MINUTES OF THE REGULAR MEETING OF THE CITY COUNCIL OF THE UNITED CITY
OF THE VILLAGE OF YORKVILLE , KENDALL COUNTY, ILLINOIS , HELD AT CITY
HALL ON MAY 13 , 1982 .
Mayor Thanepohn called the meeting to order at 8 : 00 P.M. and led the
Council in the Pledge of Allegiance to the Flag.
Clerk Erickson called roll as follows :

Alderman Small moved to waive the reading of the minutes and approve
the minutes of the April 22 , 1982 meeting as presented , seconded by
Alderman Jennings . Motion carried 7-0 .
The reading of the bills was waived . Alderman Jennings moved to
authorize payment of the bills as presented , seconded by Alderman
Pierce . Roll call vote was taken as follows :

Motion carried 7-0 . Alderman Beach was absent from voting .
ATTORNEY ' S REPORT - Alderman Jennings moved to pass ORDINANCE #1982-13
entitled "AN ORDINANCE AMENDING AN ORDINANCE CONCERNING ALCOHOLIC
LIQUORS IN THE UNITED CITY OF THE VILLAGE OF YORKVILLE" , decreasing
the license fee for Package Class only from $500 . 00 for a six-month
period to $375 .00 for a six-month period . Motion was seconded by
Alderman Tilton. Roll call vote was taken as follows :

Simmons - Aye Harker - Aye Small - Aye
Pierce - Aye
Motion carried 7-0 . Alderman Beach was absent from voting .
Attorney Dickson has requested a survey of the parcel of land
Mr . Stark is now giving to the City.
Attorney Dickson reported that the Working Cash Bond paperwork
is near completion , awaiting documents and that the bonds are printed.
MAYOR' S REPORT - Alderman Simmons moved to approve the Committee
Appointments for the City of Yorkville for the fiscal year 1982-83 ,
seconded by Alderman Tilton . Motion carried 7-0 .
Mayor Thanepohn read the Proclamation regarding Hillside Nursing
Home and setting forth the week of May 9 , 1982 at "Nursing Home
Week" .
Mayor Thanepohn read a letter from Joyce Beverages stating the
aluminum can recycling truck will be at the Y-mart parking lot
on May 19 , 1982 from 12 Noon to 4 : 00 P.M.
Mayor Thanepohn reported that a Certificate of Commendation was
received from the Illinois E .P.A. in recognition of the contributions
of the City towards protecting the health in 1982 for providing
safe drinking water that has met or exceeded water quality standards .
Mayor Thanepohn reported that a letter was received from the Governor ' s
office regarding professional recruiting assistance for municipalities
for critical staffing needs . There will be a meeting for further
discussion on May 28 , 1982 at 1 : 00 P.m. at the Water Tower Conference
Room with a representative of the program. Alderman Tilton requested
that whoever attends ask about fre consultation services in regards to
data processing , etc.
Mayor Thanepohn reminded the Council of the Hometown Awards Conference
and brochures were passed out to each member . It will be held May 24 ,
1982 with the conference thru the day and the banquet and awards given
out in the evening . Susan Afleck-Childs of the Dept . of Commerce &
Community Affairs was here with the judges . Deadline for reservations
for the conference is May 19 , 1982 .

Mayor Thanepohn reported that 98 tickets have been sold for the
Yorkville Night at Sox Park. Two busses will be going into the game .
Alderman Jennings moved to adopt Mayor Thanepohn ' s Committee Schedule
of Meetings as presented , seconded by Alderman Small . Motion carried
7-0 .
Mayor Thanepohn does not have the Commission appointments ready at
this time .
Mayor Thanepohn reported that the KEndall County Board voted 5-4
not to hold a Public HEaring regarding the property at 501 S . Main
Street . He noted that it was significant that 3 our of 4 who attended
the meeting with the City regarding the matter voted to have a Public
Hearing.
TREASURER - Alderman Jennings moved to approve the Treasurer' s Report
as submitted , seconded by Alderman Tilton . Motion carried 7-0 .
POLICE - Chief Randall reported that there is a delay in obtaining
buoys at the Palmer Dam site and they should be in within a week .
Chief Randall reported that the Police Department have some leads on
the recent burglary of the City Offices at 610 Tower Lane .
Chief Randall read a letter from the City of Sandwich in reference
to the assistance given by Officers Barna & Siebenaller for investi-
gative help.
Chief Randall , Administrative Assistant Madden and Alderman Pierce
will attend a Disaster Management Update Meeting in Bloomingdale
on May 19 , 1982 .
Alderman Dollman moved to approve the Police Department Report
seconded by Alderman Small . Motion carried 7-0 .
ADMINISTRATIVE ASSISTANT - Administrative Assistant Madden reported
that he received a letter from Kendall County' s Buildings & Grounds
Chairman quoting sections of BOCA regarding inspections . Mr . Madden
answered with a letter requesting submission of their plan for review
to him or to submit it directly to BOCA for review since Kendall County
is a member of the organization , and then submit their revised plans
to the City of Yorkville Building Inspector for review. To date
he has received no reply . There are extensive differences between
private and public use of a building.
A list is being finalized and there is approximately $3500 of missing
cash , property items &damaged items .
Alderman Jennings moved to approve the Administrative Assistant ' s
reports , seconded by Alderman Simmons. Motion carried 7-0 .
BRISTOL KENDALL FIRE DEPARTMENT - Alderman Harker will obtain more
information regarding the City being asked by the Fire Department
to be responsible for a donation when the Ottawa Rescue Squad is called
in to assist at the dam since the City Park is adjacent to the dam.
EMERGENCY MEDICAL SERVICE - Alderman Pierce reported that an Emergency
EQuipment Driving Safety Program will be held at Waubonsee Community
College May 26 ,27 & 28 , 1982 .
SCHOOL COMMUNITY - Alderman Dollman moved to authorize Attorney
Dickson to negotiate an intergovernmental agreement with the Yorkville
School District concering construction and future maintenance of
recreational facilities of the game farm property. Motion was seconded
by Alderman Jennings . Roll call vote was taken as follows :

