,
Kimberly , and Will Hayden .
MINUTES - Alderman Small moved to waive the reading of the minutes of the
July 12 , 1984 meeting , and approve minutes with the following correction :
Page 3 - preceding the first word "bids" , to add "FINANCE - Clerk
Erickson presented Alderman Small with 2 sealed bids
received for the sale of the A . B . Dick 914 Copier . Alderman
Small opened the"
Alderman Jennings seconded the motion . Motion carried .
ATTORNEY - Attorney Kramer presented a draft of the Health & Sanitation
for Restaurants Ordinance. It will be brought back before the City Council
at the next meeting for passage , and then presented to the Kendall County
Board for their August /19, 1984j meeting .
Attorney Kramer reported that the law suit regarding the west end of
Madison Street has been dismissed .
MAYOR - Alderman Harker moved to authorize the Mayor and Clerk to sign the
Radio Service Communications Agreement with the Kendall County Sheriff ' s
Department, seconded by Alderman Jahp. Roll call vote was taken as
follows :
Small - Aye Hayden - Aye Jahp - Aye
Jennings - Aye Harker - Aye Barkley - Aye
Motion carried 6-0 . Alderman Loebbaka & Dollman were absent from voting .
Mayor Davidson reported that Eda Coleman has agreed to be chairperson for
the Human Resource Commission .
BUSINESS & ECONOMIC DEVELOPMENT COMMISSION - Mayor Davidson requested
Alderman Small to attend the Kendall County Economic* Development
Commission meeting on August 21 , 1984 at 8 : 00 p . m. at the Kendall County
Office Building .
PLAN COMMISSION - Alderman Jennings reported that there was no meeting
on July 24 , 1984, as scheduled, due to lack of quorum. The McCurdy
Petition on the agenda, did not need Plan Commission approval for their
request .
HUMAN RESOURCE COMMISSION - The next meeting is August 20, 1984 at 7: 30
p .m. at the water tower .
BRISTOL-KENDALL FIRE DEPT. - Alderman Harker reported that the department
had a special fire drill for the purpose of trying to reduce the fire rate .
PARK COMMISSION - Alderman Harker announced the next meeting is August 7 ,
1984 at 7 : 00 p .m . at the Beecher Building .
_C:TTIZEN COMMENTS - Rose Kahle of the Bristol-Kendall EMS questioned if
anything has been done about signs at the Palmer Dam . The only way to help
at all would be to pass an ordinance requiring people to stay back a
certain number of feet . Another sign will be put up at the dam within two
weeks time .
Mrs. Kahle asked about getting a street light at the end of Orange St .
similar to the one on E . Fox Street . Alderman Jahp responded that the
E . Fox Street light is a replaced light .

Alderman Hayden asked if any study had been done on stop signs , and
Captain Reuter responded that it will be discussed at the August 2 , 1984
committee meeting .
Public Works Director Johnson will look into the State Street railroad
crossing situation. Alderman Harker requested that at the same time he ed
about the possibility of the water line being run under the street and
tracks at Morgan & W. Hydraulic Streets .
COMMITTEE REPORTS
BUILDING & ZONING - Alderman Jennings reported the next committee meeting
will be held on August 2 , 1984 at 8 : 00 p .m. at the water tower .
F'I1Ti1RF PLANNING - Alderman Jennings announced the next meeting will be held
on August 16 , 1984 .
Alderman Jennings congratulated Clerk Erickson on her achievement as a
Certified Municipal Clerk .
WATER - Alderman Jahp moved to adopt RESOLUTION 484-11. 7 , authorizing the
City of Yorkville ao apply to the State of Illinois for a Community
Development Assistance Program Grant for the building of a water tower , and
to authorize the Mayor and Clerk to execute any documents necessary for the
carrying out of such application, seconded by Alderman Hayden. Roll call
vote was taken as follows :
Barkley Aye Loebbaka - Absent Harker - Aye
Hayden - Aye Small - Aye Jahp - Aye
Dollman - Absent Jennings - Aye
Motion carried 6-0 .
There will be a Public Heaing on the Water Tower Grant, Friday, July 27 ,
1984 at 4 :00 p.m. Representative Hastert will hand carry the grant to
Springfield to meet the deadline .
PUBLIC PROPERTY & BUILDINGS - Architect, James Clarage will not sign off on
the library building until the general contractors punch list is completed .
The agreement between the Yorkville Lions Club and the City of Yorkville
regarding the installation of the smoke filters for the Beecher Community
Building has been signed and returned for filing .
FINANCE - Alderman Small presented a reimbursement bill from the library
for fans installed and are requesting $-2--5-4O in revenue sharing funds. The
bill was submitted to Treasurer Loebbaka to be paid when funds become
available .
Alderman Small reported that copies of job descriptions for the Beecher
Community Building Coordinator and the Park Commission Recreation Director
have been forwarded to Suzzette Heth for her comments .
_SEWER - Alderman Jahp announced the next meeting will be held August 2 ,
tat 9 : 00 p .m. at the water tower .
Alderman Jahp reported that he received a revised report on the SSES
grant and is waiting to get together with Rick Pfister of the Yorkville-
Bristol Sanitary District .
STREETS & ALLEYS - Alderman Jennings announced a committee meeting to be
held August 2 , 1984 , following the Building & Zoning meeting .
Mayor Davidson reported that within the next two weeks , Aurora Blacktop
plans to begin work on the Beecher Building parking lots .
TREES & PARKS - Alderman Harker reported the next meeting is August 2, 1984
at 7 : 00 p . m. at the water tower .
YBS BOARD - Alderman Jahp announced the next meeting is August 20, 1984 at
7 : 00 p .m. at Dallas Ingemunson ' s office .

Alderman Jahp reported that the districts 's tentative budget &
appropriation ordinance has been published .
Alderman Jahp announced that Ralph Pfister is President of the Illinois
Association of Water Pollution Opeators .
CHAMBER OF COMMERCE - Alderman Barkley reported that the Crime Stoppers
Program could use some help. Anyone interested can get in touch with Dean
Fisher or other members of the chamber .
Alderman Harker moved to adjourn the meeting , seconded by Alderman Jahp .
