City Council Minutes 1983 06-23-83 MINUTES OF THE REGULAR MEETING OF THE CITY COUNCIL OF THE UNITED CITY OF THE VILLAGE OF YORKVILLE ,KENDALL COUNTY, ILLINOIS, HELD AT CITY HALL ON JUNE 23 , 1983 . Mayor Davidson called the meeting to order at 8 :00 P.M. and led the Council in the Pledge of Allegiance . Clerk Erickson called the roll as follows : Ward 1 - Small - Present Jahp - Present Ward 2 - Tilton - Present Harker - Present Ward 3 - Dollman - Absent Hayden - Present Ward 4 - Jennings - Present Loebbaka - Present A quorum was established. Guests were Mr. & Mrs . Lee Vaughn and Walt Olsen. Alderman Jennings moved to waive the reading of the minutes from the June 9 , 1983 meeting and approve them as presented, seconded by Alderman Jahp. Motion carried 7-0 . ATTORNEY ' S REPORT - Attorney Kramer reported that he sent a letter to Mr. Hayes in Countryside Center regarding the problem of his driverway vs . Centel Cable TV Company. Attorney Kramer reported that guidelines for aldermen were being put together. MAYOR' S REPORT - Mayor Davidson reported that the water tower should be ready to be put back into operation by Saturday morning if all went as planned. CITY CLERK - Clerk Erickson reported that she has received the City Treasurer' s Annual Report for the City of Yorkville and has it on file in her office . BUSINESS & ECONOMIC DEVELOPMENT COMMISSION - Mayor Davidson reported thathe hopes to set up a meeting soon with the commission. Mayor Davidson reported that the water tower grant is at a standstill and he will write a letter to Representative Hastert requesting his assistance . HUMAN RESOURCE COMMISSION - Alderman Loebbaka reported that there was a meeting to revieW the applicants for the Humanitarian Award on June 18, 1983. Plans for the Sesquicentennial were discussed. The Park Commission will be asked to participate as part of the Committee . TENNIS COURTS - Alderman Hayden reported that the lights on the tennis courts are in need of painting. Public Works Director Johnson will look into the matter. SENIOR COMMUNITY - Alderman Loebbaka expressed appreciation to the Senior Foxes for inviting him and his wife to the pot-luck dinner. BRISTOL-KENDALL FIRE DEPARTMENT - Alderman Harker moved to allow the fire department to hold it' s annual 4th of July festivities as they have in the past and to hold the fire works display on Westphal' s vacant lot across from Countryside Center. Motion was seconded by Alderman Jennings . Motion carried 7-0 . CITIZEN COMMENTS - Mrs . Vaughn requested input from the City Council on the problems of replacing a garage at Adams & Ridge Streets in Yorkville . The matter was referred to the Building and Zoning Committee and a meeting scheduled for 4 :00 P.M. , June 24 , 1983 , at the Water Tower. Attorney Kramer ' s presence is requested. OLD BUSINESS - Alderman Tilton reported that negotiations are in process for the computer contract. Page 2 June 23 , 1983 COMMITTEE REPORTS BUILDING & ZONING - Alderman Hayden reported that there was a meeting with Bob Loftus and hope that they could come to an agreement on the property south of Elizabeth Street soon. WATER - Alderman Loebbaka reminded the Council of the committee meeting July 7, 1983 at the water tower. POLICE - Chief Randall reminded everyone that City Stickers are due June 30 , 1983. The bridge work is moving along with few problems . There isna ,need for cooperation from everyone . Weed notices have been sent out. PUBLIC PROPERTY & BUILDINGS - Alderman Tilton moved to authorize payment of $3 , 393 to KR&G for the grading of the parking lot west of the football field, seconded by Alderman Hayden. Roll call vote was taken as follows : Small - Aye Hayden - Aye Tilton - Aye Loebakka - Aye Harker - Aye Jahp - Aye Jennings - Aye Motion carried 7-0. Alderman Doliman was absent from voting. The fertilizer for the seeding will be included in the amount authorized for seeding at the June 9 , 1983 meeting up to $4 ,000 total. A preliminary discussion was held with Esther Riley regarding develop- ment of a playground area. Alderman Tilton authorized expenditure of up to $500 