City Council Minutes 1984 12-20-84 MEETING OF THE REGULAR MEETING OF THE CITY COUNTIL OF THE UNITED CITY OF
THE VILLAGE OF YORKVILLE , KENDALL COUNTY , ILLINOIS , HELD AT CITY HALL ON
DECEMBER 20, 1984 .
Mayor Davidson called the meeting to order and led the Council in the
Pledge of Allegiance to the Flag .
Clerk Erickson called the roll as follows :
Ward 1 - Small - Present
Jahp - Present
Ward 2 - Barkley - Present
Harker - Absent
Ward 3 - Dollman - Present
Hayden - Present
Ward 4 - Jennings - Absent (arrived later )
Loebbaka - Present
A quorum was established .
MINUTES - Alderman Dollman moved to approve the minutes corrected as
follows , seconded by Alderman Jahp :
1 . Under "bills" line 9 , delete "Dollman" and add "Loebbaka" as the
second to the motion .
Motion carried .
Alderman Jennings arrived .
Clerk Erickson requested that Alderman, when they second a motion , add
their name , for clarification purposes .
BILLS - Alderman Small moved to authorize payment of the bills as
presented including payments for two semi-annual insurance policies , the
SMP for $7 , 321 . 10 and the business automobile policy for $ 1 , 988.45 .
Alderman Jennings seconded the motion. Clerk called the roll as follows :

Small - Aye Jahp - Aye Hayden - Aye

ATTORNEY ' S REPORT - Attorney Kramer stated that the Perkin ' s Subdivision
plat would not have to be routed through the channels of the Plan
Commission due to it being purchased by the EMS, a governmental body. They
will need to comply with the City 's Subdivision Control Ordinance , if
new construction is ever placed upon the parcel of land .
Alderman Jennings recommended approval of the Petition for zoning of the
EMS property, seconded by Alderman Small . Motion carried .

Yellow warning lights and signs will be placed by the EMS entrance .
The state has been requested to look at the stop lights at 47 & Van Emmon
and send someone out to update the components . The city will pay for the
updating , and be reimbursed by the state as is the policy. This should
keep the Rt . 47 lights green, unless there is traffic on the side streets
on Van Emmon .
Mayor Davidson reported that he received a letter of resignation from
Alderman Harker for his Ward 2 Alderman position since he has moved from j(
the ward. He thanked Alderman Harker for his expertise in serving on the
council .
There will be an appointment for the Ward 2 vacancy at the next meeting .
CITY CLERK - Clerk announced a organizational meeting of the
Sesquecentennial Committee to meet with the area ' s organizations , on
January 7 , 1985 at 7 : 00 p .m . at the Beecher Building .
The next City Council regular meeting date will be January 10 , 1985
at 8 : 00 p . m. at city hall .
Alderman Jenning moved to refer the petition presented to the council by
the Clerk regarding Mary Warpinski ' s request for special use permit to
operate a day-care center at State & W. Fox Street to the Plan Commission
for a Public Hearing on January 22 , 1985 at 7 : 00 p.m. at the City Hall .
Motion was seconded by Alderman Dollman. Motion carried .

TREASURER ' S REPORT - Alderman Dollman moved to approve the Treasurer ' s
October and November 1984 reports , seconded by Alderman Hayden. Clerk
called the roll as follows :

Jahp - Aye
Motion carried .
Treasurer Huston reported that there will he a 5% reduction in the monthly
sales tax allotment until the tax owed the county is paid back. The
accounting of the matter goes back 7 years .
POLICE REPORT - Alderman Dollman moved to approve the Police Department
reports , seconded by Alderman Barkley. Motion carried.
Chief Randall reported that there are a few safety problems with the new
bridge, and will be discussed with state representatives when they meet to
walk the bridge .
PUBLIC WORKS DEPARTMENT - Alderman Small moved to approve the reports of
the Public Works Department , seconded by Alderman Jahp . Motion carried .
BEECHER BUILDING & RECREATION DEPT. REPORTS - Alderman Hayden moved to
approve the reports of the Beecher Building and the Recreation Department ,
seconded by Alderman Jennings . Motion carried.
BUSINESS & ECONOMIC DEVELOPMENT COMMISSION - It was reported that $500,000
Will be received from the State of Illinois for a water tower for use in
radium treatment & the low pressure problem.
Mayor Davidson reported that he plans to set up a joint meeting with
Plano & Oswego for discussion on common problems. Yorkville will host the
first meeting sometime in February .
PLAN COMMISSION - Alderman Jennings moved to recommend to Kendall County
that the Ament Petion be approved , seconded by Alderman Barkley. Clerk
called the roll as follows :

