City Council Minutes 1983 02-24-83 MINUTES OF THE REGULAR MEETING OF THE CITY COUNCIL OF THE UNITED CITY
OF THE VILLAGE OF YORKVILLE , KENDALL COUNTY , ILLINOIS , HELD AT CITY HALL
ON FEBRUARY 24 , 1983.
Mayor Thanepohn called the meeting to order at 8 :00 P.M. and led the
Council in the Pledge of Allegiance to the Flag.
Clerk Erickson called the roll as follows :
Ward 1 - Beach - Present
Small - Present
Ward 2 - Tilton - Absent
Harker - Present
Ward 3 - Dollman - Present
Pierce - Present
Ward 4 - Jennings - Present
Simmons - Present
A quorum was established.
Guests included Student Government Day candidates , City employees ,
and Municipal election candidates .
Alderman Dollman moved the reading of the minutes be waived and
to approve minutes from the February 10 , 1983 meeting, seconded
by Alderman Harker. Motion carried 7-0 .
ATTORNEY - Alderman Dollman moved to pass ORDINANCE NO. 1983-5
entitled "AN ORDINANCE OF THE UNITED CITY OF THE VILLAGE OF
YORKVILLE SETTING SALARY INCREASES FOR VARIOUS ELECTED OFFICIALS
OF THE CITY" , seconded by Alderman Beach. This ordinance increased
the salaries of the Mayor , City Clerk & City Treasurer.
Roll call vote was taken as follows :
Beach - Aye Dollman - Aye Harker - Aye
Jennings - Aye Simmons - Aye Small - Aye
Pierce - Aye
Motion carried 7-0 . Alderman Tilton was absent from voting.
Alderman Harker moved to adopt RESOLUTION NO, 90-1983 entitled
"A RESOLUTION AUTHORIZING CERTAIN EXPENDITURES AND GIVING A LIMITED
GUARANTEE AGAINST LOSS FOR THE OPERATION OF A SWIMMING POOL BY THE
LIONS CLUB OF YORKVILLE" , seconded by Alderman Dollman . Roll call
vote was taken as follows :

Beach - Aye Small - Aye Simmons - Aye
Dollman - Aye ._,
Motion carried 7-0 . Alderman Tilton was absent, from voting.
MAYOR - Mayor Thanepohn announced that there will be a meeting
on March 4 , 1983 at 11 :00 A. M. at the Lincoln Inn with Rep. Tom
Corcoran as speaker on the renewal of the Revenue Sharing program.
Student Government Day will be March 10 , 1983. Mayor Thanepohn
asked City Council members to try to set aside a portion of the
day to spend with their counterpart.
The Emergency Services & Disaster meeting with the county and
surrounding cities is scheduled for March 10 , 1983.
Mayor Thanepohn accepted the resignation of Marion Kindelberger
as crossing guard. Alderman Small moved to approve Mayor Thanepohn' s
appointment of Kathy Sibenaller as crossing guard, seconded by Alder-
man Beach . Motion carried 7-0 .
CITY CLERK - Alderman Harker moved to grant permission to the Easter
Seal Rehabilitation Center to hold it' s annual "Tag Days" fund-raising
event on May 20 & 21, 1983, seconded by Alderman Pierce . Motion carried
7-0 .
HUMAN RESOURCE COMMISSION - Alderman Beach reported that the Food
Pantry will not be using the Beecher Community Building, but will
be using the Farm Bureau Building instead, due to the refrigeration
available at that location.
KENDALL COUNTY EMERGENCY SERVICES & DISASTER - Alderman Small reported
that Mr. Taylor will be reviewing the Dresden Nuclear Mock Drill
criteria.
OLD BUSINESS - Alderman Jennings reported that 3 bids were received
and tabulated on the library furnishings . Three bids arrived after
the bid opening date , in addition. Alderman Jennings moved to reject

the bids that arrived after the bid opening date , and refer the
3 tabulated bids to the Public Property & Buildings Committee meet-
ing scheduled for March 3 , 1983 at 8 :00 P. M. at Water Tower and. authorize
committee to- accept or reject bids , seconded by Ald. Simmons . Moti n carried
Alderman Jennings moved to authorize payment of the following three 7-0 .
bills :
1. James Clarage - architects fee for change orders for
the new library building - $400 .00
2 . Perkin ' s Builders - payment for library construction -
$33 , 752 . 70
3. James Clarage - architecisservices for new library -
$1 , 182 .00
Motion was seconded by Alderman Simmons . Roll call vote was taken
as follows :

Motion carried 7-0 . Alderman Tilton was absent from voting.
COMMITTEE REPORTS
POLICE - Alderman Small presented Chief Randall ' s Annual Citation
Statistic Report to the Council.
PUBLIC PROPERTY & BUILDINGS - Discussion was held on air-purifier
units for the multi-purpose room at the Beecher Building.
FINANCE - Alderman Jennings relm,inded the council and department heads
to use Alderman Tilton ' s guide sheet in preparing their committee
budgets .
Alderman Pierce /moved to adjourn the meeting at 9 :00 p.m. , seconded
by Alderman Small. Motion carried 7-0 .

In accordance with your authorization, bids for the subject
project were received by the Village on February 7 , 1983 .

The low bidder is Seagren Shales, Inc. of Elgin, Illinois. Be-
cause we have no prior knowledge of this company we have made an
investigation of their qualifications.
Seagren Shales, Inc. is a new company having been organized as a
corporation in the State of Illinois in 1983 . The principal mem-
bers of the firm, Mr . Seagren, President, and Mr . Shales , Sec-
retary/Treasurer , have had seventeen years and twenty-seven years,
respectively, of experience in the construction industry. We have
worked with these individuals on a number of water and wastewater
treatment plant construction projects during the past ten+ years
when they were employed by Illinois Hydraulic Construction Company
of Elgin, Illinois and have found them to be capable and exper-
ienced in their work .

We have discussed the contractor ' s financial status with Mr . Jack
Briick of Continental Casualty Company, Chicago, their bonding
agent and have found nothing that would preclude their use on your
project. The bonding agent has stated that if Seagren Shales ,
Inc. is awarded the contract for the subject project his company
will furnish the required 100 percent performance-payment bond.
14. Seagren Shales , Inc. has arranged with the First National Bank of
Elgin for a line of credit which is in excess of the value of this
project.
We have discussed with Mr . Seagren and Mr . Shales the availability
of construction equipment necessary to complete the subject pro-
ject. We have been informed that they own hand tools and small
power tools and will rent any other construction equipment neces-
sary to complete the work. After discussing their anticipated
constructioon procedures and the required equipment we find that
any equipment which would need to be rented would be items which
are available at a number of equipment rental businesses.
Based on our previous experiences with the principals and the
foregoing information, it appears that Seagren Shales, Inc. is
qualified to satisfactorily complete the project. We therefore
recommend that the contract for the subject project be awarded to
them as the low bidder . Please advise us of your decision on this
matter so that we can prepare the contract documents.