for blinds for the Beecher Building for Recreation Director' s office and the small meeting room, similar to those purchases for the Austin Room by the Yorkville S/?. Fo xe) The panic bar on the west door in the Austin Room will be investigated. FINANCE - Alderman Small reported on a Computer Workshop for Cities that will be held in Peoria on either July 7 or August 10 , 1983 for anyone interested in attending. An additional road sign will be ordered at a cost of $40 for the Governor' s Hometown Award received by the Yorkville Lion' s Club. Alderman Small reported on the June 16 , 1983 Finance Meeting. Alderman Small moved to temporarily create , for a 3 month period, the position of Public Works Foreman , at a salary of an additional $50 .00 per month , to begin July 1, 1983 and to be reviewed the last meeting in September, 1983 , by Finance Committee meeting on, September.I 15 , 1983 recommendation. Motion was seconded by Alderman Tilton. Roll call vote was taken as follows : Loebbaka - Aye Hayden - ) Aye Jahp - Aye Jennings - Aye Tilton - Aye Harker - Aye Small - Aye Motion carried 7-0 . Alderman Doliman was absent from voting. Officer Kennedy has completed and received his Bachelor of Arts Degree , and will receive and increase in pay as per the Police Department Personnel Policy. SEWER - Alderman Jennings reported on the July 16 , 1983 committee meeting. There was discussion on the sewer hook-up request of Gary Cooper' s , and Mr. Cooper was informed that it was not city policy to pay half of the cost to run the sewer line. TREES & PARKS - Alderman Harker moved to authorize McNelis Tree Service to take. down the cottonwood tree at the E. Van Emmon Ball Park expending up to $650 . 00 , seconded by Alderman Loebbaka. Roll call vote was taken as follows : Small - Aye Jahp - Aye Hayden - Aye Jennings - Aye Harker - Aye Loebbaka - Aye Tilton - Aye Motion carried 7-0 . Alderman Dollman was absent from voting. Page 3 June 23 , 1983 Alderman Hayden reported that the information sign at Palmer Dam needs repainting. STREETS & ALLEYS - Alderman Harker reported on the June 16 , 1983 committee meeting. Alderman Harker moved to have the Baxter & Woodman , Inc. prepare bidding specifications for seal-coating on the most-needed streets with the use of MFT funds . Motion was seconded by Alderman Hayden. Roll call vote was taken as follows : Tilton - Aye Small - Aye Jahp - Aye Loebbaka - Aye Jennings - Aye Harker - Aye Hayden - Aye Motion carried 7-0 . Alderman Dollman was absent from voting. Alderman Harker announced a meeting on June 27 , 1983 , at 5 :00 P.M. for discussion on the Fox Industrial Street problem. The engineer, Bud Henning and any other interested parties are welcome to attend. There will be a comiittee meeting July 7 , 1983 , at 8 :00 P.M. at the Water Tower. HEALTH & SANITATION - Alderman Jennings reported onthe June 16 , 1983 committee meeting. Weed notices have been sent and will continue to be sent. Discussion was held on contracting for removal of weed problem areas . Alderman Jennings will put an ad in the newspaper requesting someone to cut weeds on an emergency basis , when needed. LIGHTS , TELEPHONE , GAS & CABLE TV - Alderman Jahp reported that Mrs . Kahle of Orange Street requested more street lighting, The Police Dept. will report any other dark areas of the city where lighting may be needed. LIBRARY BOARD - Alderman Hayden reported that an openhouse for the new library building will be held pending final approval from the state and federal governments . The federal government requests 30 days notice so they will be able to provide a representative to attend the ceremonies . YBSD BOARD - Alderman Jahp reported on the June 22 , 1983 , meeting. Discussion of a rate increase in the user fees was held. There will be a meeting July 6 , 1983 , regarding their budget and also a regular meeting on July 18 , 1983 ; both to be held in Dalllas Inge- munson ' s office. CHAMBER OF COMMERCE - Alderman Harker was not able to make their golf outing. Alderman Harker moved to adjourn the meeting, seconded by Alderman Jennings . Motion carried 7-0 .
