City Council Minutes 1984 09-13-84 MINUTES OF THE REGULAR MEETING OF THE CITY COUNCIL OF THE UNITED CITY OF THE VILLAGE OF YORKVILLE, KENDALL COUNTY, ILLINOIS, HELD AT CITY HALL ON SEPTEMBER 13 , 1984 . Mayor Davidson called the meeting to order at 8:00 p.m. and led the Counc. in the Pledge of Allegiance to the Flag. Clerk Erickson called the roll as follows : and 1 - Small - Present Jahp - Present Ward 2 - Harker - Absent (arrived later) Barkley - Present Ward 3 - Dollman - Present Hayden - Present Ward 4 - Jennings - Present Loebbaka - Present A quorum was established . Alderman Jennings moved to waive the reading of the minutes from the Augus 23 , 1984 meeting with the following correction : Page 1 - Mayor's Report - Paragraph 3 - delete "pig" and add "beef" . Motion was seconded by Alderman Jahp . Motion carried. Alderman Small moved to waive the reading, and approve the minutes from th, Special City Council meeting on September 6, 1984, seconded by Alderman Jennings . Motion carried . BILLS - Alderman Dollman moved to authorize payment of the bills as presented with the following corrections : Page 1 - date change to September 13 , 1984 Page 3 - Water Fund Total - change to $7 , 913 . 14 . Motion was seconded by Alderman Jennings. Clerk called the roll as follows : Small - Aye Hayden - Aye Dollman - Aye Loebbaka - Aye Jahp - Aye Jennings - Aye Harker - Aye Barkley - Aye Motion carried . INTRODUCTION OF GUESTS - Present were Identa Austin representing FVOAS , Betty the Executive Director of Senior Services , Steve Bazan, Martha Price and Rhonda Miller . MAYOR - Alderman Harker moved to approve Mayor Davidson ' s appointment of Dorothy Barkley to the Human Resource Commission, seconded by Alderman Loebbaka . Mayor Davidson read a Proclamation proclaiming September 16-22 as Cystic Fibrosis Week, a cause close to him through his God-daughter . Publication was in the Kendall County Record on September 13 , 1984 edition. CITY CLERK - Clerk Erickson presented a Petition by Robb Container for a side-yard variance to be referred to the Zoning Board of Appeals for a Public Hearing scheduled for October 2 , 1984 at 7 : 00 p .m. at City Hall . Alderman Jennings moved to forward the petition to the Zoning Board of Appeals and approve the scheduling of the Public Hearing, seconded by Alderman Jahp . Motion carried, Alderman Dollman voting present . TREASURER'S REPORT - Alderman Dollman moved to approve the Treasurer's Report as presented, seconded by Alderman Jennings. Motion carried, Alderman Loebbaka voting present . POLICE REPORT - Alderman Dollman moved to approve the Police Reports as presented , seconded by Alderman Small . Motion carried. PUBLIC WORKS REPORTS - Alderman Small moved to approve the reports of the Public Works Department as presented, seconded by Alderman Barkley. Motioi carried . BEECHER COMMUNITY BUILDING - Mayor Davidson requested City Clerk to remind Suzzette Heth there has been no report received for the past two meetings . BUSINESS & ECONOMIC DEVELOPMENT COMMISSION - Alderman Small reported that we should be hearing something soon about the water tower grant . PAGE 2 September 13 , 1984 Alderman Small reported there is a company in Fox Industrial Park that is needing a grant to expand their company. It will create a number of new jobs in the area if the expansion goes through. PLAN COMMISSION - Aldeman Jennings reported on the August 28, 1984 meeting . Discussion was held on the Fencing and Swimming Pool Ordinances and the Building & Zoning committee has also reviewed them and sent recommendations by letter to the Plan Commission. Alderman Jennings reported that the American Legion Post 489 Petition to Rezone in Kendall County was also on the agenda . Since then the petitioner has changed legal counsel, Attorney Grant has requested by letter that he be allowed to present his case to the Building and Zoning Committee before a recommendation vote is taken by the city council . The meeting is scheduled for September 18, 1984 at 7:00 p.m. at the Water Tower. Objectors present were invited to attend. The next Plan Commission meeting is scheduled for September 25, 1984 at 7 : 00 p.m. , at which time the Swimming Pool & Fencing Ordinances will be discussed , along with B-2 non-comforming zoning along Rt . 47 , north of Rt . 126 to just past Orange Street . HUMAN RESOURCE COMMISSION - Alderman Loebbaka announced the next meeting will be Monday , September 17 , 1984 at 7 : 30 p .m. at the Water Tower . Kendall County Emergency Services & Disaster - Alderman Jahp reported the meeting will be held September 20 , 1984 at 6 : 30 p .m. at the Kendall County Building . BEECHER BUILDING ADVISORY COMMITTEE - Alderman Hayden reported a new office with desk & phone has been completed in the Austin Room at the Beecher Community Building . Discussion was held on purchasing a more efficient sound system for the building. Dividers for the Dailey room was discussed . There is a need for keeping better track of the keys let out for the building, and a form is needed for the system. Attorney Kramer was requested to check into the matter . The committee wishes to advertise in the yellow pages of the telephone book noting the Beecher Community Building is a banquet facility. PARK COMMISSION & TENNIS COUR S -Mayor Davidson requested that Alderman