City Council Minutes 1983 08-25-83 Minutes of the Regular Meeting of the City Council of the United City of
the Village of Yorkville , Kendall County, Illinois , held at City Hall on
August 25 , 1983.
Mayor Davidson called the meeting to order at 8 : 00 P.M. and led the
Council in the Pledge of Allegiance to the Flag.
Clerk Erickson called the roll as follows :
Ward 1 - Small - Present
Jahp - Present
Ward 2 - Harker - Present
Tilton - Absent
Ward 3 - Dollman - Present
Hayden - Present
Ward 4 - Jennings - Present
Loebbaka - Present
A quorum was established.
Guest was Bill Johnson.
Alderman Jennings moved to approve the minutes from the August 11,
1983 meeting with the following corrections :
Page 2 - Finance - following the word "Ordinance" add
"in the amount of $250 ,492" .
Page 2 - Finance - delete "August 25" and add "September 8" .
Alderman Small seconded the motion. Motion carried 7-0 .
Attorney' s Report - Alderman Dollman moved to pass Ordinance #1983-10 ,
entitled "An Ordinance Providing for the Licensing and Regulation of
Solicitors , Hawkers and Itinerant Merchants" , seconded by Alderman
Harker. Roll call vote was taken as follows :
Hayden - Aye Jennings - Aye Jahp - Aye
Small - Aye Harker - Aye Loebbaka - Aye
Dollman - Aye
Motion carried 7-0 . Alderman Tilton was absent from voting.
Attorney Kramer reported that Kendall County will bring up the
Raffle Ordinance for discussion, and that there will possibly be
a county-wide Raffle Ordinance for any munipalities in the county
who wish to participate.
Mayor - Alderman Hayden moved to authorize Attorney Kramer to draft
an Ordinance to rename the 500 block of what is now W. Van Emmon
St. and Grove St. , to West Madison Court. Motion was seconded by
Alderman Jahp. Roll call vote was taken as follows :

Small - Aye Dollman - Aye Hayden - Aye
Jahp - Aye
Motion carried 7-0 . Alderman Tilton was absent from voting.
Alderman Harker moved to approve Mayor Davidson's appointment of Debbie
Robertson as city employee , to begin September 6 , 1983 , and to receive
salary and benefits as per Secretarial Personnel Policy. Motion was
seconded by Alderman Small . Roll call vote was taken as follows :

Motion carried 7-0 . Alderman Tilton was absent from voting.
Mayor Davidson reported that the City Facilities Tour and Picnic
will be held Sunday, August 25, 1983 beginning at 2 : 00 P.M. at the
Beecher Building.
Human Resource Commission - Alderman Loebbaka reported on the
August 15 , 1983 meeting. There were 122 doners in the recent blood
drive. The Commission has to date been unable to get in touch with
the person involved in the life-saving event. An up-date on the
Resource Bank will be initiated. Discussion was held on the
Sesquecentennial plans .
Kendall County Emergency Services Disaster - Chief Randall , reported
there will be another Nuclear Disaster Drill in September for admini-
stration purposes only. It will not be a transportation drill.
Park Commission Tennis Courts - Alderman Hayden reported that the
Park Commission has held a reorganizational meeting. The High School
has appointed a member for the Tennis Courts Committee and there is
an organizational member needed from the Lions Club to complete the
committee. It was suggested that a water fountain could be used at
the tennis courts .

Kendall Family Youth Services - Alderman Small reported the next meeting
will be September 1 , 1983 at 5 : 00 P.M. at the Kendall County
Annex Building Education Center.

School Community - �=aTo=--T�,�. ���n read a Proclaimation setting
August 24, 1983 as "School Opening Safety Day" .
Citizen Comments - Bill Johnson reported to the City Council his con-
cernJ .regarding the stray dogs and that eiridently the present pro-
cedures are not working. He asked that the matter be investigated
by the proper committee . Review, of the present Dog Ordinance was
referred to th.eEealth & Sanitation Committee for discussion at the
September 1 , 1983 meeting at 7 : 30 P.M. Mr. Johnson was invited to
attend the meeting for his input into the matter.
New Business - Alderman Jennings moved to allow the residents
of Blaine Street to hold a Block Party on August 27 , 1983 from
4 :00 - 8: 00 P.M. and to block off the Morgan Street intersection.
Motion was seconded by Alderman Harker. Motion carried 7-0 .
Committee Reports
Building Zoning - Alderman Hayden reported that Attorney Kramer
has talked with Mr. Demetralis regarding annexation of his property
at Rt. 47 34.
Alderman Hayden reminded the City Council of the Committee Meeting
on September 1 , 1983., at the water tower at 7 : 30 P .M.
Water - Alderman Loebbaka reported that the permit for the W. Fox
St. Water Main Extension permit has been signed and returned to
Baxter Woodman, Inc. , engineers .
Police - Alderman Jahp moved that Attorney Kramer be authorized to
draft an Ordinance for a yield sign on Beecher Street at State Street,
seconded by Alderman Dollman. Motion carried 6-1 . Alderman
Jennings voted Nay.
Alderman Dollman moved to authorize purchase of one Kustom Brand
hand-held radar gun at the cost of $1400 , and purchase of one
legal size 4-drawer fire-proof file cabinet at a cost of $784 less
$ 100 if item is picked up by purchaser. Motion was seconded by
Alderman Jennings . Roll call vote was taken as follows :

Motion carried 7-0 . Alderman Tilton was absent from voting.
Finance - Alderman Small reported that Alderman Tilton is proceeding
with contract negotiations with Microsystems computers .
Attorney Kramer clarified the appointment of Treasurer according
to Illinois State Statutes . The appointee will assume the term
remaining until the next Mayoral election, unless there is an
Ordinance stating that the term will be until the next general
city election.
Trees E Parks - Alderman Hayden reported that the only Christmas
decorations will be in the City Park this year. There is a meeting
of the committee on September ', 1983 , to decide on the type of
decorations to be added to the park .
YBSD Board - Alderman Jahp reported on the Board' s last meeting.
The budget was approved tentatively for $167 ,350 . There also ,
Will be an in-crease in user fees . The next meeting is September
19 , 1983.
STREETS ALLEYS - Two bids were received for MFT General Street
Maintenanee Project. (**See attachment) . Alderman Harker moved
to approve the Engineers recommendation and accept the low bid
from Aurora Blacktop , Inc. for $47 , 172 . 80 , seconded by Alderman
Jennings . Roll call vote was taken as follows :

Harker - Aye Hayden - Aye Dollman - Aye
Jennings - Aye
Motion carried 6- 1. Alderman Tilton was absent from voting.
Alderman Harker moved to adjourn the meeting , seconded by Alderman
