MINUTES OF THE REGULAR MEETING OF THE CITY COUNCIL OF THE UNITED CITY OF
THE VILLAGE OF YORKVILLE , KENDALL COUNTY , ILLINOIS , HELD AT CITY HALL ON
JANUARY 28 , 1982 .
Mayor Thanepohn called the meeting to order at 8 : 00 P . M. and led the
Council in the Pledge of Allegiance to the Flag .
Clerk Erickson called roll as rollows :
Ward 1 - Beach Ward 2 - Tilton Ward 3
Harker
Ward 4 - Simmons
Jennings
Alderman York was absent from Ward 1 , Alderman Pierce and
and Alderman Doilman absent from Ward 3 . A quorum was established .
Guests included employees of the Public Works Department and Rick Doede ,
Chairman of the Youth Advisory Commission .
Alderman Jennings moved the reading of the minutes be waived and approved
as presented , seconded by Alderman Beach . Motion carried 5-0 .
MAYOR ' S REPORT - Mayor Thanepoh called for an Executive Session regarding
litigation immediately following the regular meeting .
Mayor Thanepohn presented Certificates from I . D . O.T. Bureau of Local
Roads & Streets for training & completion of a Snow Removal & Ice
Control Course to Public Works Employees , J . T . Johnson , Bob Fleckinger
and Ray Collins .
Mayor Thanepohn received a letter from Tri -County Scavenger Service
regarding garb,g4e service and referred it to Alderman Beach of the
Health & Sanitation .
PLAN COMMISSION - Alderman Simmons reported the January Plan Commission
had been cancelled due to lack of agenda .
PARK COMMISSION - Alderman Beach announced the next meeting will be
Tuesday , February 9 , 1982 at 7 : 00 P . M .
SCHOOL COMMUNITY - Alderman Tilton reported he has met with the Youth
Advisory Commission with discussion on how the City Council can work
with the youth of the community. The suggestion for the time being was
co-sponsoring a sledding outing . The Park Commission will be making
the arrangements . The outing is scheduled for February 7th with an
alternate date of February 23rd and will include 7th thru the 12th
grades . Rick Doede reported that he has had contact with Suzzette
Heth , Park Director , and she will be attending their meeting January 29 ,
1982 at 7 : 30 A.M . at the Yorkville High School . They will also be working
with the Kendall County Youth Advisory Committee . The Commission will
try to have a representative at all City Council meetings
COMMITTEE REPORTS
BUILDING & ZONING - Alderman Simmons reported that the committee will
be working on Performance Bonds with Attorney Dickson .
Curb cuts was discussed at the last committee meeting and it is hopeful
that it can be made a requirement for future construction by amendment to
the Ordinance.
FINANCE - Alderman Jennings reminded the committee of the February 4 ,
1982 committee meeting at theWater Tower at 8 : 00 P . M.
Clerk Erickson was instructed to advertise for bids for the 1976 Pontiac
and the 1960 Chevrolet panel truck , both Public Works Dept . vehicles ,
to be seen at the Public Works Department .
Alderman Jennings moved to Amend the Liquor Ordinance to increase
the following fees :
Retail Class from $ 1000 to $ 1500
Restaurant Class from $350 to $750
Package Class from $500 to $ 1000
effective May 1 , 1982 . Motion was seconded by Alderman Beach .
The Beer Class & Package Beer Only Class will remain the same .
Roll call vote was taken as follows :
Beach - Aye Jennings - Aye Tilton - Aye
Harker - Aye Simmons - Aye Mayor Thanepohn - Aye
Motion carried 6-0. Aldermen Dollman & York were absent from
voting .

A service maintenance contract in the amount of $540 to be paid from a
line item in the budget was discussed for the AB Dick Copier at the City
Offices . Alderman Beach moved to authorize payment for a service main-
tenance contract for the P,B Dick Copier . Motion was lost for lack of
a second .
POLICE - Chief Randall distributed statistics sheets for 1981 and
explained them to the Council . Mayor Thanepohn complimented the City on
having a first class police department & law enforcement .
EMERGENCY SERVICES & DISASTER - Mayor Thanepohn reminded the council
of the committee meeting February 18 , 1982 and would like to have all
key figures in the community in attendance .
LIGHTS , TELEPHONE , GAS & CABLE TV - Alderman Harker reported he received
a phone call regarding cable TV . Administrative Assistant Madden stated
the company can be contacted about such issues or his office.
WATER - Alderman Tilton reported that he hopes the final engineer ' s
data & recommendation will be available for the meeting on February
4 , 1982 at 7 :00 P . M . preceding the regularly scheduled committee meet-
ings . It appears the current water rates will enable the city to
maintain the current level of support but allows for no expansion .
The committee will review the imformation thoroughly and determine a
recommendation regarding the water rates in the near future.
Alderman Dollman arrived at 8 : 46 P . M .
LIBRARY BOARD - Alderman Beach reported on the Public Relations & Finance
Committee meetings .
Mayor Thanepohn read a thank you note from Alderman HArker for the plant
and thoughts while he was in the hospital for knee surgery .
BEECHER COMMUNITY BUILDING — Alderman Dollman reported that the soffit
is completed and the kitchen ' s roll -up window problem is taken care of.
Administrative Assistant Madded reported that he will be meeting with
Lawrence Gardner to work on the maintenance figures on January 29 , 1982
at the Conference Room.
Alderman Tilton reported the Youth Advisory Commission has requested
to use the Beecher Building for their Post Prom Party . The Council
sees no objection to this program.
Alderman Jennings moved to adjourn the meeting into Executive Session
regarding ligitagion at 9 :05 P .M . , seconded by Alderman Beach . Roll
call vote was taken as follows :

Harker - Aye Dollman - Aye Jennings - Aye
Motion carried 6-0 . Aldermen York & Pierce were absent from voting .
Alderman Jennings moved to adjourn the meeting back into regular
session at 9 : 40 P . M . , seconded by Alderman Beach . Motion carried 6-0 .
Alderman Jennings moved to authorized the City Attorney to proceed
with litigation to terminate the Beecher Building perpetual mainten-
ance fund trust and utilize that money for construction of the building ,
seconded by Alderman Beach . Roll call vote was taken as follows :
Dollman - Nay Tilton - Aye Harker - Aye
Jennings - Aye Simmons - Aye Beach - Aye
Motion carried 5- 1 . Aldermen York & Pierce were absent from voting .
Alderman Jennings moved to adjourn the meeting at 9 : 50 P . M . , seconded
by Alderman Beach . Motion carried 6-0 .
