City Council Minutes 1983 09-08-83 MINUTES OF THE REGULAR MEETING OF THE CITY COUNCIL OF THE UNITED_ CITY OF
THE VILLAGE OF YORKVILLE, KENDALL COUNTY, ILLINOIS HELD AT CITY HALL ON
SEPTEMBER 8 , 1983.
rMTayor Davidson called the meeting to arder at 8 : 00 P .M. and led the
Council in the Pledge of Allegiance.
Clerk Erickson called the roll as follows :

A quorum was established.
Guests were Debbie Robertson, the new City Employee , and Jim Mauser.
Alderman Jennings moved to waive the reading of the minutes from the
August 25 , 1983 meeting and approve minutes as presented, seconded by
Alderman Loebakka. Alderman Jennings then amended his motion to
include the correction on page 2 , line 4, to delete "Mayor Davidson"
and add "Alderman Dollman" . Motion was seconded by Alderman Dollman.
Motion carried 7-0 .
Alderman Jennings moved to authorize payment of the bills presented,
seconded by Alderman Small . Roll call vote was taken as follows :

Jennings - Aye
Motion carried 7-0 . Alderman Harker was absent from voting.
ATTORNEY - Attorney Kramer presented ORDINANCE #1983- i1 entitled
"An Ordinance Declaring a Chang( of Name of Street" (500 Block
of West Van Emmon Street E, Grove Streets are now the 500 Block
of Madison Court) .
Attorney Kramer presented ORDINANCE #1983-12 entitled "An Ordinance
Establishing a City Yield Sign at the Intersection of State Street $
Beecher Street" .
Attorney Kramer suggested delaying action regarding the Water
Ordinance amendment which eliminates cast iron piping and requires
ductile iron. Due to the high cost of ductile iron valves , the
Ordinance will be reworded to allow cast iron valves . The Ordinance
will be presented for passage at the September 22 , 1983 meeting .
MAYOR - 1MPayor Davidson complimented the Public Works
Department for the considerable patching work done on the city streets .
JMTayor Davidson will meet Wednesday, September 14 , 1983 , at 8 :00 A.M.
with the School ' s Student Council to discuss usage of the Beecher Building
as an after-game activity center.
No word has been received from the Fire Department regarding washing down
of the water tower, to !date.
TREASURER - Alderman Jennings moved to approve the Treasurer' s Report ,
seconded by Alderman Loebakka. Roll call vote was taken as follows :

Motion carried 7-0 . Alderman Harker was absent from voting.
POLICE - Chief Randall reported that a Parking Plan has been set by
himself and the School District Representatives for football games as
far as ingress and egress .
organizations are concerned and would like to plan activities
for the young people for Halloween this year. There will be a committee
meeting to come up with a date and time .
Alderman Jennings moved to approve the Police Department reports ,
seconded by Alderman Small . Motion carridd) 7-0 .
PUBLIC WORKS DIRECTOR - Alderman Jennings moved to approve the Water
and Building Department reports , seconded by Alderman Loebbaka. Motion
carried 7-0 .

BUSINESS & ECONOMIC DEVELOPMENT COMMISSION - Alderman Small reported that
the next meeting will be September 14 , 1983 at 7 : 30 P.M. at the Water Tower.
HUMAN RESOURCE COMMISSION - Alderman Loebbaka reported the next meeting
will be September 19 , 1983 at 7 : 30 P.M. at the Water Tower.
KENDALL COUNTY EMERGENCY SERVICES & DISASTER - Alderman Tilton reported
the administrative disaster drill will be held September 14 , 1983.
TENNIS COURTS - Alderman Hayden reported that Don Hahn of the School
Board and John Kennedy of the Yorkville Lions Club have been chosen
for the Tennis Court Committee.
Installation of a coin operated timer for thelights on the tennis
courts was discussed.
KENDALL FAMILY & YOUTH SERVICES - Alderman Small reported that there
are two Operation Snowballs being planned for the coming year.
OLD BUSINESS - Mayor Davidson will talk with Christine Weiss before
appointing a Dog Warden to comply with the Ordinance.
Alderman Tilton presented the new Sales Agreement Contract from
Micro-Systems for the proposed computer purchase. The matter will
be discussed at the committeelmeting on September 15 , 1983 at
which time the represe4 ive from the company will be requested by
Alderman Tilton to attend the meeting. The meeting will begin at
7: 00 P.M.
COMMITTEE REPORTS
BUILDING & ZONING - Alderman Hayden reported that there was a meeting
on September 7 , 1983 with Mr. Demetralis regarding annexation.
FINANCE - Alderman Small moved to pass Ordinance #1983- 13 entitled
"An Ordinance Establishing a Separate Fund Under School Crossing
Guards For Levy Purposes" , seconded by Alderman Dollman. Roll call
vote was taken as follows :

Motion carried 7-0 . Alderman Harker was absent from voting.
Alderman Small noted some changes in the Tax Levy Ordinance that
was laid over from the August 11 , 1983 City Council meeting. The
Clerk received the final draft , including the changes ,to be filed
with the Kendall County Clerk by September 13 , 1983. Alderman
Small moved to pass Ordinance #1983-14 entitled "An Ordinance for
the Levy & Assessment of Taxes for the Fiscal Year Beginning
May 1 , 1983 & Ending April 30 , 1984 for the United City of the
Village of Yorkville , Kendall County, Illinois ." in the amount of
$250 , 492 . Motion was seconded by Alderman Loebbaka. Roll call
vote was taken as follows :

Motion carried 7-0 . Alderman Harker was absent from voting.
HEALTH & SANITATION - Alderman Jennings reported that he received
a letter from Fox Valley Disposal wishing to bid the contract when it
was next offered for bidding.
Alderman Jennings moved to refer the Dog Ordinance to Attorndly
Kramer for a redraft to present at the next regular meeting.
Attorney Kramer was requested to look into the matter of the burned
out house on Dickson Court to see if the Kendall County Health
Officer now has jurisdiction to pursue the issue . Attorney Kramer
will first get in touch with the insurance company to check on the
status of the matter.
No word has been received from Mr. Brummel regarding the McHugh
property. Attorney Kramer will pursue the matter.
LIGHTS , TELEPHONE , GAS f CABLE TV - Alderman Jahp has talked with
Mr. Lange of Commonwealth Edison regarding 19 additional lights
in the city. The matter was referred to committee at the September
15 , 1983 meeting, for further discussion. The cost would be $75. 80
per ea. light per year.

LIBRARY BOARD - Alderman Hayden reported that there was an inspection
at the library by state and federal representatives , but he is not
sure if it was an official inspection for approval .
YBS BOARD - Alderman Jahp reported that the next meeting will be
September 19 , 1983 at 7 :00 P.M. at Dallas Ingemunson's offices .
Alderman Small moved to adjourn the meeting, seconded by Alderman
Jahp. Motion carried 7-0
