City Council Minutes 1983 04-28-83 MINUTES OF THE REGULAR MEETING OF THE CITY COUNCIL OF THE UNITED CITY OF
THE VILLAGE OF YORKVILLE ,KENDALL COUNTY, ILLINOIS , HELD AT CITY HALL ON
APRIL 28 , 1983.
Mayor Thanepohn called the meeting to order at 8 :00 P .M. and led the
Council in the Pledge of Allegiance to the =Flag.
Clerk Erickson called the roll as follows :

A quorum was established.
Alderman Jennings moved the readingcof the minutes from the April 14 ,
1983 meeting be waived and approved as presented, seconded by Alderman
Slmall. ' Motion carried 7-0 .
ATTORNEY ' S REPORT
Alderman Tilton moved to adopt RESOLUTION #95-1983 entitled "A
Resolution Authorizing Certain Line Item Transfers for the 1982 -
1983 Fiscal Year of the United City of the Village of Yorkville ' ;
seconded by Alderman Jennings . Roll call vote was taken as follows :

Tilton - Aye Pierce - Aye Simmons - Aye
Harker - Aye
Motion carried 7-0 . Alderman Dollman was absent from voting.
Alderman Jennings moved to adopt RESOLUTION #96-1983 entitled "A
Resolution Formally Declaring the Results of a Canvass of the Election
of April 12 , 1983 For the Office of Mayor , Clerk, Treasurer and
Aldermen for the Various Wards of the United City of the Village of
Yorkville" , seconded by Alderman Harker. Roll call vote was taken
as follows :

Beach - Aye Small - Aye Simmons - Aye
Tilton - Aye
Motion carried 7-0 . Alderman Dollman was absent from voting.
Alderman Jennings moved to pass ORDINANCE #1983-8 entitled "An
Ordinance of the United City of the Village of Yorkville Annexin
Certain Territory to the City in Accordance with the Preannexation
Agreement Made and Entered into April 14 , 1983" (Wildwood Subdivision) ,
seconded by Alderman Harker. Roll call vote was taken as follows :

Tilton - Aye Pierce - Nay Simmons - Aye
Harker - Aye
Motion carried 5-2 . Alderman Dollman was absent from voting.
Attorney Dickson stated that with regret it was his last City Council
meeting as City Attorney. Attorney Dickson has enjoyed his years with
the Mayor and City Council and wishes to keep the lines of communication
open in making the transition .
MAYOR' S REPORT
Mayor Thanepohn extended appreciation to all the Aldermen who have
served with him over his past 8 years as Mayor, as well as to all of
his many commissions and boards . Mayor Thanepohn stated one great
satisfaction was in the quality of people he was able to bring to the
City. He commended the outstanding group of employees of the City.
Mayor Thanepohn personally and publicly thanked Attorney Dickson for
his excellent services . He stated that the City is professionally
served by City Clerk, Luanne Erickson , and City Treasurer, Marilyn
Merkel. Mayor Thanepohn also thanked Dr. Coleman who has served on
the Plan Commission the entire 8 years ; Dick Mau for putting together
the organization of the entire Beecher Building; Suzzette Heth for her
dedication and development of the Park Programs ; Chief Randall for
providing excellent police service in the City; and Elden Madden who
has served as his right-hand man long before the Administrative
Assistant was initiated and who, together, faced many responsibilities
of the City' s administrative duties in many areas .
KENDALL COUNTY EMERGENCY SERVICES & DISASTER - Alderman gmall announced
the there was a meeting going on at that time at the Kendall County
Office Building conducted by a Warning Preparedness Meteorologist on
Severe Weather Responence.