Harker check into the progress the Sesquecentennial Committee has made to date . Members of the committee are Lawrence Gardner , Naydene Pierce and Rodney Olson. SENIOR COMMUNITY - Identa Austin from FVOAS , and the representative for the Senior Services Association, explained the period of transaction and services that will no longer serve Kendall County, along with the new services that will be available . Barbara Schiller will be in the new office at the Beecher Community Building. Phone numbers are 553-5777 and 553-6939. The services will begin October 1 , 1984. FVOAS has budgeted $500 with Revenue Sharing with the City and requested & received $250 to date. The remaining $250 will be paid to FVOAS, on request and it will be up to them to allocate it to the Senior Servicesi Association. All agreements needed are up to date . CITIZEN COMMENTS - Sandra Loebbaka asked if anything has been done regarding the street lighting in Countryside Center, specifically at Center Parkway & Countryside Parkway intersection. Director Johnson is looking into getting a third post for the lighting at 3 intersections . COMMITTEE REPORTS BUILDING & ZONING - Alderman Jennings announced the next committee meeting will be Tuesday, September 18, 1984 at 7 : 00 p .m. at the water tower . PAGE 3 September 13 , 1984 WATER - Alderman Loebbaka explained the procedures and possible risks involved with Well #i3 & #4 when the inside of the water tower is painted . PUBLIC PROPERTY & BUILDINGS - Alderman Hayden reported that prices are being checked for the sealing of the floor in the Beecher Community Building ' s , Perkins Room. Alderman Hayden requested a new flag for the outside at the Beecher Community Building . Alderman Hayden reported that he has volunteers to take care of flowers and shrubbery around the library if tools for doing the work can be obtained. FINANCE - Alderman Small reported that he and Treasurer Loebbaka met with the auditors at a luncheon meeting to discuss the preliminary audit that will be ready in about a month. Discussion on the new accrual system was also discussed . Alderman Hayden requested a meeting regarding library laws regarding tax levies, with Attorney Kramer present. The meeting was scheduled for September 20, 1984 at 8:30 p.m. following the discussion on the gargage contract . SEWER - Alderman Jahp reported the sewer meeting scheduled for September 20, 1984 is cancelled . The committee met on September 6, 1984. Nothing was resolved regarding the Conover sewer line oversizing. No decision was main on the sewer maintenance fee . STREETS & ALLEYS - Alderman Jennings reported that no letter has been received from IDOT with approval for the letter of justification from Baxter '& Woodman, as requested at the last meeting before contracts could be signed by Mayor and Clerk . Mayor Davidson spoke with IDOT, and received verbal approval with a letter of approval to follow. Alderman Jennings then moved to authorize the Mayor and City Clerk to execute the documents , seconded by Alderman Harker . Clerk called the roll as follows : Dollman - Aye Loebbaka - Aye Barkley - Aye Small - Aye Harker - Aye Jennings - Aye Hayden - Aye Jahp - Aye Motion carried . Alderman Jennings moved to grant permission for a Public Works employee to attend the Pavement Rehabilitation school at University of Wisconsin, Madison campus, on October 17-19, 1984 and authorize payment of the $395 fee plus lodging & meals expenses , as per personnel policy. Motion was seconded by Alderman Dollman. Clerk Erickson called the roll as follows : Small - Aye Hayden - Nay Loebbaka - Nay Jahp - Aye Dollman - Aye Jennings - Aye Harker - Aye Barkley - Aye Motion carried . HEALTH & SANITATION - Alderman Loebbaka reported that he received a notice from Phyllis Holbrook from the Kendall County Board Health & Sanitation committee meeting will be held on September 18 , 1984 instead of previously scheduled September 19 , regarding the Restaurant Ordinance the city passed. There will be a committee meeting scheduled for September 20, 1984 at 8: 00 p.m. with Tri-County Scavenger Service representative to discuss the garbage contract . UTILITIES - Alderman Barkley scheduled a committee meeting for October 4 , 1984 at 8:00 p.m. at the water tower. He requested Attorney Kramer's presence , along with a request to Clerk Erickson to notify the cable TV company requesting their representative attend . Alderman Barkley will receive any complaints before that date to refer to them for answers . The lights in Countryside Center will be also discussed at that time . LIBRARY BOARD - Alderman Hayden explained the reading guides available at the library . PAGE 4 September 13 , 1984 YBS BOARD - Alderman Jahp announced the next meeting will be September 17, 1984 at 7 : 00 p.m. at Dallas Ingemunson ' s office . ADDITIONAL COMMENTS - Clerk Erickson requested that the council think about sending the Zoning Officer & Administrator to the Zoning Administration& Techniques & Zoning Land Use schools held at University of Wisconsin at Madison, that are held in the month of May every year . It was also suggested that members of the Plan Commission and Zoning Board of Appeals take advantage of the half-day zoning seminars available at Elgin Community College to familiarize themselves more with the issues at hand .
