MINUTES OF THE REGULAR MEETING OF THE CITY COUNCIL OF THE UNITED CITY OF
THE VILLAGE OF YORKVILLE , KENDALL COUNTY, ILLINOIS HELD AT CITY HALL ON
MAY 27 , 1982 .
Mayor Thanepohn called the meeting to order at 8 : 00 p.m. and led the
Council in the Pledge of Allegiance to the Flag.
Clerk Erickson called roll as follows :
Ward 1 - Beach - Present
Small - Present
Ward 2 - Harker - Present
Tilton - Absent
Ward 3 - Dollman - Present
Pierce - Present
Ward 4 - Jennings - Present
Simmons - Present
A quorum was established.
Alderman Simmons moved the reading of the minutes from the May 13 ,
1982 meeting be waived and approved as presented , seconded by Alderman
Jennings . Motion carried 7-0 .
ATTORNEY ' S REPORT - Alderman Dollman moved to adopt RESOLUTION #84-1982
entitled "A Resolution Amending the Police Department Organizational
Structure of the United City of the Village of Yorkville" , with the
following amendments :
Page 2 - 1 .4 . 3 - Line 1 - Add "for such purposes"
Page 2 - 1 .4 . 3 - Line 3 - Delete "Supervisor" and Add "Sergeant"
Motion was seconded by Alderman Small . The Resolution creats the
office of Captain to receive the sum of $100 .00 per month for super-
visory duties and such pay as formerly received by the Sergeant .
Roll call vote was taken as follows :
Beach - Aye Jennings - Aye Pierce - Aye
Harker - Aye Dollman - Aye Small - Aye
Simmons - Aye
Motion carried 7-0 . Alderman Tilton was absent from voting.
Alderman Jennings moved to adopt RESOLUTION #85-1982 entitled "A
Resolution of the United City of the Village of Yorkville Requesting
Waiver of Hook-on Fees for the Yorkville Public Library , of the
Yorkville-Bristol Sanitary District" , seconded by Alderman Dollman .
Roll call vote was taken as follows :

Pierce - Aye Jennings - Aye Beach - Aye
Small - Aye
Motion carried 7-0 . Alderman Tilton was absent from voting.
Aldernan Jennings moved to adopt RESOLUTION #86-1982 entitled "A
Resolution of the United City of the Village of Yorkville Concerning
Usage of Property by the County of Kendall Located at the Northwest
Corner of South Main and Fox Road in the City of Yorkville" , seconded
by Alderman Simmons . Roll call vote was taken as follows :
Simmons - Aye Pierce - Abstain Beach - Aye
Harker - Nay Small - Aye Dollman - Nay
Jennings - Aye
Motion carried 5-2 .
Attorney Dickson reported that he attended a meeting between the
School District & the City regarding an agreement for proceeding with
the football field relocation. The school District will fund the pro-
ject and the remaining land will be on a 50/50 maintenance contract
to be set up in a similar manner as the tennis court agreement . Insur-
ance will be negotiated .
Mr . Bazan will be contacted regarding the unsatisfactory planting of
trees and whether or not he wishes to honor the agreement made with
the City. They are to be removed around the Beecher Building by
June 4 , 1982 for the open house on June 6 , 1982 .
MAYOR' S REPORT - Mayor Thanepohn reported that he and Administrative
Assistant Madden attended the Hometown Awards Conference and altho
no award was received , valuable information on Economic Development
was obtained.
PLAN COMMISSION - Alderman Simmons reported the May Plan Commission
meeting was cancelled due to lack of agenda.
PARK COMMISSION & TENNIS COURTS - Alderman Beach reported the next
meeting will be Tuesday, June 15 , 1982 .

HUMAN RESOURCE COMMISSION - Alderman Beach reported the meetings are
usually held on the third Monday of each month .
EMERGENCY MEDICAL SERVICE - Alderman Pierce reported that the first day
of the 3-day seminar had been attended on regarding emergency driving
maneuvers .
KENDALL COUNTY EMERGENCY SERVICES & DISASTER - Alderman Small reported
on the May 20 , 1982 meeting. A state representative was present with
information on the nuclear plant. There will be a mock nuclear dis-
aster test held.
SENIOR CITIZEN REPRESENTATIVE - Mrs . Baker reported that the room at
the Beecher Building was overflowing at their first meeting , mostly
due to there being no steps for the Senior Citizens to have to climb.
CITIZEN COMMENTS - Barry Niles presented information regarding future
use of the ball fields when completed on the Athletic Field Complex .
The softball leagues would support the field with a $500 per team per
year entry fee and are now 8 teams that would probably be expanded
upon . There may be an opportunity to utilize the lights at their
present field by moving them, with poles being put in at no cost.
Mr . Niles will keep in contact with Alderman Beach and Alderman Doll-
man.
OLD BUSINESS - Alderman Dollman moved that upon the recommendation
of the architect John P. McCaslin , III of James B. Clarage & Associates
the bids be awarded to the low bidders (see original attachment) as
presented , seconded by Alderman Small . Eoll call vote was taken as
follows :

Harker - Aye Dollman - Aye Small - Aye
Simmons - Aye
Motion carried 7-0 . The total was approximately $50 ,000 under
the architects estimate .
COMMITTEE REPORTS
BUILDING & ZONING - Alderman Simmons reminded the Council of the
meeting with Wildwood representatives on June 3 , 1982 at 8 : 00 P.M.
at the Water Tower.
WATER - Alderman Simmons reported that a demonstration meeting will be
held June 2 , 1982 at 2 : 00 P .M. at the Water Tower regarding Power
Hydraulic Equipment.
POLICE - Alderman Small moved to authorize purchase of an IBM Selectric
III at a cost of $879 .00 for the Police Department , less trade in of
$255 through IBM or sale at $350 to a private party, seconded by
Alderman Dollman . Roll call vote was taken as follows :

Motion carried 7-0 .
PUBLIC PROPERTY & BUILDINGS - Alderman Simmons moved to direct
Administrative Assistant Madden to draw up specifications for central
air-conditioning at the police department to obtain bids and author-
ize the committee to expend up to $1500 .00 for the unit . Motion was
seconded by Alderman Small . Roll call vote was taken as follows :

Jennings - Nay Dollman - Aye Harker - Aye
Simmons - Aye
Motion carried 6-1 .
Alderman Dollman reported the glass at the Beecher Building is not
shatterproof , but the door glass is shatterproof.
Mayor Thanepohn reminded the Council and press of the Beecher Building
open house on June 6 , 1982 to begin at 1 :45 P.M.
HEALTH & SANITATION - Officer Millen is working on the bad weed areas
of the city. The city will take care of the weeds on the Game Farm
property.
Alderman Jennings moved to adjourn the meeting , seconded by Alderman
Small . Motion carried 7-0 . _

Please advise this Office of City of Yorkville decision as to awarding of
Contracts so we can process Contracts.
