City Council Minutes 1984 10-25-84 MINUTES OF THE REGULAR MEETING OF THE CITY COUNCIL OF THE UNITED CITY OF THE VILLAGE OF YORKVILLE, KENDALL COUNTY ILLINOIS HELD AT CITY HALL ON OCTOBER 25, 1984. Mayor Davidson called the meeting to order at 8 .00 p.m. and led the Council in the Pledge of Allegiance to the Flag . Deputy Clerk Elden Madden called the roll as follows : Ward 1 - Small - Present Jahp - Present Ward 2 - Harker - Absent Barkley - Present Ward 3 - Dollman - Present Hayden - Present Ward 4 - Jennings - Present Loebbaka - Present A quorum was established . MINUTES - Alderman Dollman moved to approve the minutes of the October 25, 1984 meeting with the following correction, as suggested by Alderman Loebbaka ; Page 2 - In the sixth paragraph change the heading from "Health & Sanitation, " to "Human Resources . " Alderman Small seconded the motion. All members present voting aye . BILLS - Motion was made by Alderman Dollman and seconded by Alderman Small to pay the bills as presented . Barkley - aye Loebbaka - aye Hayden - aye Small - aye Jahp - aye Dollman - aye Jennings - aye Motion carried . Alderman Harker was absent from voting . ATTORNEY'S REPORT - Attorney Kramer reported on the status of the Peterson property donation. The Title company and appraiser should have a full report for the Council before the regular meeting in November. Attorney Kramer presented Resolution 111984- 120 regarding non-discrimination. Alderman Jahp made a motion to approve resolution I1 1984- 120. Alderman Small seconded the motion . Jahp - aye Barkley - aye Small - aye Dollman - aye Jennings - aye Loebbaka - aye Hayden - aye Motion carried . Alderman Harker was absent from voting . MAYOR'S REPORT - Mayor Davidson read a proclamation regarding NATIONAL FAMILY WEEK the week of November 18 - 24 , 1984 . Mayor Davidson then gave an update on the status of the elevated water tank for sale by a company in Kirkland , Illinois . Mayor Davison announced that Dick Huston of Yorkville had agreed to accept the appointment as City Treasurer and Budget Officer. He then announced that he was appointing Dick Huston as temporary City Treasurer and Budget Officer effective November 1 , 1984 pending Council approval of the appointment . Alderman Dollman moved that the appointment of Dick Huston as Budget officer and Treasurer of the City of Yorkville be approved by the City Council. Alderman Hayden seconded the motion. Alderman Jennings mentioned that he would prefer the matter go before the committee before being voted on. There was no further discussion . Roll call vote was taken . Loebbaka - aye Jennings - nay Barkley - aye Small - aye Jahp - nay Hayden - aye Dollman - aye Motion carred 5-2 . Alderman Harker was absent from voting . BUSINESS & ECONOMIC DEVELOPMENT COMMISSION - Alderman Small reported that he attended the regular meeting of the commission . The lack of a reason for disapproval of a grant for the water tower was discussed. Mayor Davidson announced that no reasons had been presented as of yet by the State authorities . Alderman Harker arrived at 8 : 15 p .m . PLAN COMMISSION - Alderman Jennings reported that the Commission had held its regual"r meeting and that no action was taken . HUMAN RESOURCE COMMISSION - Alderman Loebbaka reviewed the minutes of the regular meeting of the commission. SESQUECENTENNIAL COMMITTEE - Alderman Harker reported that he had talked with Lawrence Gardner of that committee and that he had informed Mr. Gardner that he was the liaison between the City and the committee. Mr. Gardner agreed to notify Alderman Harker of all meetings and mentioned that there had been no meeting yet . SCHOOL COMMUNITY - Mayor Davidson informed Alderman Dollman that he would like for the two of them to meet with Treasurer Loebbaka next week and go over a few things with her . NEW BUSINESS - Mayor Davidson summarized Chief Randall 's letter regarding the Halloween activities and commended the Kendall County Record on their fine article regarding the dance and other observances of the day. BUILDING AND ZONING - Alderman Jennings reviewed the minutes of the meeting of the Building & Zoning committee on October 18 , 1984 at the water tower . FUTURE PLANNING - Alderman Dollman reported there is a scheduled meeting at the water tower on November 8 , 1984 at 7 : 00 p .m. WATER - Alderman Loebbaka discussed a packet that will be mailed to all water users and informed the Aldermen that they would each receive a copy to be reviewed before the mailing . UTILITIES - Alderman Barkley scheduled a meeting on November 8, 1984 at 8 :00 p.m. at the water tower to review the franchise with I .B.T. PUBLIC PROPERTY AND BUILDINGS - Alderman Hayden reported on the meeting of October 18, 1984. He also scheduled a committee meeting on November 8, 1984 at 9 : 00 p .m. at the water tower . FINANCE - Alderman Small set a committee meeting for October 30 , 1984 at 7 : 00 p .m. at the Beecher Building Office . A discussion was held on vacations with no action taken . Alderman Small then moved to disburse the schools shareAof the Land Cash Grant Fund to the school as soon as the current investment of same matures . Alderman Haker seconded the motion . A roll call vote was taken . Dollman - aye Harker - aye Hayden - aye Jennings - aye Barkley - aye Small - aye Loebbaka - aye Jahp - aye Motion carried 8-0 . Alderman Small then made a motion that the City assume the payment for electricity for the E.S.D.A. siren as requested by Kendall County E.S.D.A. Seconded by Alderman Jahp . A roll call vote was taken . Hayden - aye Jennings - aye Harker - aye Barkley - aye Small - aye Dollman - aye Loebbaka - aye Motion carried - a HEALTH & SANITATION - Alderman Loebbaka mentioned that the burned out house .on Dickson Court needs a window sealed and that the lawn needs mowing. Also, the house next door has a broken gutter . Attorney Kramer will notify the owners . STREETS & ALLEYS - Alderman Jennings scheduled a meeting for November 7, 1984 at 7 : 00 p .m. at the water tower . Also , since the hours of 7 : 00 , 8 : 00 , and 9 :00 had been scheduled for other meetings he re-scheduled his Building & Zoning Committee meeting to November 7 , 1984 at 8 : 00 p.m. at the water tower to avoid starting at 10 :00 p.m. on the previously scheduled date. He asked that all Aldermen have comments regarding streets to him before November 7 , 1984 for consideration at that meeting . Mayor Davidson announced that there would be a public hearing on November 13 , 1984 at City Hall regarding the widening of U.S. 34 at Game Farm Road. The time and Public Notices will be handled by I . D . O .T . YBS BOARD - Alderman Jahp announced the next meeting will be November 19, 1984 at 7 : 00 p .m. A meeting is scheduled with Y . B . S . D . on November 13 , 1984 at 7 : 00 p .m. at the water tower . Alderman Jahp made a motion to adjourn. Alderman Jennings seconded the motion . The meeting was adjourned at 9 : 00 p .m. Luanne J .
