City Council Minutes 1983 05-12-83 MINUTES OF THE REGULAR MEETING OF THE CITY COUNCIL OF THE UNITED CITY OF THE VILLAGE OF YORKVILLE , KENDALL COUNTY, ILLINOIS , HELD AT CITY HALL ON MAY 12_, 1983. Mayor Davidson called the meeting to order at 8 : 00 P.M. and led the Council in the Pledge of Allegiance to the Flag. Clerk Erickson called the roll as follows : Ward 1 - Small - Present Jahp - Present Ward 2 - Tilton - Absent Harker - Present Ward 3 - Dollman - Absent Hayden - Present Ward 4 - Loebbaka - Present Jennings - Present A quorum was established. Guests were -George Stewart , Harlan Johnson , Jerry Groner and Walter Olson. Alderman Jennings moved to waive the reading of the minutes from the Public Hearing regarding the Water Tower Grant, and approve the minutes as presented. Motion seconded by Alderman Jahp. Motion carried 5-0 . Alderman Jennings moved to waive the reading of the minutes from the Public Hearing held on April 28 , 1983 regarding Revenue Sharing & the Budget and approve minutes as presented . Motion seconded by Alderman Small. Motion carried 5-0 . Alderman Small moved to waive the reading of the minutes from the April 28 , 1983 meeting and approve as presented , seconded by Alderman Jennings . Motion carried 5-0 . Alderman Harker arrived at 8 : 10 P.M. REPORT - Alderman Small reported that approximately 25 were in attendance at the meeting,on May 5 , 1983 , of the Department Heads and the City Council. The Engineer' s report regarding draining on W. Washing- ton Street. Concern was expressed, also, on the upstream water problems. Alderman Loebbaka moved to have the engineers look into the possibility of seeking additonal help from the state as well as grants available . Motion was seconded by Alderman Jennings . Motion carried 6-0. BILLS - Alderman Jennings moved to authorize payment of the bills as presented , seconded by Alderman Loebakka. Loebbaka - Aye Hayden - Aye Harker - Aye Jmell - Aye Jennings - Aye Jahp - Aye Motion carried 6-0 . MAYOR' S REPORT - Alderman Harker moved to approve Mayor Davidson ' s appointments (see attached sheet) of City Employees as stated, seconded by Alderman Loebakka. Discussion followed on the position of General Foreman in Public Works . Alderman Harker amended his motion to request the withdrawal of Robert Fleckinger as General Foreman of Public Works Department for further discussion, seconded by Alderman Loebakka. Roll call vote was taken as follows : Hayden - Aye HArker - Aye Small - Aye Jahp - Aye Jennings - Aye Loebakka - Aye Motion carried 6-0 . Alderman Jennings moved to approve Mayor Davidson' s City Council Committee Appointments as presented, with the exclusion of Ted Tilton as Emergency Services and Disaster Coordinator , until such time that Alderman Tilton can be contacted for his decision . Motion was seconded by Alderman Jiahp. Roll call vote was taken as follows : Harker - Aye Small - Aye Jahp - Aye Jennings - Aye Loebakka - Aye Hayden - Aye Motion carried 6-0 . Mayor Davidson read the Committee Meeting Dates of the City Council for 1983-84 . JDlecember 22 , 1983 is to be excluded from the list. Alderman Jennings moved to approve Mayor ,Davidson' s appointments to the following Commissions for the City of Yorkville ; seconded by Alderman Harker: Business & Economic Development - 3 year term - Rodney Olson Al Rabe and reappoint - Sue Thanepohn Page 2 May 12 , 1983 Human Resource Commission - 3 year term - Leone Olson (Reappointment) Leo Sebby Park Commission - 3 year term - Joyce Ward (Reappointment) Bob McNelis Candy Barkley Zoning Board of Appeals - 5 year term - Martin Behrens (Reappointment) James Mauser Plan Commission - 4 year term - Jerry Groner Bert Erickson George Stewart Harlan Johnson Library Board - 3 year term - Martin Behrens (Reappointment) Mary Olson Sandal Stewart Motion carried 6-0 . Mayor Davidson thanked the Aldermen for their cooperation during his first two weeks in office. TREASURER - Alderman Jennings moved to approve the Treasurer ' s Report as presented, seconded by Alderman Jahp. Motion carried 6-0 . POLICE - Chief Randall reported the bank robbery case was almost closed at that point. Chief Randall reported on the weed violations of 62 parcels . Two of the parcels need immediate attention. Alderman Harker moved to approve the Police Report, seconded by Alderman Small. Motion carried 6-0 . ADMINISTRATIVE ASSISTANT - Administrative Assistant Madden reported that the water tank has been drained and preparations for painting inside and outside would begin. Administrative Assistant reported that preparations for seeding of Game Farm Property has begun. The seeding project will be done by donated labor. Nothing can be done on the new library loft until the final reports arrive from the state and federal government , approximately by. July 1 , 1983. Alderman Jahp moved to approve the Administrative Assistant' s reports , seconded by Alderman Loebakka. Motion carried 6-0 . PLAN COMMISSION - Mayor Davidson reported that Mr. Bell of the Kendall County Building & Zoning office has requested a meeting sometime by the end of the month regarding Robert Loftus ' property south of Elizabeth St. located adjacent to the city limits , to be used for construction of a farm machinery sales company. CITIZEN COMMENTS - Jerry Groner proposed a question as to why the Budget Ordinance was passed the last quarter of the fiscal year instead of the first quarter of the new fiscal year. The Budget Ordinance states that it shall be adopted prior to May 1 of each fiscal year. NEW BUSINESS - Ron Cobb could not attend the meeting and asked to be placed on the agenda for the May 26 , 1983 meeting. Alderman Jennings moved to adopt RESOLUTION NO. 97-1983 requesting IDOT permission to install 2 manhols over existingcstorm sewer and sanitary sewer lines along Illinois Rt. 47 & Orange St. to alleviate draining problems . Motion seconded by Alderman Harker. Roll call vote was taken as follows : Small - Aye Jahp - Aye Jennings - Aye Loebakka - Aye Hayden - Aye Harker - Aye Motion carriedc,6-0. Aldermen Tilton & Dollman were absent from voting. Alderman Harker moved to adopt RESOLUTION NO . 98-1983 requesting authorization of up to $17 ,000 of MFT funds for the E. Van Ednmon Street Project to alleviate water under the street problems . Motion was seconded by Alderman Jennings . Roll call vote was taken as follows : Jahp - Aye Jennings - Aye Loebakka - Aye Small - Aye Hayden - Aye Harker - Aye Motion carried 6-0 . Aldermen Tilton & Dollman were absent from voting.
