MINUTES OF THE REGULAR MEETING OF THE CITY COUNCIL OF THE UNITED CITY
OF THE VILLAGE OF YORKVILLE , KENDALL COUNTY , ILLINOIS , HELD AT CITY HALL
ON MARCH 11 , 1982 .
Mayor Thanepohn called the meeting to order at 8 : 00 P . M . and led the Council
in the Pledge of Allegiance to the Flag .
Clerk Erickson called the roll as follows :
Beach - Present Pierce - Present
Harker - Present Jennings - Present
Tilton - Absent Simmons - Absent
Dollman - Present
A quorum was established .
Guests included John Jess , Jim Nance , Mae Houck and Dorothy Olson .
Alderman Dollman moved to waive the reading and approve the minutes
from the February 25 , 1982 Regular Meeting , seconded by Alderman Jennings .
Motion carried 5-0.
Alderman Dollman moved to authorize payment of the bills presented ,
seconded by Alderman Jennings . Roll call vote was taken as follows :
Beach - Aye Dollman - Aye Harker - Aye
Jennings - Aye Pierce - Aye
Motion carried 5-0 . Aldermen Tilton & Simmons were absent from voting .
ATTORNEY ' S REPORT - Alderman Jennings moved to adopt RESOLUTION #81 - 1982
Requiring Reimbursement By City Officials for Nonattendance of
Conferences , seconded by Alderman Beach . Motion carried 5-0 .
The General Obligation Bond Ordinance is not ready at this time.
The Flood Plain Ordinance will be submitted to the regulatory agency
for comments before it is brought before the City Council for passage .
MAYOR ' S REPORT - Mayor Thanepohn reported that Senator Dixon ' s van
will be located at Countryside Center between 10 : 00 and 11 : 30 on March 15 ,
1982 .
The Yorkville Foxes Lair has donated the balance of their funds in the
amount of $4 , 268 . 30 to the Beecher Community Building for general
purposes .
Mayor Threpohn attended and signed the public test of the voting system
at the courthouse the previous week .
CITY CLERK - Clerk Erickson gave the Oath of Office to Larry
Small , Ward 1 Interim Alderman until a special election can be held
in November.
TRFASLRER - Alderman Jennings moved the Treasurer ' s Report be approved ,
seconded by Alderman Dollman . Motion carried 6-0 .
POLICE REPORT - Alderman Jennings moved the Police Report be approved
as presented , seconded by Alderman Harker. Motion carried 6-0.
ADMINISTRATIVE ASSISTANT - Alderman Jennings moved the Administrative
Assistants ' s Reports be approved as presented , seconded by Alderman Pierce .
Motion carried 6-0.
BUSINESS & ECONOMIC DEVELOPMENT COMMISSION - Alderman Jennings reported on
the March 9 , 1982 meeting . The Farmer ' s Market was discussed as to having
it at Countryside Center in stead of the City Park .
Vicki Dietmeyer will be present at the April meeting with the results
of the survey. The meeting is scheduled for April 13 , 1982 at 7 : 30 P .M .
at the Water Tower.
PARK COMMISSION & TENNIS COURTS - Alderman Beach reported the next
meeting will be March 16 , 1982 at 6 : 30 P .M . at the Water Tower.
ADMINISTRATIVE ASSISTANT (can ' t . ) - Administrative Assistant Madden
reported there are two conference/seminars if anyone is interested in
attending them. Sangamon University in Springfield will have one
on Economic Development for Illinois Communities to help attract industry
to be held on March 18 , 1982 with a $70 fee for members and $ 100 fee
for non-members .
Also , the Illinois Municipal League is having a joint Public Works and

Municipal Financing in Peoria , April 23-24 , 1982 . More information can
be obtained in the Illinois Municipal Review Magazine.
BEECHER COMMUNITY BUILDING - Alderman Dollman reported that Administrative
Assistant Madden will meet with the Architect and Contractor March 12 ,
1982 regarding completion of the building . Administrative Assistantrtsdden
reported the kitchen cabinets are to be delivered approximately by
March 29 , 1982 and the kitchen equipment by approximately March 24 , 1982 .
If a grand opening is to be held plans should be initiated for approximately
May 1 , 1982 . The next meeting will be March 15 , 1982 at 8 : 00 P .M . at the
Water Tower.
HUMAN RESOURCE COMMISSION - The next meeting is scheduled for
March 15 , 1982 at 7 : 30 P .M . at the WaterTower .
KENDALL COUNTY EMERGENCY SERVICES & DISASTER - Alderman Pierce announced
the next meeting will be March 18 , 1982 .
SENIOR CITIZEN REPRESENTATIVE - Mrs . Houck expressed concern regarding
the Rt . 47 Bridge & library time- line .
CITIZEN COMMENTS - John Jess and Jim Nance spoke in protest to the
increase in water rates .
Mrs . Rogers invited the Council to attend the Yorkville Judo Club ' s
first sponsored tournament , Sunday March 28 , 1982 beginning at Noon
at the Yorkville High School .
BUILDING & ZONING - Mayor Thanepohn reported the new zoning map with
changes will be published by March 31 , 1982 .
FINANCE - Alderman Jennings reported there will be a Public Hearing
regarding Revenue Sharing preceding the regular meeting on March 25 ,
1982 at 7 : 30 P . M .
Wage negotiations will be held on March 16 , 1982 at 7 : 30 P .M. for
the Public Works Department and 8 : 30 for the Police Department .
Aldermen Tilton & Dollman have met with Administrative Assistant
Madden in regards to the new budget and their respective committees .
and requests the other Aldermen to report to Mr. Madden in regards
to their committees .
FUTURE PLANNING - Alderman Pierce rescheduled the committee meeting
to March 18 , 1982 .
HEALTH & SANITATION - Alderman Pierce rescheduled the committee meeting
ti March 18 , 1982 .
PUBLIC PROPERTY & BUILDINGS - Alderman Dollman reported the next commit-
tee meeting will be March 18 , 1982 .
LIBRARY BOARD - Alderman Beach read the section of the Administrative
Assistant ' s report regarding the library. It is hopeful that bids can
be advertised by April 1 , 1982 and opened by May 1 , 1982 with 6 weeks
for contract negotiations . Alderman Beach then reported on the Library
Board minutes in regards to 1 ) going to monthly meetings , 2) The Library
Treasurer will pay own bills of library and set up a double entry system
as recommended by the auditor and 3) keep own records . The next
committee meeting will be March 29 , 1982 at 7 : 30 P . M . The February 1982
Library Report was dispersed . The Library Open House was well attended .
Alderman Jennings moved to adjourn the meeting , seconded by Alderman
Pierce . Motion carried 6-0 ,
