THE VILLAGE OF YORKVILLE, KENDALL COUNTY, ILLINOIS , HELD AT CITY HALL ON
SEPTEMBER 6 , 1984 .
Mayor Davidson called the meeting to order at 8:00 p.m. and led the Council
in the Pledge of Allegiance to the Flag.
Clerk Erickson called the roll as follows :

Ward 3 - Dollman - Present

A quorum was established .
ORDER OF BUSINESS
1 . TAX LEVY 1984-85
Attorney Kramer reported that he had the levy checked by the
Kendall County Clerk ' s office and all looked fine .
Alderman Jennings moved to pass ORDINANCE #11984-14 entitled
"AN ORDINANCE FOR THE LEVY & ASSESSMENT OF TAXES FOR THE FISCAL YEAR
BEGINNING MAY 1 , 1984, & ENDING APRIL 30, 1985 FOR THE UNITED CITY OF THE
VILLAGE OF YORKVILLE. KENDALL COUNTY, ILLINOIS", seconded by Alderman
Small . Clerk Erickson called the roll as follows :
Barkley - Aye Loebbaka - Aye Harker - Aye
Hayden - Aye Small - Aye Jahp - Aye
Dollman - Aye Jennings - Aye
Motion carried 8-0 .
2 . 1984 STREET MAINTENANCE MFT PROGRAM
Alderman Jennings reported that two sealed bids were received
for the 1984 Street Maintenance MFT Program as follows :
Geneva Construction Co . $30 , 674 . 50
Aurora Blacktop , Inc . 27 . , 389 .00
The low bid was $ 1466 above the Engineer ' s Estimate . City Clerk received
a letter from IDOT recommending award of bid to low bidder, Aurora
Blacktop, Inc., contingent on receipt of a letter of justification from
them. A copy of the letter of justification sent to IDOT from Baxter &
Woodman, Inc . was received .
Alderman Jennings moved to accept the low bid of Aurora Blacktop , Inc .
in the amout of $27,389.00 contingent on receipt of a letter of
recommendation from IDOT approving Baxter & Woodman's letter of
justification. Motion was seconded by Alderman Harker . Clerk Erickson
called the roll as follows :

Dollman - Aye Jennings - Aye Loebbaka - Aye

Motion carried 8-0 .
Alderman Jennings moved to adjourn the meeting, seconded by Alderman Jahp .

4. Comparison of Bid with Estimate: Low bid is 5 . 6% over
the estimate.

to the low bidder at the next meeting.
7. Prequalification of Bidders : Required - Satisfactory
Affidavit Received.
8. Recommendations/Comments : The Department will concur
in an award contingent on receipt of an acceptable

Subject: Yorkville - 1984 Maintenance Program
Dear Mr. Blasius:
Sealed bids for the subject project were received today at 10: 00
A.M. at the City of Yorkville. The low bidder, Aurora Blacktop,
Inc. , was $1, 446.00 (5.6%) above the approved estimate of cost.
We have reviewed our estimate of cost which was prepared in May of
this year. Since the estimate was made, the price of liquid
asphalt to the contractor has increased approximately $15.00 per
ton. It was also noted that the labor in general has increased.
The teamsters received a slight raise in June by the contract, the
operating engineers received both wage and benefit increases, and
the laborers obtained an increase in their benefits.
Based on these increased costs to the contractor , we request the
Department concur with our recommendation of award to Aurora
Blacktop, Inc.
