MINUTES OF THE REGULAR MEETING OF THE CITY COUNCIL OF THE UNITED CITY OF
THE VILLAGE OF YORKVILLE , KENDALL COUNTY , ILLINOIS HELD AT CITY HALL ON
APRIL 22 , 1982 .
'Mtiyor Thanepohn called the meeting to order at 8 : 00 and led the Council
in the Pledge of Allegiance to the Flag .
Clerk Erickson called the roll as follows :
Ward 1 - Beach Ward 2 - Harker Ward 4 - Jennings
Small Tilton Simmons
Aldermen Dollman & Pierce were absent from Ward 3. A quorum was establish-
ed .
Alderman Jennings moved to waive the reading of the Minutes from the
April 8 , 1982 meeting and approved said minutes as presented , seconded
by Alderman Small . Motion carried 6-0 .
ATTORNEY ' S REPORT - Alderman Jennings moved to pass ORDINANCE #1982- 11
entitled "AN ORDINANCE PROVIDING FOR THE ISSUE OF $ 110 , 000 WORKING CASH
FUND BONDS OF THE UNITED CITY OF THE VILLAGE OF YORKVILLE , KENDALL
COUNTY , ILLINOIS , AND FOR THE LEVY OF A DIRECT ANNUAL TAX SUFFICIENT TO
PAY THE PRINCIPAL AND INTEREST ON SAID BONDS" . Motion was seconded by
Alderman Tilton . Roll call vote was taken as vollows :
Beach - Aye Jennings - Aye Tilton - Aye
Harker - Aye Small - Aye Simmons - Aye
Motion carried 6-0 . Aldermen Dollman & Pierce were absent from voting .
Alderman Tilton moved to adopt RESOLUTION #82- 1982 entitled "A RESOLUTION
AUTHORI7ING10ERTAIN LINE ITEM TRANSFERS FOR THE 1981 - 1982 BUDGET OF THE
UNITED CITY OF THE VILLAGE OF YORKVILLE" , seconded by Alderman Jennings .
Roll call vote was taken as follows :
Simmons - Aye Tilton - Aye Harker - Aye
Jennings - Aye Beach - Aye Small - Aye
Motion carried 6-0 . Aldermen Dollman & Pierce were absent from voting .
MAYOR ' S REPORT - Mayor Thanepohn read a Proclamation setting the
week of May 10 through May 15 , 1982 as Municipal Clerk ' s Week.
Mayor Thanepohn read a Proclamation setting the week of May 3 , 1982
as Heart Risk Factor Awareness Week.
Mayor Thanepohn announced a meeting with the Kendall County Board to
be held April 29 , 1982 at 8 : 00 P . M. at the Water Tower Conference Room
and asked that all City Council be present .
Mayor Thanepohn announced the Annual Mayors Prayer Breakfast will be held
June 3 , 1982 at Aurora College. Tickets are available for $5 . 00 each .
Anyone interested may contact the Mayor .
Mayor Thanepohn reported the Yorkville High School band and chorus will
perform at 7 : 00 P . M. at the May 15 , 1982 White Sox Game in Chicago.
Park Director Heth is making arrangements for busses and tickets in
coordination with Bill Carpenter of the High School . The night will
be designated as "Yorkville Night at White Sox Park". Any wishing to
ride a bus must wear red to board the bus . Mayor Thanepohn urged the
City Council to encourage support . The City Office Phone Number 553-7079
will be used as a clearing house for reservations .
Mayor Thanpohn read the Park Director , Suzzette Heth ' s report to the
Council .
BUSINESS & ECONOMIC DEVELOPMENT COMMISSION - Alderman Jennings reported
on the results of the Community Econimic Development Evaluation Survey
done by Vicki L . Dietmeyer of the DCCA. At this point it must be
decided in what direction to go in development . Also , to consider hiring
a professional for guidance for reactivating efforts of the lost programs
as well as reactivating volunteers . Mayor Thanepohn requested the
Council keep the survey report for future reference.
PLAN COMMISSION - Alderman Simmons reported the meeting scheduled for
April 27 , 1982 is cancelled due to lack of agenda .
PARK COMMISSION - The matter of screening for the lights , sprinklers ,
windows , etc. , for the Beecher Building was referred to committee for
discussion .
HUMAN RESOURCE COMMISSION - Alderman Small reported on the April 19 , 1982
meeting . The Social Services list is being completed and will appear
in the next Chamber of Commerce booklet . There were 105 donors in the
last blood drive. The Commission is now working on the 3rd Annual
Humanitarian Award to be presented on July 4 , 1982 .

