MINUTES OF THE REGULAR MEETING OF THE CITY COUNCIL OF THE UNITED CITY OF
THE VILLAGE OF YORKVILLE , KENDALL COUNTY , ILLINOIS , HELD AT CITY HALL ON
FEBRUARY 25 , 1982 .
Mayor Thanepohn called the meeting to order at 8 : 10 P . M . and led the
Council in the Pledge of Allegiance to the Flag .
Clerk Erickson called roll as follows :
Ward 1 - Beach Ward 2 - Harker Ward 3 - Dollman
Tilton Pierce
Ward 4 - Jennings
Simmons
A quorum was established .
Alderman Tilton moved to waived the reading of the minutes from February
11 , 1982 with one correction on page 3 , under Human Resource Commission ,
line 1 , Alderman York should read Alderman Jennings , and to approve
minutes , seconded by Alderman Jennings . Motion carried 7-0.
Alderman Dollman moved to authorize payment of the bills as presented ,
seconded by Alderman Simmons . Roll call vote was taken as follows :
Beach - Aye Jennings - Aye Pierce - Aye
Tilton - Aye Harker - Aye Dollman - Aye
Simmons - Aye
Motion carried 7-0.
ATTORNEY ' S REPORT - Attorney Dickson reported the Flood Plain Ordinance
is still in the drafting stage . The appropriate agency would like to
review the ordinance before it ' s final passage by City Council . This
must be done by June 1 , 1982 .
Alderman Harker moved to adopt RESOLUTION #79- 1982 Amending Police
Squad Replacement Policy , changing the odometer reading from 40 , 000 to
50 , 000 , except in emergency cases , and not to purchase more than two
squad cars during any fiscal year . Motion was seconded by Alderman
Simmons . Roll call vote was taken as follows :

Harker - Aye Pierce - Aye Jennings - Aye
Beach - Aye
Motion carried 7-0 .
Attorney Dickson will have the Resolution requiring costs incurred by
Individual not attending a conference to be paid by the Individual,
ready by next meeting .
Attorney Dickson reported that in reviewing the Illinois Municipal
League requirements of minutes being taken as committee meetings ,
it is necessary to state the date , time , place of meeting , members
present , members absent , and a general description of all matters
proposed-, discussed or decided , and recording of any votes taken .
Alderman Tilton suggested a standard form be made for committee chairman
to be responsible for recording of such minutes .
Alderman Tilton moved to pass CRDINANCE #1982-8 Amending the Utility
Tax Ordinance to do away with the requirement of collecting Municipal
Tax from the City , seconded by Alderman Dollman . Roll call vote
was taken as follows :

Beach - Aye Harker - Aye Dollman - Aye
Jennings - Aye
Motion carried 7-0 .
MAYOR ' S REPORT - Alderman Harker moved to regretfully accept the resignation
of Alderman York effective March 1 , 1982 due to a promotion on the job and
conflict with attendance at City Council meetings , seconded by Alderman
Pierce . Motion carried 7-0 .
Alderman Beach moved to approve Mayor Thanepohn ' s appointment of Larry
Small as Alderman -Ward 1 , an interim position until a Special Election
can be held in November , seconded by Alderman Jennings . Motion carried
7-0.
Alderman Jennings moved to authorize Mayor Thanepohn to sign the Letter
of Understanding from the City Auditors , Filbey , Summers , Abolt , Good &
Kiddoo, outlining their proposals regarding the 1981 -82 fiscal year audit ,
seconded by Alderman Pierce. Roll call vote was taken as follows :

Motion carried 6- 1 . Alderman Tilton requested that the Finance Committee

review the process before an auditing firm is appointed for the 1982-83
fiscal year .
Alderman Jennings moved to adopt RESOLUTION #80-1982 to participate
in the Governor ' s Hometown Awards Program in the Human Enrichment
category, seconded by Alderman Harker. Motion carried 7-0 .
Mayor Thanepohn noted that two more checks were received in donations
to the Beecher Community Building from :
Yorkville Woman ' s Club - $ 1 , 105 . 56
Kendall County Homemaker Extension - $ 100 . 00
Mayor Thanepohn has a letter of request to the principals for discussion
regarding the public swimming pool to be sent to Dale Woodworth , James
Hall , Lions Club Executive Board , Kathy & Jeff Farren , Suzzette Heth ,
Garland Edwards , Dr . Scholle and the City Council Future Planning
Committee.
Administrative Assistant Madden met with I . D .O .T . representative , the
architect , and engineer regarding the Library Building . MBE requirements
are to be a part of the bidding contract . Construction at this point
cannot begin before the first of June . There will be a meeting with
federal representatives on March 1 , 1982 at 9 : 30 A.M . at the Water Tower.
BUSINESS & ECONOMIC DEVELOPMENT COMMISSION - Alderman Jennings reported the
next meeting will be March 9 , 1982 at 7 : 30 P .M. at the Water Tower.
PARK COMMISSION & TENNIS COURTS - Alderman Beach reported the February
meeting of the Park Commission had been cancelled .
BEECHER COMMUNITY CENTER - Alderman Dollman reported that Administrative
Assistant Madden is working with Commonwealth Edison regarding an estimate
of electrical costs . Also , there is work by the Committee being done on
fees and scheduling .
SCHOOL COMMUNITY - Alderman Tilton reported that there is a good working
relationship developing between the school district and the city.
Alderman Tilton has met with Dr. Scholle and they are beginning to
begin looking at methods for volunteer service to develop the athletic
field so the new bleachers can be placed . The attorneys for both will
get together to discuss the legalities of the football field ' s location .
The school has agreed to let the city use it ' s Genie to change the lights
on the Beecher Building .
KENDALL COUNTY EMERGENCY SERVICES & DISASTER - Alderman Pierce reported
the next meeting will be March 18 , 1982 ,
KENDALL FAMILY & YOUTH SERVICES - Alderman Jennings, moved to authorized
payment of $ 100 . 00 to KFYS Operation Snowball drugs & alcohol prevention
program , seconded by Alderman Dollman . Roll call vote was taken as
follows :

