City Council Minutes 1983 07-28-83 MINUTES OF THE REGULAR MEETING OF THE CITY COUNCIL OF THE UNITED CITY OF THE VILLAGE OF YORKVILLE , KENDALL COUNTY, ILLINOIS , HELD AT CITY HALL ON JULY 28 , 1983 . Mayor Davidson called the meeting to order at 8:00 P.M. and led the Council in the Pledge of Allegiance. Clerk Erickson called the roll as follows : Ward 1 - Small - Present Jahp - Present Ward 2 - Harker - Present Tilton - Absent Ward 3 - Hayden - Present Dollman - Present Ward 4 - Loebbaka - Present Jennings - Present A quorum was established. Guests included Margaret Slaughter of the Aurora Beacon News & Mayor Davidson ' s daughter. Alderman Harker moved to waive the reading of the minutes from the July 14 , 1983 meeting and approve them as corrected : Page 2 - Building & Zoning - Alderman Jennings abstained Page 3 - Line 2 - insert "storm" preceding sewer Page 4 - Health & Sanitation - delete "Jahp" and add Jennings - Line 1 Alderman Hayden seconded the motion. Motion carried 7-0 . ATTORNEY ' S REPORT - Attorney Kramer reported he met with Public Works Director Johnson regarding the Water Ordinance updating, and will have it ready for the next meeting. Attorney Kramer reported that there have been problems with door- to-door solicitors . Officer Barna submitted suggestions , one of them being to accept applications at the Police Department so that the proper screening & follow-up can be made of the applicant. ( **Motion below in old business) MAYOR ' S REPORT - Mayor Davidson reported that he was happy to see the recognition for her loyal services to the city given by the Kendall County Record to Marilyn Merkel , City Treasurer & Secretary. Mayor Davidson & Alderman Jahp have both talked to Bill Pennington of Centel Cable TV regarding the sodding of Countryside Center. Mayor Davidson reported that the grant for the water tower was turned down , but can be resubmitted for a $400 ,000 grant sometime after October. CITY CLERK - Clerk Erickson reported that Beecher Building' s west parking lot paving grant was submitted by the deadline and was to be reviewed by Area Agency on Aging on July 26 , 1983. BUSINESS & ECONOMIC DEVELOPMENT COMMISSION - Mayor Davidson reported that he has scheduled a meeting for August 10 , 1983 (Wednesday) at 7 : 30 P.M. at the Water Tower. TENNIS COURTS - Alderman Hayden will continue to try to contact Dr. Scholle regarding the tennis court committee . The matter will be discussed at the August 4 , 1983 committee meeting. KENDALL FAMILY & YOUTH SERVICES - Alderman Small announced the next meeting will be August 4 , 1983 at 5 :00 P.M. OLD BUSINESS - Alderman Harker moved to approve Mayor Davidson ' s appointment of Robert Frye , to the Human Resource Commission , seconded by Alderman Jennings . Motion carried 7-0 . Alderman Dollman moved to authorize Attorney Kramer to draft an amendment to the Solicitor' s Ordinance incorporating Officer Barna' s 4 suggestions , seconded by Alderman Loebbaka. Motion carried 7-0 . COMMITTEE REPORTS BUILDING & ZONING - Alderman Hayden reported that letters have been sent to property owners at Routes 34 & 47 regarding annexation to the City of Yorkville . To date no replies have been received. Page 2 July 28, 1983 WATER - Alderman Loebbaka thanked the Collector for her report on Water Revenue collections in regards to the water rate increases . Alderman Loebbaka reported that he and Public Works Director Johnson met with Jerry Buckles of Baxter & Woodman , Inc. regarding the Fox Road water line. They may do just a portion , now, west of Morgan Street to see how it will go before attempting the rest of the project. POLICE - Alderman Dollman reported that 1 40 mph zone signs have been installed from Game Farm Road to . 20 miles east of Rt. 47. City of Yorkville signs have also been installed at the entrances to the city limits on Rt. 34. Serious consideration is being given by IDOT to a flashing yellow light near Game Farm Road as well as a passing lane to the right to provide for a turn lane off Rt. 34 to Game Farm Road. Alderman Jahp questioned the possibility for sidewalks on Game Farm Road for the school children. The state is looking into the matter, according to Chief Randall . FUTURE PLANNING - Alderman Small reported the Raffle Ordinance will be discussed at the August 4 , 1983 committee meeting. There will be a meeting at the Water Tower on August 2 , 1983 at 7 : 30 P.M. Representative Hastert will be present. TREES & PARKS - There is a committee meeting on August 4, 1983 , at the Water Tower. STREETS & ALLEYS - Alderman Harker presented the 1983 Various Streets Project to the City Council. Alderman Harker moved to adopt RESOLUTION #103-1983 for Maintenance of Streets & Highways by Municipality under the Illinois Highway Code appropriating the sum of $52 ,000 of MFT funds for Various Streets Maintenance Project, andlto authorize the Mayor & ,: Clerk to sign the documents . Motion was seconded by Alderman Dollman Roll call vote was taken as follows : Harker - Aye Hayden - Aye Jahp - Aye Loebbaka - Aye Small - Aye Dollman - Aye Jennings - Aye Motion carried 7-0 . Alderman Tilton was absent from voting. Alderman Harker moved to advertise for bids on the 1983 Various Streets Project upon receipt of specifications from the engineers , seconded by Alderman Jahp. Roll call vote was taken as follows : Jennings - Aye Harker - Aye Small - Aye Dollman - Aye Jahp - Aye Loebbaka - Aye Hayden - Aye Motion carried 7-0 . Alderman Tilton was absent from voting. HEALTH & SANITATION - Alderman Jennings reported that Officer Millen reported that one section of Countryside Center weeds that were to be Cut by July 20 , 1983 and were not cut by property owner. Public Works Director Johnson is authorized to contact Mr. McNelis to cut the lots and they will be back-charged to the owner. LIGHTS , TELEPHONE , GAS & CABLE TV - Alderman Jahp reported that he will contact Mr. & Mrs . Heinz of Countryside Center along with Mr. Penning- tom of Centel Cable TV to resolve the matter. Alderman Jahp also talked with Mr. Pennington and was assured that any problems would be taken care of by Centel Cable TV. Mr. Pennington will be at the August 4 , 1983 committee meeting. YBSD BOARD - Alderman Jahp attended the July 18 , 1983 meeting and reported they are working on their budget. The next meeting is August 15 , 1983 .