KENDALL FAMILY & YOUTH SERVICES - Alderman Small reported the annual meet-
ing was held April 14 , 1982 with speaker Rep . Tom Corcoran .
SENIOR CITIZEN REPRESENTATIVES - Mrs . Stafford invited everyone to join
the Senior Foxes at their annual potluck on May 20 , 1982 . Mr. Kahout
on behalf of the Senior Citizens thanked the City and offered appreciation
for the Beecher Building and the fact that there are now no stairs to
climb to attend the luncheon .
COMMITTEE REPORTS
BUILDING & ZONING - Alderman Simmons reported there is some activity
regarding !lildwood Annexation and are hoping the materials are
ready for the committee meeting scheduled for June 3 , 1982 at 8 : 00
P . M . at the Water Tower. He asked that all City Council be present
at the meeting .
STREETS & ALLEYS - Alderman Simmons announced there will be a committee
meeting April 29 , 1982 following the meeting with the Kendall County
Board.
FINANCE - Alderman Jennings moved to approve the final payment to Perkins
Builders in the amount of $ 14 , 736 , seconded by Alderman Tilton . The
amount of $26 , 400 is being retained pending architect ' s certification
and approval . Roll call vote was taken as follows :

Motion carried 6-0 . Aldermen Dollman & Pierce were absent from voting.
Alderman Jennings moved to approve the Proposed Salary Increases for
the City Employees for the Fiscal Year 1982-83 as presented , seconded
by Alderman Simmons . Roll call vote was taken as follows :

Motion carried 6-0 . Aldermen Dollman & Pierce were absent from voting .
Alderman Tilton moved to pass ORDINANCE # 1982- 12 entitled "AN
ORDINANCE ADOPTING THE ANNUAL BUDGET FOR THE FISCAL YEAR 1982- 1983
OR THE UNITED CITY OF THE VILLAGE OF YORK1/ ILLE" , seconded by Alderman
Jennings . Roll call vote was taken as follows :
Tilton - Aye Harker - Aye Jennings - Aye
Simmons - Aye Small - Aye Beach - Aye
Motion carried . Aldermen Dollman & pierce were absent from voting .
Alderman Jennings moved to Amend the Liquor Ordinance in the Package
Liquor category , deleting $ 1 , 000 annually to $750 annually , to be
effective May 1 , 1982 , seconded by Alderman Simmons . Roll call vote
was taken as follows :
Simmons - Aye Harker - Aye Small - Aye
Beach - Nay Tilton - Aye Jennings - Aye
Motion carried 5- 1 . Aldermen Dollman and Pierce were absent from
voting .
Alderman Jennings moved to refer the requests of the Yorkville
Public Library to committee for further study due to not receiving
them in time to be fully reviewed by the Council before the meeting ,
seconded by Alderman Tilton . Motion carried 6-0.
POLICE - Alderman Sma- 1 reported there will be a committee meeting
April 29 , 1982 at 7 : 30 P . M . Also , the Sports Boosters are sponsoring
the Red Fox Run May 8 , 1982 at 9 : 00 A. M . to begin in front of Parkview
school . A P . A. system will be provided as well as police escort .
TREES & PARKS - Alderman Beach reported the Public Works crew has
replanted the trees blown over by the recent storm and also staked
them . Alderman Small added that John Church of the Extension Service
will provide plans for landscaping at the Beecher Building if needed .
LIBRARY BOARD - Alderman Beach noted that he will convey to the Library
Board that the Resolution presented to the City Council will be tabled
until the next meeting and guarantee to them that no payroll will be lost
because of it .
Alderman Jennings moved to adjourn the meeting , seconded by Alderman
Small . Motion carried 6-0 .