SENIOR CITIZEN REPRESENTATIVE - Identa Austin expressed appreciation as a
member of the Senior Citizen Community , the Yorkville Senior Foxes and a
Board Member of the Fox Valley Older Adult Services , to Mayor Thanepohn
and to the members of his council for all the encouragement and assistance
through those the past 8 years .
BRISTOL KENDALL FIRE DEPARTMENT - Alderman Harker moved to donate the
Xerox copy machine located in the hall at the maintenance building, to the
Bristol-Kendall Fire Department , seconded by Alderman Tilton. Motion carried
7-0 .
CITIZEN COMMENTS - Bob Swanson , owner of business at 109 S . Bridge St.
requested consideration be given to the lost parking spaces during
construction of the new bridge in regards to his business .
Gerald McQueen thanked the Mayor and Aldermen leaving the council, for
their services of the past. He then requested that the new council
consider the maintaining of present water rates that was an issue
voiced during the election campaign .
NEW BUSINESS - Mr. Micelli - Discussion was held on putting an electrical
outlet into the Beecher Building to handle more power special situations .
Alderman Harker moved to contact Frost Electric to put in an outlet that
will supply the electrical power needed as per Frank Micelli ' s request and
at the expense of Mr. Micelli. Motion seconded by Alderman Small. Voice
vote was defeated Ald. Harker voting Aye, and remaining 6 Aldermen voting
Nay.
Alderman Harker amended his motion to allow a temporary hook-up for Sat-
urday night by Frost Electric if the permanent hook-up cannot be made in
that length of time . Motion was seconded by Alderman Small. Motion
carried 7-0 .
Alderman Jennings moved that Building Inspector Madden oversee the entire
project and do what is necessary to get the job done correctly, seconded
by Alderman Tilton. Motion carried 6-1. Alderman Harker voted Nay.
Plan Commission Recommendation - There was unanimous recommendation
by the Yorkville Plan Commission approve the rezoning on E. Van Emmon
Rd. from A-1 to R-3 by Thomas Sperry. (Kendall County) . There being no
objectors from the Yorkville City Council , the petition stands
automatically approved.
COMMITTEE REPORTS
$180 rental for
POLICE Alderman Small moved to authorize payment fork pagers used from
- December 1 through April 30 , 1982 by the Yorkville Police Dept. , seconded
by Alderman Jennings . Motion carried 7-0 .
FINANCE
Alderman Tilton reported on the committee meeting with computer consultant
Don Zielanga. Upon committee recommendation Alderman Tilton moved to
authorize Luanne Erickson to begin negotiating with Micro-Systems repre-
sentative on the contract. As soon as the contract is negotiated it
will be brought back to the City Council for approval. Motion was seconded
by Alderman Jennings . Motion carried 5-2 . Aldermen Pierce & Beach voted
Nay.
Alderman Tilton moved to pass ORDINANCE #1983-9 entitled "An Ordinance
Adopting the Annual Budget for the Fiscal Year 1983-84 for the United
City of the Village of Yorkville" , seconded by Alderman Jennings .
Roll call vote was taken as follows :
Jennings - Aye Pierce - Nay Simmons - Aye
Tilton - Aye Harker - Aye Beach - Aye
Small - Aye
Motion carried 6-1. Alderman Dollman was absent from voting.
STREETS & ALLEYS - Alderman Harker reported that work has begun on
E. Van hmmon and Heustis Street intersection.
The city stickers will go on sale May 2 , 1983 at the Police Department.
They must be displayed by June 30 , 1983.
HEALTH & SANITATION - Alderman Beach took the opportunity to thank the
City Council for the experience gained and respect given him as Ward 1
Alderman.
LIGHTS , TELEPHONE, GAS & CABLE TV - Alderman Pierce reported that Cable
TV crews are working in Countryside Center and that the minor problems
are being handled.

Cable TV will move to Blaine Street for underground construction work
upon finishing Countryside Center.
Alderman Pierce Thanked everyone for the unique experience of serving
the City of Yorkville as Ward 3 Alderman.
Alderman Simmons thanked the City of Yorkville for the opportunity
to serve them as Ward 4 Alderman and the opportunity to work with the
citizens of Yorkville .
Mayor Thanepohn then gave the Oath of Office to City Clerk, Luanne
Erickson.
Alderman Jennings presented plaques of appreciation to Alderman Pierce
for 4 years of dedicated service , Alderman Beach for 8 years of dedicate
service , Alderman Simmons for 10 years of dedicated service and to
Mayor Thanepohn for 14 years of dedicated service to the City of Yorkville .
Clerk Erickson then gave the Oath of Office to the following
Aldermen :
Ward 1 - 2 yr. term - Clifford Jahp
Ward 1 - 4 yr. term - Larry Small
Ward 2 - Blaine Harker
Ward 3 - James Hayden
Ward 4 - Gregory Loebbaka
City Treasurer, Marilyn Merkel received the Oath of Office from
Clerk Erickson.
Clerk Erickson gave the Oath of Office to the newly elected Mayor,
Robert E. Davidson , Jr.
Mayor Davidson stated that the daily operations of the city would
continue on temporarily until the next City Council meeting, at which
time appointments will be made .
A meeting between the Mayor and City Council is scheduled for Tuesday,
May 3 , 1983 at 8 :00 P.M. at the Water Tower.
Mayor Davidson hopes to address campaign issues and resolve them
as much as humanly possible .
Harlan, Johnson presented Mayor Davidson with a gavel.
Alderman Jennings moved to adjourn the meeting., seconded by Alderman
Small. Motion carried 7-0 .