Motion carried 7-0 . Alderman Beach was absent from voting.
KENDALL COUNTY EMERGENCY SERVICES & DISASTER - Alderman Small reported
the next meeting will be May 20 , 1982 at the KEndall County Annex
Building in the basement.
KENDALL FAMILY & YOUTH SERVICES - Alderman Pierce reported that Jeffrey
May is the new President and the next meeting will be June 3 , 1982 at
5 : 00 P.M.

CITIZEN COMMENTS - Mr . & Mrs . Richard Randall , residents of 501 S . Main
Street in Yorkville presented a petition requesting the City Council to
petition the Kendall County Board for a Public Hearing due to the lack
of of proper zoning at 505 S. Main Street. Discussion followed .
Alderman Tilton moved to authorize Attorney Dickson to draft a Resolution
conveying the City Council ' s displeasure with the Kendall County Board ' s
decision on not allowing a Public Hearing in such an important issue
as rezoning of the property at 505 S . Main Street in Yorkville , seconded
by Alderman Jennings . Roll call vote was taken as follows :

Dollman - Nay
Motion carried 5-2 . Alderman Beach was absent from voting.
OLD BUSINESS - Alderman Jennings moved to adopt RESOLUTION #83-1982
requesting construction of an access to Game Farm Road from the
Beecher Community Building, seconded by Alderman Tilton . R011 call
vote was taken as follows :

COMMITTEE REPORTS
BUILDING & ZONING - Alderman Simmons reminded the Council that the June 3 ,
1982 meeting with Wildwood representatives is still scheduled .
WATER - Alderman Simmons moved to accept the proposal of Leary Constructior
Co. for safety equipment to inspect the Water Tower at a cost of $1 ,500 ,
seconded by Alderman Tilton . Roll call vote was taken as follows :

Motion carried 7-0 . Alderman Beach was absent from voting.
POLICE - Alderman Small moved to authorize Attorney Dickson to draw up
a Resolution establishing the captain position in the Police Department
in addition to the present sergeant position with a probationary period
until May 1 , 1983 . Motion was seconded by Alderman Pierce . Roll call
vote was taken as follows :

Motion carried 7-0 . Alderman Beach was absent from voting .
Chief Randall presented bids for a new typewriter for the Police Depart-
ment . Alderman Tilton suggested that it was advisable to look into
a Word Processor at this time . The Police Dept . will hold the type-
writer bids while Alderman Tilton obtains more information on word-
processing for the City.
Alderman Small reported that phone stickers with emergency numbers
on them have been purchased and the Bristol-Kendall Fire District will
be requested to absorb half of the cost.
Chief Randall reported on the Micro-alert Pendant for the handicapped
with the automatic dialing into the telephone system. The cost is
approximately $500 per unit for trial use . They are hoping to obtain
outside support for this program.
Alderman Small reported that one bid has been secured for the conversion
of the squad cars to L.P. Gas . The savings pay for the conversion during
only one year of operation.
PUBLIC PROPERTY & BUILDINGS
Alderman Dollman moved to authorize Attorney Dickson to draw up a
Resolution requesting Yorkville-Bristol Sanitary District to waive
the hook-up fees for the Yorkville Public Library Building that is
being constructed, seconded by Alderman Jennings . Motion carried 7-0 .
Alderman Dollman moved to authorize the Police Chief to obtain
bids up to $1500 for central air-conditioning for the Police Department
building upon committee recommendation and to return bids to committee
for a decision , seconded by Alderman Small. Motion carried 7-0 .

Administrative Assistant Madden will check the windows at the Beecher
Building to see if they are shatter-proof glass .
LIBRARY BOARD - Alderman Jennings referred to a letter from Mary Thomas ,
Head Librarian regarding no need for further adjustment to the budget as
they are receiving IMRF .
Alderman Jennings moved to table the Library' s request for $12 ,000 ,
seconded by Alderman Small.
Alderman Dollman reported he has received a complaint regarding the
exposure of the large pipe in the arts & crafts room. Administrative
Assistant Madden responded that when the storage area is closed in
with shelving , etc . the pipe will be on the inside out of site .
Alderman Harker moved to adjourn the meeting, seconded by Alderman
Tilton . Motion carried 7-0 .