The next meeting will be January 22 , 1985 at 7 : 00 p .m. at City Hall .
BEECHER COMMUNITY BUILDING ADVISORTY COMMITTEE - Alderman Hayden reported
the committee did not meet due to lack of agenda .
SESQUECENTENNIAL COMMITTEE - The next meeting will be held January 7 , 1985
at the Beecher Building. Organizations of the area have been invited to
attend for input of their own ideas . Letters have been sent out to
organizations requesting their attendance , support and ideas .
OLD BUSINESS - Alderman Hayden requested more information on the water
tower grant . Mayor Davidson stated that none of the paper work has been
received to date and it will most likely be under control of the EPA.
COMMITTEE REPORTS
BUILDING & ZONING - Aldeman Jennings announced there will be a committee
meeting on January 3 , 1985 at 8 : 00 p .m. at City Hall .
WATER - Alderman Loebbaka reported that he has received information back
on the radium survey. The information will be discussed at the January 17 ,
1985 committee meeting at the water tower .
Alderman Loebbaka reported that he received information from the insurance
representative regarding boiler machinery policy along with an Inspector ' s
Guide to well inspections . it will be discussed at the January 17 , 1985

YORKVILLE EMERGENCY SERVICE & DISASTER - Aldeman Dollman reported a list
of emergency procedures was given to Chief Randall .
PUBLIC PROPERTY & BUILDINGS - Alderman Hayden expressed the City' s
condolences on the passing of James Stark .
FINANCE - Alderman Small reported on the December 6 , 1984 committee
meeting.
Alderman Small moved to pay the school district $4 , 474 . 42 for engineering
fees regarding the parking, lot , seconded by Alderman Dollman. Clerk called
the roll as follows :

Alderman Small moved the vacation policy amendment be approved and made a
part of the Employee Manual , seconded by Alderman Loebbaka . Clerk called

Committee authorized $ 50011 to the Sesquecentennial Committee to help them
initiate plans .
Alderman Small moved to authorize expenditure of $585 . 00 for 4 tumbling
mats for the Recreation Department , seconded by Alderman Jennings . Clerk

Attorney Kramer is checking into the statutory law and with the auditor ' s
policy regarding the requirement of 3 signatures on checks being reduced to
2 signatures .
Budget proposals are to be turned into the Budget Officer by January 24 ,
1985 . Treasurer Huston will devise a form to be used .
Treasurer Huston reported that the PLS Microsystems software will not
handle a payroll program and the matter is being looked into further .
SEWERS - Alderman Jahp requested Attorney Kramer to look into the legality
of the sewer maintenance fee , and how the costs were derived .
The next meeting is January 3 , 1985 at 8 : 00 p .m. at the water tower .
TREES & PARKS - Alderman Jennings reported that Suzzette Heth is authorized
to teach the next tumbling class at the standard fee .
John Bazan has contacted the city regarding the purchase of blue spruce
trees, along with the request he be paid for the trees already planted at
the Beecher Building. The matter was referred to committee .
STREETS & ALLEYS - Alderman Jennings announced the next meeting is January
3 , 1985 at 7 : 30 p.m., for the purpose of studying the 12 streets that have
been selected for the 1985 street maintenance program.
Alderman Jennings moved to adopt RESOLUTION #1984- 125, appropriating
$ 17, 840.00 of Motor Fuel Tax funds ror the purpose ot ' the 1985 street
maintenance program for materials & labor , seconded by Alderman Hayden.

HEALTH & SANITATION - Alderman Loebbaka announced the next meeting will be

UTILITIES - Alderman Barkley moved to authorize the Mayor to execute
ORDINANCE #84-15, amending Ordinance #3-80 I.B.T.C. Agreement, seconded by
Alderman Jennings . Clerk called the roll as follows :

YBS BOARD, - Alderman Jahp thanked Ralph Pfister for the tour of the YBSD
facilities , and suggested it being a very worthwhile tour for anyone
interested .
The next meeting is January 21 , 1985 at 7 : 00 at Dallas Ingemunson ' s office .
CHAMBER OF COMMERCE - Alderman Barkley reported that J.T. Johnson's name is
on the list for nomination to the Board of Directors representative from
the City .
Dean Fisher will be the liaison from the Chamber regarding the
Sesquecentennial events .
Alderman Dollman moved to adjourn the meeting, seconded by Alderman Small .
