City Council Minutes 1983 10-27-83 MINUTES OF THE REGULAR MEETING OF THE CITY COUNCIL OF THE UNITED CITY OF THE VILLAGE OF YORKVILLE , KENDALL COUNTY , ILLINOIS , HELD AT CITY HALL ON OCTOBER 27 , 1983. — Mayor Davidson called the meeting to order at 8 :00 P.M. and led the Council in the Pledge of Allegiance . Deputy Clerk Robertson called the roll as follows : Ward 1 - Small - Present Jahp - Present Ward 2 - Harker - Absent (Arrived at 8 : 50) Tilton - Absent Ward 3 - Hayden - Present Dollman - Present Ward 4 - Loebbaka - Present Jennings - Present A quorum was established. Alderman Dollman moved to approve the reading of the minutes from the October 13 , 1983 meeting. Alderman Jennings seconded the motion. Motion carried 6-0 . Attorney Kramer reported that he was still working on the Dickson Court project. Mayor Davidson announced that Alderman Harker' s wife was in the hospital and that the status of her condition was not known. from JETCO has been contacted. They will be repainting the tower and then they will be putting on a glossy coat. Mayor Davidson motioned to appoint Sandy Loebbaka as City Treasurer and as IMRF Agent beginning November 1, 1983. Alderman Tilton and Harker were absent from voting. Human Resource Commission. Alderman Loebbaka reported that there would be a meeting on November 1, 1/Z5 with the Park Commission to discuss the Sesquicentennial. There will also be meeting on November 21 , 1983 . Park Commission and Tennis Courts . Alderman Hayden announced that there is a meeting scheduled for November 11lat 7 :00 P.M. to map out the baseball fields . Alderman Jennings wanted the people to know that the City Council did not instruct the Park Commission plans on the Game Farm property. Alderman Small stated that it was a committee decision to do it. A meeting will be announced later on the tennis court lights . An estimate of $80 will be needed to put the timer on the lights . Chief Randall reported that the teen dance will be held from 8 :00P.M. until 12 :00 Midnight. On October 30,►there will be a party for the younger children. They may have a paradeto the Hillside Nursing Home . Bristol Kendall Fire Department. The building on McKugh property has not been burned down yet. It should be done on November 11 1983 . Senior Community. The Fox Valley Older Adult Service wants a lease type of provision in terms of a written agreement for use of the Beecher Center. The Council suggested sending this to the committee to discuss . School Community. Alderman Jennings brought to the attention of the Council that in the Kendall County Record it had been printed that there was a meeting scheduled for this week between the School Board and the City Council to discuss the Game Farm property. Mayor Davidson suggested we look into the matter. Old Business. Alderman Hayden motioned to purchase fertilizer for the Game Farm now at $670 .69 . Alderman Jennings seconded the motion. Alderman Small motioned to approve sustituting the Toshiba P1350 printer for the 9UME printer because it does better quality work and is also less expensive. He also motioned to pay $195 on the Mail/Merge which was not included in the contract. Alderman Dollman seconded the motion . Alderman Jahp motioned to amend that we vote on the two items separately. Alderman Tilton and Harker were absent from voting. Roll call vote was taken on the motion to substitute printers . Roll call vote was taken on the motion to pay $195 . on the Mail/Merge . Hayden--Nay Jennings--Aye Loebbaka--Aye Dollman--Aye Jahp--Nay Small--Aye Motion carried 4-2 . Alderman Tilton and Harker were absent from voting. Building and Zoning. Alderman Hayden reported that they are waiting for the communications to come back from Mr. Demetralis . They also authorized the spending of $180 on title search fees . There will be a meeting on November 3 , 1983. Water. Alderman Loebbaka reported that six bids were received for the material for the Fox street water main extension. He motioned to accept the low bid from Ziebelle which was $14 , 261. 83 . Alderman Tilton and Harker were absent from voting. Alderman Hayden reported that Montgomery only reads meters once every one or two years . Citizens read their own meters and send them into the Water Department. He wondered if this would cut down on man hours . The Mayor suggested referring it to the committee . Police . There will be a committe meeting November 3 , 1983 at 7 : 00 P.M. to discuss paying Plano $500 a month on police callings . Chief Randall informed the Council that Florence Hoffman is retiring. She served the city for 15 years as a dispatcher. He has prepared a letter of thanks and appreciation for her. Her open house will be Saturday , November 5 , 1983 in Plano. Emergency Services & Disaster. There will be a meeting November 3 , 1983 at 8 :00 P.M. at the water tower. Public Property & Buildings . There will be a meeting November 3 , 1983 to discuss agreement with the school on the cost of the parking lot. Finance . There will be a meeting November 7 , 1983 at 7 :00 P .M. Two gentlemen from the Illinois Commerce Commission will be attending the meeting to discuss what they can do for our fiscal needs . There will also be a meeting November 10 , 1983 at 7 :00 P.M. with Sharon Amdahl to review the auditor' s report and to explain and answer questions about it. Sewer. Alderman Jennings has received communication from the I.E .P. A. evaluation survey asking for additional information in four areas . Streets & Alleys . The sidewalk billing has been sent out. Health & Sanitation. Alderman Jennings and Loebbaka looked at the house on iickson Court with the County Health Officer. She sent a letter to the City saying that she did see problems with the house . The insurance company has been contacted. Lights , Telephone , Gas , & Cable TV. Alderman Jahp reported that they will be meeting on October 29 , 1983 at 10 :00 A.M. at Larry Jennings home to walk through Countryside to look at the Cable TV construction . Alderman Jahp has asked J.T. Johnson to do preliminary study the number and location of lights to be in Countryside Center. Alderman Jahp has asked Attorney Kramer to check into the possible in- crease of Cable TV fee that is paid to the City from 3% to 5% . Alderman Jahp has suggested changing the payment of Cable TV fee from semi-annually to quarterly. There will be a meeting November 10 , 1983 after the finance meeting. YBS Board. There was a meeting on October 171 There has been no decision made on increasing the cost of sanitary user fee . There will be a meeting November 21, 1983 at 7 :00 P.M. . Chamber of Commerce . The Chamber has suggested a member of the Council be directly on the Chamber Executive Committee . The City would have to pay membership fee of about $60 . Additional business . Alderman Harker talked to Mr. Farren about the implementation of another control for eliminating the smoke in the Beecher Building. Alderman Jennings moved to adjourn the meeting.
