City Council Minutes 1983 03-24-83 MINUTES OF THE REGULAR MEETING ( OF THE CITY COUNCIL OF THE UNITED CITY OF
THE VILLAGE OF YORKVILLE , KENDALL COUNTY , ILLINOIS , HELD AT CITY HALL ON
MARCH 24 , 1983.
Mayor Thanepohn opened the meeting at 8 : 00 P.M. with council and guests
reciting the Pledge of Allegiance.
Roll call : Jennings , Simmons , Beach , Small, Harker - All Present
Tilton , Dollman , Pierce - All Absent
Quorum was present.
Guests were : Tom Lindblom, Russ Devick , Jim Hayden , Cliff Jahp , Jim
Brant, J. T. Johnson , Jim Olson and Bob Davidson.
_ Motion was moved by Alderman Jennings with second by Alderman Small
to accept the minutes as presented. Motion carried 5-0 .
ATTORNEY ' S REPORT - Attorney Dickson summarized the resolution establishing
permanent position of Captain and Sergeant in the Police Department
Organizational Structure . Motion was made by Alderman Jennings to
adopt the resolution , second was by Alderman Small. Roll call :

Harker - Aye Beach - Aye
Tilton , Dollman , Pierce absent. Resolution was adopted. ( #93-1983)
Attorney Dickson reported on a law suit bein3 brought against two
policemen for mistreatment of a citizen . He explained that the matter
had been referred to the City ' s insurance company for defense of the
suit.
MAYOR' S REPORT - A draft of a revised annexation agreement is expected
during the current week from the proposed developers of Wildwood. He
suggested that the council meet to discuss this new draft on Thursday ,
March 31, 1983 at the Water Tower Conference Room.
Mayor then read a letter from Bristol-Kendall Fire Department expressing
their concern that there be an assurance of adequate water-supply before
initiation of construction of Wildwood Subdivision.
CITY CLERK - Deputy presented a copy of the plans for construction of
the proposed 4-lane bridge along with the parking lot to be constructed
to replace spaces which will be lost because of widening of traffic
lanes . Motion was made by Alderman Simmons with second by Alderman
Small to direct the attorney to draw up a resolution approving the
bridge and parking lot plans , IDOT Section ( 13D & 109) R&RB . Roll Call :

Tilton , Pierce , Dollman were absent. Motion carried 5-0 .
Deputy Clerk also reported on a petition to rezone for a one-family
residence within 11 miles of the city boundary. Motion was made
by Alderman Simmons with second by Alderman Jennings to refer the
petition to Yorkville Plan Commission for review. Motion carried 5-0 .
Mention was also made of the bid opening on April 11 , 1983 for library
lateral files .
HUMAN RESOURCE COMMISSION - Alderman Beach announced that there would
be a Candidate ' s night at the Beecher Building co-sponsored by the
commission and WSPY on April 6 , 1983 at 7 :00 P.M. Also , the commission
will conduct a blood drive on April 19 , 1983 from 3 :00 P.M. to
6 : 45 P .M. "Humanitarian of the Year" nominations are in progress .
N®xt meeting will be on April 18 , 1983 at Water Tower Conference Room
at 7 : 30 P .M.
KENDALL COUNTY EMERGENCY SERVICES & DISASTER - Alderman Small announced
that the next meeting of Kendall Co. E. S . &D. will be on April 28 , 1983
at 7 :00 P . M. Public will be invited. Meeting will address severe
weather spotting.
CITIZEN COMMENTS - Russ Devick as Chief of Bristol-Kendall Fire District
addressed the Council explaining the concern of the Fire Dept.
towards low water pressure on the south side of town. After a dis-
cussion by the Council and BKFD representatives it was apparent that
the concern was a mutual one and can only be solved by larger lines in
addition to an additional water tower. Motion was made by Alderman
Harker with second by Alderman Jennings that the letter from the fire
department be entered in the rccrds of the meeting. Motion carried 5-0 .

Lions Club representative Jim Olson addressed the council asking that a
resolution be adopted entering the City in the Illinois Governor' s
Hometown Awards program. Lions project will be the opening and operation
of the outdoor swimming pool. Motion was made by Alderman Harker, second
by Alderman Jennings to adopt the resolution. Roll call : ( #92-1983)

Tilton , Dollman & Pierce were absent. Motion carried 5-0 .
WATER COMMITTEE - Motion was made by Alderman Simmons to reject bid of
$5200 .00 for painting of suggested logo on elevated water tank due to
the cost. Second was by Alderman Harker. Motion carried 5-0 .
FINANCE COMMITTEE - Alderman Jennings relayed the reminder from Alderman
Tilton that all committee chairmen should be making their budgets .
SEWER COMMITTEE - Alderman Jennings reported on a meeting with City
Engineer, Yorkville-Bristol Sanitary District and their engineer, to
discuss latest correspondence regarding SSES study. As soon as more
concrete information is received there will be a full report for the
Council . Alderman Jennings called for a Sewer Committee meeting
at the Water Tower Conference Room on Tuesday , March 29 , 1983 at 8 :00
P. M.
TREES & PARKS
Alderman Beach made a motion to contract for five portable john; two
to be placed at Palmer Dam site , one at the E. Van Emmon ball diamonds ,
one at the ball diamond at Rte. 126 & Mill St. , and one at a site to
be chosen by Bob Davidson. All units are to be in place on May 1, 1983.
Second was by Harker. Motion carried 5-0 .
STREETS & ALLEYS - Alderman Harker reported on the bid opening for MFT
improvements on E. Van Emmon St. On recommendation of Baxter & Wood-
man , engineers , Alderman Harker moved that the contract be let to
Aurora Black Top Co. in the amount of $68 ,935 . 75 . Second was by
Alderman Jennings . Roll Call :

Beach - Aye Small - Aye
Pierce , Tilton , Dollman were absent. Motion carried 5-0 .
LIBRARY BOARD - After a discussion the motion was made by Alderman
Jennings , seconded by Alderman Small that the City plan to move the
old library to the new building in lieu of using a private contractor.

Tilton , Pierce & Dollman were absent. Motion carried 5-0 .
Motion to adjourn at 9 :20 P.M. by Alderman Harker, second by Alderman
