City Council Minutes 1984 08-23-84 MINUTES OF THE REGULAR MEETING OF THE CITY COUNCIL OF THE UNITED CITY OF
THE VILLAGE OF YORKVILLE, KENDALL COUNTY , ILLINOIS HELD AT CITY HALL ON
AUGUST 23 , 1984 .
Mayor Davidson called the meeting to order at 8:00 p.m. and led the council
in the Pledge of Allegiance to the Flag.
Clerk Erickson called the roll as follows :

Harker - Present
Ward 3 - Dollman - Present
Hayden - Present
Ward 4 - Loebbaka - Absent (arrived later)

MINUTES - Alderman Dollman moved to approve the minutes from the August 9 ,
1984 meeting with the following corrections :
Page 2 - Beecher Building Advisory Committee report - paragraph
2 , line 3 - delete "8" and add "6" , and
Page 2 - Beecher Building ADvisory Committee report - paragraph
3 , line 7 - delete "3" and add "2" , and
Change dates on pages 2 , 3 , 4 & 5 from July 9 , 1984 to August 9 ,
1984 .
Alderman Jennings seconded the motion. Motion carried 7-0.
BILLS - Alderman Dollman moved to authorize payment of the bills as
presented, seconded by Alderma Jahp. Clerk called the roll vote as
follows :
Small - Aye Hayden - Aye Jahp - Aye
Dollman - Aye Jennings - Aye Harker - Aye
Barkley - Aye
Motion carried 7-0 .
MAYOR' S REPORT - Mayor Davidson reported that he has spoken to Al Moltrum
regarding the water tower grant , and it should be classified sometime the
first week of September . The grant of Ron Westphal is in competition with
the water tower grant .
Mayor Davidson has spoken to Bob Corwin regarding the ball diamonds on the
Game Farm property . The ground is to be worked up soon.

Mayor Davidson invited all present to his &4g Roast on September 2 , 1984 .
CITY CLERK - Clerk Erickson reported the 1984 MFT Street Maintenance Bids
will be received by 10:00 a.m. on August 31, 1984 at her office, and opened
publicly at that time in the conference room.
PLAN COMMISSION - Alderman Jennings reported the next Plan Commission
meeting is scheduled for August 28 , 1984 at 7 : 30 p .m. at City Hall .
KENDALL COUNTY EMERGENCY SERVICES & DISASTER - Alderman Jahp reported that
there is a meeting scheduled regarding hazardous materials, on September
20, 1984 . Alderman Jahp will attend the meeting .
COMMITTEE REPORTS
BUILDING & ZONING - Alderman Jennings reported the committee meeting held
on August 16 , 1984 .
Discussion was held on the lease for the Palmer Dam, the fencing & swimming
pool proposed ordinances , approval of expending $250 to updates maps for
the city, and nonconforming B-2 use of land along Rt . 47 from just south of
E . Washington St . to Rt . 126 .
FUTURE PLANNING - Alderman Dollman reported that a tentative tour of the
Game Farm property is scheduled for September 1 , 1984 at 9 : 00 a .m.
EMERGENCY SERVICES & DISASTER - Alderman Jahp reported the next meeting
will be September 6 , 1984 at 7 : 00 p .m. at City Hall .

WATER - Public Works Director Johnson reported that the service hook-ups
have been completed on Fox Road and work will begin on getting the area
lawns back into shape .
UTILITIES - Alderman Barkley requested Attorney Kramer to check into the
Centel Cable TV contract .
FINANCE - Alderman Small reported on the August 9, 1984 committee meeting .
The Tax Levy Ordinance was reviewed, and recommended for adoption at the
Special City Council meeting scheduled for September 6 , 1984 at 8 : 00 p.m.
SEWER - Alderman Jahp reported there will be a meeting on September 6, 1984
to discuss the over-sizing of the Conover sewer line .
City Clerk was requested to sent a letter to Mr. Mulhern changing the date
the date for him to appear before the council with his sewer maintenance
fee complaint from September 20 , 1984 to September 6 , 1984 at approximately
8 : 30 p .m.
HEALTH & SANITATION - Alderman Barkley reported on the August 16, 1984
meeting. The restaurant ordinance and garbage contract were discussed.
Alderman Loebbaka arrived .
STREETS & ALLEYS - Alderman Jennings moved to authorize purchase of two
new tires for the John Deere tractor at $290 each, out of Account 01-04-462
Motion was seconded by Alderman Small . Clerk called the roll as follows :

Dollman - Aye Jennings - Aye
Motion carried 8-0
Alderman Dollman reported that he has received a complaint from a resident
whose home is situated at a newly designated "no parking" zone . Alderman
Dollman moved to take another look at the property along Game Farm Road
that has been designated "no parking" , seconded by Alderman Hayden. Clerk
called the roll as follows :
Loebbaka - Nay Jennings - Nay Barkley - Nay
Small - Aye Jahp - Nay Hayden - Aye
Harker - Nay Dollman - Aye
Motion defeated 5 Nays & 3 Ayes .
Alderman Jennings moved to authorize Public Works Director to expend up to
$4 , 070 as needed throughout the year , for signs and sign posts , from MFT
allocated funds seconded by Alderman Barkley. Alderman Jennings amended
his motion from $4 , 070 to $2 , 000 . Clerk Erickson called the roll as
follows :

Motion carried 8-0 .
Alderman Jennings requested that the MFT sealed bids to be opened on
August 31 , 1984 be placed on the agenda for the Special City Council
meeting on September 6, 1984, to recommend and expedite the matter.

CHAMBER OF COMMERCE - Alderman Barkley reported that the Board of Directors
of the Chamber would like to have the City Council be a member of the
Chamber of Commerce, and will create a position on the Board of Directors
for the person designated .
Alderman Jennings moved to authorize the City to join the Chamber of
Commerce at $60 per year membership fee , seconded by Alderman Small . Clerk
called the roll as follows :

Motion carried 8-0 .
Alderman Harker moved to adjourn the meeting, seconded by Alderman Dollman .
