MINUTES OF THE REGULAR MEETING OF THE CITY COUNCIL OF THE UNITED CITY OF
THE VILLAGE OF YORKVILLE , KENDALL COUNTY , ILLINOIS , WAS HELD AT CITY HALL
ON MARCH 25 , 1982 ,
Mayor Thanepohn called the meeting to order at approximately 8 : 00 P . M .
and led the Council in the Pledge of Allegiance to the Flag .
Clerk Erickson called the roll as follows :
Ward 1 - Beach Ward 2 - Harker Ward 3 - Dollman
Small Pierce
Ward 3 - Jennings
Simmons
Alderman Tilton was absent from Ward 2 . A quorum was established .
Alderman Harker moved to waived the reading of the minutes from the
March 11 , 1982 meeting and approve minutes as presented , seconded by
Alderman Dollman . Motion carried 7-0.
ATTORNEY ' S REPORT - Alderman Jennings moved to pass ORDINANCE #1982-9
Pertaining to the Water Works , Dated October 24 , 1974 and subsequently
Amended March 27 , 1975 , with the following correction :
Page 2 - Section c) - Line 1 - Delete "1982" and Add "1983".
Alderman Small seconded the Motion . The Ordinance increases the
water rates by 50% on May 1 , 1982 , an additional 50% effective April 1 ,
1983 and an additional 5% per annum for the next three consecutive years ,
commencing April 1 , 1984 and including April 1 , 1986 . Roll call vote
was taken as follows :
Beach - Nay Jennings - Aye Pierce - Nay
Harker - Aye Dollman - Ave Small - Aye
Simmons - Aye
Motion carried 5-2 . Alderman Tilton was absent from voting .
Alderman Dollman moved to pass ORDINANCE #1982- 10 Regulating Development
in Special Flood Hazard Areas , seconded by Alderman Simmons . Roll call
vote was taken as follows :
Simmons - Aye Dollman - Aye Harker - Aye
Pierce - Aye Jennings - Aye Beach - Aye
Small - Aye
Motion carried 7-0 . Alderman Tilton was absent from voting .
Alderman Jennings moved to table the $ 110 , 000 Working Cash Fund Bond
Ordinance , seconded by Alderman Harker . Motion carred 7-0 .
MAYOR ' S REPORT - Mayor Thanepohn reported that IDOT and USDOT have
approved all plans and specifications for the new library . Alderman
Harker moved to advertise for bids for the new library building ,
seconded by Alderman Jennings . Roll call vote was taken as follows :
Jennings - Aye Harker - Aye Small - Aye
Dollman - Aye Beach - Aye Simmons - Aye
Pierce - Aye
Motion carried 7-0 . Alderman Tilton was absent from voting .
Mayor Thanepohn read a proclamation setting the period of April 4 through
April 10 , 1982 as Medic Alert Week.
Mayor Thanepohn reported the Lions Club will operate the present swim
pool on a limited 5 yr. lease with Dale Woodworth . A written proposal
will be presented to the City Council requesting to underwrite year by
year , the Lions Club operation of the pool , an average $5 , 000 maximum
yearly.
CITY CLERK - Clerk Erickson reported on the Election Canvass held
on March 22 , 1982 and has certified the Abstract of Returns to the Kendall
County Clerk. The . 02% Library Tax Levy referendum results were as
follows :
Yes - 339 No - 466
Total of 805 votes cast
Economic Interest Statements are due April 30 , 1982 if they have not
yet been filed .
RECREATION DIRECTOR - Mayor Thanepohn read a report submitted by the
Director of the activities of the department .
BUSINESS & ECONOMIC DEVELOPMENT COMMISSION - Alderman Jennings reported
the next meeting will be April 13 , 1982 . Vicki Dietmeyer will be present
at the meeting with the results of the recent survey.

PLAN COMMISSION - The March 23 , 1982 meeting of the Plan Commission
was cancelled due to lack of agenda .
BEECHER COMMUNITY BUILDING - Alderman Dollman reported the next meeting
will be March 29 , 1982 at 7 : 30 P. M . at the Water Tower to discuss building
rental fees with the Public Property & Buildings Committee .
Alderman Dollman reported on a letter received from Ruth Johnson , Home
Extension Advisor requesting permission to provide a conference telephone
hook-up with the University of Illinois so that educational programs
may be conducted at the Beecher Building . Alderman Dollman moved to
allow a hook-up to install special Telenet Equipment at no cost to the
city , seconded by Alderman Small . Motion carried 7-0.
HUMAN RESOURCE COMMISSION - Alderman Small reported on the March 15 , 1982
meeting . The committee worked on listings of social services available
and the next newsletter contents . Next meeting will be April 19 , 1982
at 7 : 00 P . M . at the Water Tower .
NEW BUSINESS - Ron Cobb requested permission to install a septic system
on his lot at Rt . 126 & Deer Street in Fox Industrial Park due to the
unfeasibility of hooking up to the sanitary sewer at the present time .
Alderman Harker moved to allow Ron Cobb to install a septic system
for this property , seconded by Alderman Dollman . Motion carried 7-0 .
COMMITTEE REPORTS
FINANCE - Alderman Jennings reported thatHwage negotiations are 98%
complete . The next Finance Meeting is scheduled for March 29 , 1982
at 7 : 30 P .M . at the Water Tower .
POLICE - Chief Randall commended 5 officers of his department for
exhibition in a professional manner in apprehension in the armed robbery
situation . Commendation certificates were presented to Officers
Reuter , Calvert , Sibenaller and Martin .
TREES & PARKS - Alderman Beach reported that portable restrooms will
be set out at the ball parks at Mill St . & Rt. 126 and E . Van Emmon
Street along with two at the Glen D . Palmer Dam area .
FUTURE PLANNING - Alderman Pierce reported that a recycling program
will begin at the end of April at the Y-mart on a once-a-month basis
starting with aluminum cans .
HEALTH & SANITATION - Alderman Pierce moved to approve Tri -County
Scavenger Service ' s increase in rates of 25 per unit , seconded
by Alderman Harker . Roll Call vote was taken as follows :
Pierce - Aye Dollman - Aye Jennings - Aye
Simmons - Aye Small - Aye Beach - Aye
Harker - Aye
Motion carried 7-0 .
LIBRARY BOARD - Alderman Beach announced the next meeting will be
March 29 , 1982 at 7 : 30 P .M . at the Library.
YBS BOARD - Alderman Jennings reported that sludge drying beds bids
were opened and awarded to low bidder .
Alderman Harker moved to adjourn the meeting , seconded by Alderman
Jennings . Motion carried 7-0 .
