City Council Minutes 1982 07-08-82 (191) MINUTES OF THE REGULAR MEETING OF THE CITY COUNCIL OF THE UNITED CITY OF THE VILLAGE OF YORKVILLE , KENDALL COUNTY , ILLINOIS , HELD AT CITY HALL ON JULY 8 , 1982 . Mayor Thanepohn called the meeting to order at 8 : 00 P .M. and led the council in the Pledge of Allegiance to the Flag. In the absence of Clerk Erickson , Deputy Clerk Madden sat in as Acting City Clerk. Roll was called as follows : Simmons - Present Harker - Present Small - Present Pierce - Present Beach - Present Tilton - Absent Jennings - Absent Dollman - Present A quorum was established . Alderman Beach noted that the minutes of June 24 , 1982 meeting listed York instead of Alderman Small . Acting Clerk Madden suggested that the individual copies be corrected and stated that the original copy had been corrected in the office. Alderman Dollman moved to waive the reading of the minutes from the July 24 , 1982 meeting and approve them as presented, with Alderman Beach ' s notation , seconded by Alderman Pierce . Motion carried 6-0 . Mayor Thanepohn introduced former City Clerk , Jim Brant as the only guest . Alderman Dollman moved to waive the reading of the bills and to approve them as presented , seconded by Alderman Simmons . Roll call vote was taken as follows : Pierce - Aye Harker - Aye Beach - Aye Simmons - Aye Tilton - Absent Dollman - Aye Small - Aye Jennings - Absent Motion carried 6-0 . Aldermen Tilton & Jennings were absent from voting. ATTORNEY ' S REPORT - Attorney Dickson reported that Working Cash Fund Bonds were finalized and would be delivered to Yorkville National Bank at 9 : 30 A.M. , Friday, July 9 , 1982 . MAYOR' S REPORT - Mayor Thanepohn read a copy of his letters to retiring members , Alderman Beach , Barry Mason & Robert Yuill of the Library Board. He then nominated Mary Ellen Ellis , Jim Brant and Alderman Jennings as the three new members to the board. Motion was made by Alderman Harker , seconded by Alderman Dollman to approve the nominations . Motion carried 6-0 . TREASURER' S REPORT - Motion was made by Alderman Dollman , second by Alderman Pierce to approve the Treasurer' s Report. Motion carried 6-0 . POLICE REPORT - Mayor Thanepohn reported on youth dance held at Beecher Community Center. He reported it as an extremely successful , well attended , well-policed , and well-chaperoned. Youths were enthusiastic and anxious to give credit to the city for providing the opportunity for good wholesome entertainment as a group endeavor. . . . something much better than driving the streets looking for something to do. Chief Randall read a 11 page summary of the ES&D exercise wherein handi- capped persons were evacuated from area of Dresden Nuclear Plant in a mock containment failure . Chief Randall as well as Alderman Beach and Small who acted as observers , were all favorably impressed with the exercise . Motion was made by Alderman Harker , seconded by Alderman Beach to accept the Police Report . Motion carried6-0 . ADMINISTRATIVE ASSISTANT' S REPORT - Note was taken of the 153 man-hours spent by Public Works Department caring for Beecher Building. Also, concern was expressed regarding Centel Cable TV-s laxity in the installation of their cable in the north section of the city. Attorney Dickson was directed by the council to correspond with Centel to obtain compliance with the intent of the ordinance . (192 ) Page 2 July 8 , 1982 Motion was made by Alderman Dollman , seconded by Alderman Small to accept the Administrative Assistant' s Report. Motion carried 6-0 . HUMAN RESOURCE COMMISSION - Alderman Beach reported that the Reverend Larry Rezash was 1982 recipient of "Humanitarian of the Year" Award. KENDALL FAMILY & YOUTH SERVICES - Mayor Thanepohn read a letter from Ms . Ruth Johnson of Kendall County Cooperative Extension Service regard- ing a fund drive to provide for a fall training program for area persons and asking for a donation from the City of Yorkville . Motion was made by Alderman Dollman , seconded by Alderman Pierce to donate $100. 00 to the fund. Roll call vote was taken as follows : Harker - Aye Pierce - Aye Beach - Aye Simmons - Aye Dollman - Aye Small - Aye Motion carried 6-0 . Alderman Tilton & Jennings were absent from voting. Letter was given to Alderman Pierce for following through . Administrative Assistant Maddefy reported that Marty Johnson is working with the Public Works Department through the CETA Program and is very satisfactory. BRISTOL-KENDALL FIRE DEPARTMENT - Alderman Harker reported that at the meeting on the pr6vious night there were complaints regarding the turn arrow at Van Emmon and 47 . Madden and Chief Randall Stated that repairs had been made a few days before and the arrow is operating correctly. WATER COMMITTEE - A Discussion was held regarding the feasibility of an ordinance calling for a charge for street cuts and having the cut patched and cared for by the city. It was decided to refer the matter to the streets committee for further study & research . Committee meeting will be on 7/15/82 . POLICE COMMITTEE - Meeting 7/15/82 to include a demonstration of the use of LP and of natural gas for operation of vehicles . PUBLIC PROPERTY & BUILDINGS - Alderman Dollman reported that procurement of trees for Beecher Building is in progress . TREES & PARKS - Alderman Beach reported that the committee had agreed to mail proposal forms to obtain prices on decorations for 14 various size poles . Decorations will consist of plastic wrap for the pole with a plastic bow at the top. Also, the committee is contacting McNElis Tree Service for his recommendation as to how to care for three trees on Heustis St. STREETS & ALLEYS - Chairman Harker reported that Baxter & Woodman Engineers had been engaged to prepare an estimate for work on Van Emmon at Heustis . Committee meeting will be on July 15 , 1982 . A discussion was held on the water problem at the west end of Wash- ington Street . The members directed the Administrative Assistant to engage Baxter & Woodman engineers to visit the site with Alderman Small to find a solution to the problem. HEALTH & SANITATION - Alderman Beach reported that letters had gone out to owners of overgrown lots and that a private contractor is now mowing the lots which still need it. Motion to adjourn was made by Alderman Dollman , seconded by Alderman Simmons . Motion carried 6-0 at 9 : 30 P.M.
