MINUTES OF THE PUBLIC HEARING FOR THE WATER TOWER GRANT APPLICATION
DISCUSSION HELD AT CITY HALL , JEFFERSON & MADISON ST. , YORKVILLE ,
ILLINOIS , ON APRIL 28 , 1983 AT 7 :00 P.M.
Dave Thompson , Chairman of the Kendall County Economic Development
Commission stated the purpose of the meeting as advertised and
required by Public notice was for discussion and testimony to be
taken on application for a grant not to exceed $600,000 for water
tower and appurtenances.
Mr. Thompson stated that there was one correction as required by
State Statutes ,and determined by decision of legal counsel , that
the Public Hearing be held by the Kendall County Economic
Development Commission and not by the City of Yorkville. The
Kendall County Economic Development Commission will be agent for
the grant. An account will be set up to handle the funds and 18%
of the grant amount may be applied to the handling of administration
costs , but the commission only anticipates administraive costs
to be approximately 10% .
Mr. Thompson opened the Public Hearing for testimony for or against
the proposed water tower. Prei'4minary copies of the grant appli-
cation and necessary maps are available for inspection. The
initial application calls for a $600 ,000 grant for a 400 ,000 gallon
water tower. The deadline for the grant application is May 2 , 1983.
Any testimony not submitted at the time of the Public Hearing may
be submitted in writing and must be submitted to Attorney Ingemunson
or Mayor Davidson by May 1, 1983. No matching funds are required.
James Hayden questioned if the grant would cover the whole cost of
the water. Mr. Thompson responded that it would cover the entire
cost, and that after administration costs were deducted from the
grant, there would be $540 ,000 left for the construction of the
water tower. Administrative Assistant for the City of Yorkville ,
Elden Madden, commented that the final engineering plans were not
complete as to the estimated cost of the water tower and are ex-
pected at any time . Mr. Madden stated that it is possible the
entire cost could exceed the $600 ,000 grant. Various other sources
of funding are anticipated through the Economic Development Com-
mission.
Gregory Loebbaka asked how the size of the water tower was deter-
mined and what the effect on the grant would be if the city decided
to construct a tank larger or smaller. Mr. Thompson responded
that the application is for a set amount of dollars and any change
in size of the water tower would not raise or lower the grant amount.
Mr. Madden explained the size of the tank was determined by
American Water Works Association standards of having at least a day
and a half supply in storage. Demand now is slightly over 400,000
gallons per day and another 300,000 gallon tank as we now have
would not give us proper storage supply, but a 400 ,000 gallon tank
would do the job. Also, a 400,000 gallon tank would not cost much
more than a 300 ,000 gallon tank.

Naydene Pierce asked what strings were attached if there were no
matching funds required. Mr. Thompson responded that the land to
be used for the water tower site was considered to be a match;
any new industries to come into the Fox Industrial Park would be
considered a match ; any retention or expansion of existing
industry already located in Fox Industrial Park would be considered
a match. From Mr. Thompson ' s understanding in dealing with the
Illinois Department of Commerce and Community Affairs , there is no
exact cash match required to the best of his knowledge . Mr. Madden
explained the Department of Commerce and Community Affairs was
looking for the generation of more jobs in the area rather than
matching cash funds. Mr. Thompson stated that when the commission
first heard of the grant it was the unanimous concensus of the
commission to proceed due to the generating of jobs as well as
the fire safety aspect. If the tower were constructed, sprinkler
systems could be installed, saving insurance costs, and possibly,
with the cost savings , some facstories could be enlarged resulting
in an increase of employees.
Larry Beach stated that he was not against grants , but in this
instance he felt streets were more needed than a water tower.
Mr. Thompson responded that in the particular area under this
program, unless we were in an extremely low income area, grant
money would not be available for street -work. Mr. Thompson
also stated that this area seems to be "too wealthy" for some of
the grants , but we should seek any grants that would put people
to work, since we also have many persons in the lower income
brackets who are needing jobs every bit as much as low income
persons in other communities.

As there were no further questions or testimony, Mr. Thompson
adjourned the hearing and thanked everyone for their testimony
presented and their concern.
