City Council Minutes 1983 04-14-83 MINUTES OF THE REGULAR MEETING OF THE CITY COUNCIL OF THE UNITED CITY OF
THE VILLAGE OF YORKVILLE , KENDALL COUNTY , ILLINOIS , HELD AT CITY HALL ON
APRIL 14 , 1983.
Mayor Thanepohn called the meeting to order at 8 : 00 P.M. and led the
Council in the Pledge of Allegiance .
Clerk Erickson called roll as follows :

A quorum was established.
Alderman Jennings moved to approve the minutes from the March 24 , 1983
meeting as presented, seconded by Alderman Harker. Motion carried 6-0 .
Alderman Jennings moved to approve the minutes from the Revenue Sharing
Public Hearing on March 24 , 1983 as presented, seconded by Alderman
Pierce. Motion carried 6-0 .
Alderman Jennings moved to authorize payment of the bills presented,
seconded by Alderman Harker. Roll call vote was taken as follows :
Simmons - Aye Small - Aye Jennings - Aye
Pierce - Aye Tilton - Aye Harker - Aye
Motion carried 6-0 . Aldermen Beach & Dollman were absent from voting.
ATTORNEY' S REPORT - Alderman Harker moved to adopt RESOLUTION #94-1983
entitled "A Resolution of the United City of the Village of Yorkville
Approving Plans for Construction of a Bridge Across the Fox River" ,
seconded by Alderman Small. Roll call vote was taken as follows :
Harker - Aye Jennings - Aye Simmons - Aye
Tilton - Aye Small - Aye Pierce - Aye
Motion carried 6-0 . Aldermen Beach & Dollman were absent from voting.
MAYOR' S REPORT - Mayor Thanepohn read a thank-you note from Marilyn
Merkel , City Treasurer , thanking the City for the flowers they sent
following her surgery.
Mayor Thanepohn publicly congratulated Bob Davidson on his election
the office of Mayor and asked the City Council to give him full
cooperation , and asked everyone to preserve the professionalism of
service & standards now being enjoyed by the City.
Mayor Thanepohn presented the 1983-84 Tentative Budget to the City
Council. Alderman Tilton moved to adopt the 1983-84 Tentative Budget
and lay it over for public inspection until the April 28 , 1983
City Council meeting , sedonded by Alderman Jennings . Roll call vote
was taken as follows :
Simmons - Aye Small - Aye Jennings - Aye
Pierce - Aye Tilton - Aye Harker - Aye
Motion carried 6-0 . Aldermen Beach and Dollman were absent from voting.
Mayor Thanepohn announced there will be an executive session at the
request of Alderman Tilton following the regular meeting, and that there
would be action following the executive session.
CITY CLERK - Alderman Harker moved to approve Clerk ERickson ' s appointment
of Alderman Jennings , Alderman Tilton and Alderman Simmons as Canvass
Judges for the April 12 , 1983 Consolidated Election , following the
executive session , seconded by Alderman Jennings . Motion carried 6-0 .
Clerk reminded all officials elected in the April 12 , 1983 Consolidated
Election must again file a Statement of Economic Interest with the
Kendall County Clerk.
TREASURER - Alderman Harker moved to approve the Treasurer' s Report as
presented , seconded by Alderman Jennings . Motion carried 6-0 .
POLICE - Chief Randall read a letter commending Officer Sibenaller
for his juvenile investigative work.
Alderman Jennings moved to approve the Police Department reports ,
seconded by Alderman Small . Motion carried 6-0 .

ADMINISTRATIVE ASSISTANT TO THE MAYOR - Administrative Assistant Madden
reported that there was no report due to the work on the budget.
Alderman Harker moved to approve the Water, Building & Street reports ,
seconded by Alderman Small. Motion carried 6-0 .
OLD BUSINESS - Alderman Jennings moved to pass ORDINANCE #1983-7
entitled "An Ordinance of the United City of the Village of Yorkville
Approving An Annexation Agreement for the Development Known as Wildwood
and Authorizing the Mayor and Clerk to Execute the Same" , seconded by
Aldermen Tilton. Roll call vote was taken as follows :

Tilton - Aye Small - Aye Simmons - Aye
Mayor--Thanepohn •Aye
Motion carried. Aldermen Dollman and Beach were absent from voting.
COMMITTEE REPORTS
FINANCE - Alderman Tilton reported that Tuesday, April 19 , 1983
at 7 : 30 P.M. the Computer Consultant will report to the City Council.
A $500 ceiling was given for his services .
STREETS & ALLEYS - Alderman Harker reported on the March 24 , 1983
committee dneeting4 A meeting with West Washington Street residents
is tentatively set for May 5 , 1983.
LIBRARY BOARD - Alderman Jennings reported that 7 bids were received
for lateral files for the new library building. Of these 7 bids ,
only 3 met specifications , 3 were substitutes and 1 did not meet
specifications at all. Alderman Jennings moved to recommend approval
of Landgraf' s Bid of $2700 , who was low bidder of the bids that did
1m$et specifications . Motion was seconded by Alderman Tilton. Roll
call vote was taken as follows :

Tilton - Aye Simmons - Aye Small - Aye
Motion carried. Aldermen Dollman & Beach were absent from voting.
Discussion was held on the issue of paying or not( paying Library and
Public Works employees for their time spent moving the library if done
on weekends . Alderman Small moved to pay Library and Public Works
employees on straight ! time if the library is moved after regular
hours or on weekends . Motion was seconded by Alderman Harker. Motion
carried by Voice vote . Alderman Jennings voted Nay.
Fred Anderson and Fred Hart , representatives of the Countryside Home-
owners Association , presented the library with their leftover funds
amounting to $366. 82 . The funds are designated for a microwave and
refrigerator. They also presented a cassette tape player and tapes
to the library.
Alderman Tilton moved to adjourn the regular meeting into executive
session regarding personnel , seconded by Alderman Jennings . Roll
call vote was taken as follows :

Tilton - Aye Simmons - Aye Small - Aye
Motion carried 6-0 . Aldermen Dollman & Beach were absent from voting.
Regular session was reconvened.
Alderman Tilton moved to increase the Chief of Police ' s salary to
$27 , 500 including benefits already receiving, seconded by Alderman Sim-
mons . Roll call vote was taken as follows :

Small - Aye Simmons - Aye Tilton - Aye
Motion carried 5-1. Aldermen Dollman & Beach were absent from voting.
Alderman Tilton moved to seperate the Director of Public Works from
the Administrative Assistant' s duties and set the salary at $25 ,500
to include benefits , but excluding overtime . Roll call vote was taken
as follows : (motion seconded by Alderman Jennings)

Motion carried 6-0 . Aldermen Dollman & Beach were absent from voting.
Alderman Tilton moved to increase the salary of the Administrative
Assistant in the amount of $500 and to allow a $400 tuition allowance
for choices of his own to the current Administrative Assistant, seconded
by Alderman Jennings . Roll call vote was taken as follows :
