MINUTES OF THE REGULAR MEETING OF THE CITY COUNCIL OF THE UNITED CITY OF
THE VILLAGE OF YORKVILLE , KENDALL COUNTY, ILLINOIS , HELD AT CITYCHALL ON
JUNE 24 , 1982 .
Mayor Thanepohn called the meeting to order at 8 : 00 P.M. and led the
Council in the Pledge of Allegiance to the Flag .
Clerk Erickson called the roll as follows :

WARD 2 - Tilton - Present
Harker - Present
WARD 3 - Dollman - Present
Pierce - Absent
WARD 4 - Simmons - Present
Jennings - Present
A quorum was established .
Alderman Simmons moved to waived the reading of the minutes from the
June 10 , 1982 meeting and approve the minutes as presented , seconded
by Alderman Dollman. Motion carried 6-0 .
MAYOR' S REPORT - Mayor Thanepohn requested Alderman Beach to present
the 3rd Annual Humanitarian Award at the 4th of July Ceremony on
July 5 , 1982 , in his absence .
OLD BUSINESS
Clerk Erickson received 5 sealed bids for central air-conditioning
for the Police Department , opened and read them as follows :
Jack Kane Heating & Air-Conditioning - Yorkville - $2 , 195 .00
Energy Services - Naperville - $1 ,822 . 00
Kendall Plumbing & Heating Co. - Yorkville - $1 ,925 .00
Artlip & Sons , Inc . - Aurora - $1 ,598 .00
Greiter ' s - Yorkville - $1 ,990 . 00 (Optional - $2 , 348 .00)
Alderman Jennings moved to empower the Police Committee to accept
the low bid of Artlip & Sons , Inc . for $1 ,598 .00 providing it meets
specifications , seconded by Alderman Tilton. Roll call vote was
taken as follows :
Simmons - Aye Tilton - Aye Dollman - Aye
Harker - Aye Jennings - Aye Beach - Aye
Motion carried 6-0 . Aldermen Small & Pierce were absent from voting.
NEW BUSINESS - Administrative Assistant Madden introduced Harvey Reif
of the Illinois Emergency Services and Disaster , Frank Johnson of
Commonwealth Edison and John Taylor of the Kendall County Emergency
Services & Disaster. In turn they relayed to the City Council
the plans of the Mock Dresden nuclear storage site disaster
exercise scheduled for Tuesday, June 29 , 1982 beginning approximately
at 6 : 00 P.M. The Yorkville High School has been designated a site
for evacuation of the handicapped . The program was explained ,
and questions were given answers , and chain of command discussed .
Administrative Assistant Madden extended an invitation from Baxter &
Woodman , Engineer Firm, to the City Council to join them in a boat
ride starting from Pottawatamie Park in St . Charles , at 5-7 P.M.
on July 9 , 1982 . Anyone wishing to attend should call the City Office
for reservation. Anyone attending is asked to be there by 4 : 45 P.M.
WATER - Alderman Simmons moved to propose to have Consulting Engineers
Baxter & Woodman , Inc . do preliminary engineering for the painting of
the water tower and also structural repair of the I-beams at Pumphouse
#3 , seconded by Alderman Jennings . Roll call vote was taken as
follows :
Tilton - Aye Simmons - Aye Beach - Aye
Harker - Aye Dollman - Aye Jennings - Aye
Motion carried 6-0 . Aldermen Small & Pierce were absent from voting.
EMERGENCY SERVICES & DISASTER - Alderman Jennings reminded the
Council of the meeting on July 1 , 1982 .
PUBLIC PROPERTY & BUILDINGS - Alderman Dollman reported that
landscaping plans have been received from the University of Illinois
for the Beecher Community Building.
FUTURE PLANNING - Alderman Tilton reminded the Council to have
their 5 goals per they are responsible for to present at the
August 19 , 1982 Committee-as-a-whole Meeting.

FINANCE - Alderman Tilton moved to approve Shorthand SW-161 Class at
Waubonsee Community College for Luanne Erickson as a required course
as per personnel policy, seconded by Alderman Jennings . Rollcall vote
was taken as follows :
Simmons - Aye Tilton - Aye Dollman - Aye
Harker - Aye Jennings - Aye Beach - Aye
Motion carried 6-0 . Aldermen Small & Pierce were absent from voting .
TREES & PARKS - Alderman Beach reported that Jim Brant of Heustis St.
has requested a check of the trees along the parkway by his home
for possible removal.
HEALTH & SANITATION - Officer Millen was requested by Alderman Beach
to send out a letter regarding the weeds at the W. Washington Street
burned out home .
LIBRARY BOARD - Alderman Jennings reported the packet was received
from Mary Thomas , Librarian.
Alderman Jennings moved to removed the stipulation to relieve the
library of the City Council ' s previous decision/o have them match
funds for their $10 , 000 Revenue Sharing Funds request , seconded by Alder-
man Beach . Discussion followed. Roll call vote was taken as follows :
Tilton - Nay Beach - Aye Jennings - Aye
Dollman - Nay Harker - Aye Simmons - Nay
Mayor Thanepohn - Nay
Motion defeated 3-4 . Aldermen Small & Pierce were absent from voting.
Alderman Beach is still a member of the Library Board until the new
appointments are made .
Alderman Simmons moved to adjourn the meeting , seconded by Alderman
Dollman . Motion carried 6-0 .