Harker - Aye Simmons - Aye Dollman - Aye
Jennings - Aye
Motion carried 7-0 .
SENIOR CITIZEN REPRESENTATIVE - Representative , Lucy Stafford , stated
the senior citizens appreciate the developments of the Beecher Building ,
but are very upset with the proposed water rate increases .
NEW BUSINESS - Adminstrative Assistant Madden opened and read the sealed
bids for the 1960 Chevrolet Panel Truck as follows :

2 . Anthony Wismiller - $ 151 . 51
Alderman Tilton moved to accept the high bid of $ 151 . 51 from Anthony
Wissmiller , seconded by Alderman Dollman . Roll call vote was taken
as follows :

Motion carried 7-0 .
Administrative Assistant Madden opened and read the sealed bid received

COMMITTEE REPORTS
STREETS & ALLEYS - Mayor Thanepohn referred the matter of putting
delineators where S . Main St . branches off onto Route 47 to the Streets
& Alleys Committee.
Mayor Thanepohn reported there have been comments on the lack of potholes
in the City of Yorkville compared to other neighboring towns .
FINANCE - Alderman Jennings reported that all committee chairmen will
receive a letter requesting a list of priorities for their areas and
submit them with Administrative Assistant Madden to obtain the approx-
imate costs . This should be done before the next City Council meeting .
Alderman Jennings reported that the City has a serious cash-flow problem.
Alderman Dollman moved to direct Attorney Dickson to draft a General
Obligation Bond Ordinance for $ 100 , 000 to be received at the next City
Council Meeting for a vote , seconded by Alderman Tilton . Roll call
vote was taken as follows :

Motion carried 7-0 .
EMERGENCY SERVICES & DISASTER - Alderman Beach reported on the February
18 , 1982 meeting . The City cannot proceed until Kendall County ' s plan
has been approved .
TREES & PARKS - Alderman Beach reported that the Christmas decorations
will be on the agenda for March 4 , 1982 meeting .
Approximately 7 trees have been received from John Bazan . Due to his
accident , his son will proceed with the project .
Administrative Assistant Madden reported that seedling trees could be
obtained from the state and planted on the Rowland ' s property to be
later replanted when needed in specific areas .
FUTURE PLANNING - Alderman Pierce reported the next committee meeting
along with HEALTH & SANITATION will be held March 4 , 1982 at 7 : 30 P .M .
at the Water Tower .
LIGHTS , TELEPHONE , GAS & CABLE TV - Alderman Beach reported the street
light at Mill & E . Washington Streets is out .
Alderman Harker will obtain a list of the dark areas regarding street
lighting from Chief Randall .
Administrative Assistant Madden reported that Woodworth ' s subdivision
lights are scheduled for installation next week.
WATER - Alderman Tilton reported on the committee meetings held regarding
water rate increase & hook-up fee in creases . It will take 5 years
to complete proposed priority projects that are needed at a cost of approx-
imately $330 ,000 per year , falling short by $200 , 00 per year for funds need-
ed . This results in a water rate increase of 3 times the present rate
to make up the difference making it untenable. A compromise plan was
recommended by the Water Committee following a very in-depth study proposing
a 2 . 6 increase over a 5 year plan . Alderman Tilton moved to adopt the
Water Committee ' s recommendation as follows :
Increase current rates 50% as of 5/1 /82 ;
Increase 50% as of 5/1 /83 ;
Increase 5% as of 5/1 /84 ;
Increase 5% as of 5/1 /85 ;
Increase 5% as of 5/1 /86 ;
and to increase hook-up fees as follows :
$600 - Single Family Dwelling ;
$425 - Single family Attached ;

$350 - Multi -Family (each unit ) ;
$525-14 ,000 for commercial depending on meter size as per schedule ;
-- Motion was seconded by Alderman Jennings .
Discussion followed by Council .
Of the approximately 25 citizens present , 5 expressed their views on the
increase in water rates .
Alderman Dollman moved to amend the motion for a One ( 1 ) Year water
rate increase of 50% , seconded by Alderman Pierce. Roll call vote was
taken as follows :
Jennings - Nay Pierce - Aye Beach - Nay
Tilton - Nay Harker - Nay Simmons - Nay
Dollman - Aye
Motion defeated 5 Nay - 2 Aye.
Roll call was then taken on the original motion as follows :
Simmons - Aye Dollman - Nay Jennings - Aye
Pierce - Nay Tilton - Aye Beach - Nay
Harker - Aye Mayor Thanepohn - Aye
Motion carried 5-3 .
YBS BOARD - Alderman Jennings reported the next meeting is scheduled
for 3/15/82 . At the last meeting they advertised for bids for a drying
house for over the sludge beds .
Alderman Tilton moved the meeting be adjourned at 11 : 15 P . M . , seconded
by Alderman Beach . Motion carried 7-0.
