IS[INUTES OF THE REGULAR MEETING OF THE CITY COUNCIL OF THE UNITED CITY OF
THE VILLAGE OF YORKVILLE , KENDALL COUNTY, ILLINOIS , HELD AT CITY HALL ON
JULY 22 , 1982 .
Mayor Thanepohn called the meeting to order at 8 : 00 P.M. and led the
Council in the Pledge of Allegiance to the Flag.
Clerk Erickson called the roll . The following aldermen were present:
Harker Small Simmons Tilton
Dollman Jennings Pierce Beach
None were absent . A quorum was established .
Alderman Harker moved to waive the reading of the minutes from the
July 8 , 1982 meeting and approve them as presented , seconded by
Alderman Jennings . Motion carried 8-0 .
Guests were Reverend David Frederich & his son Eric , Tom Coziahr and
Jim Brant.
ATTORNEY ' S REPORT - Attorney Dickson reported that he has communicated
with a representative of the Cable Tv Company and the design of Country-
side Center has been reported to him to be completed , materials ordered
and construction tentatively scheduled for September , 1982 .
Attorney Dickson stated that in the future Ordinance should be read
publicly at the meeting before put to a vote before the Council .
MAYOR' S REPORT - Alderman Beach moved to approve Mayor Thanepohn' s
appointment of Tom Burgholzer as Emergency Services and Disaster Director ,
seconded by Alderman Harker . Motion carried 8-0 .
Alderman Beach moved to approve Mayor Thanepohn ' s appointments to
the Human Resource Commission as follows :
Ann Rezash , Chairman - 1985
Bessie Lough - 1985
Eda Coleman - 1985
Motion was seconded by Alderman Small . Motion carried 8-0 .
HUMAN RESOURCE COMMISSION - There will be another Blood Drive on
August 3 , 1982 .
PARK COMMISSION - The commission will sponsor a trip to the Cubs
Ball Game on July 28 , 1982 .
EMERGENCY MEB+CAL SERVICE - Alderman Pierce reported that a
Pig Roast is scheduled at the Bungalow on August 21 , 1982 .
SCHOOL COMMUNITY - Mayor Thanepohn presented the proposed contract
agreement received from Dr. Scholle for study by Council. Alderman
Tilton reported the Sports Boosters are most favorable and now
awaiting direction to proceed.
Alderman Harker moved to authorize expenditure of up to $2 ,000 to
prepare a topography map of the game farm property, seconded by Alderman
Dollman. Roll call vote was taken as follows :

Dollman - Aye Beach - Aye Tilton - Aye
Simmons - Aye Pierce - Aye
Motion carried 8-0 .
The cost will be shared 50/50 with the School District.
CITIZEN COMMENTS - Tom Coziahr asked the Council to take the water
problem at the east end of E . Fox Street into consideration. Alderman
Harker reported that the matter has been discussed and Baxter & Woodman
Engineering Firm will look at it the next time a representative is in
the area and present a recommendation.
COMMITTEE REPORTS
BUILDING & ZONING & WATER - Alderman Simmons reported that there will
be a committee meeting on August 5 , 1982 at 8 : 00 P.M.
POLICE - Alderman Small reported that a demonstration was given by
F. S . representatives on usage of propane for powering of cars .
PUBLIC PROPERTY & BUILDINGS - Alderman Dollman reported that he received
a letter from Representative Hastert stating that only seedling trees
are available from state programs .

Alderman Dollman reported that the Beecher Building will receive
75% of it' s electric at no charge which amounts to approximately a
$5 ,000 yearly savings .
Alderman Doliman reported that the regularly scheduled committee meeting
for July 29 , 1982 is cancelled and rescheduled to the August 5 , 1982
meeting .
FUTURE PLANNING - Alderman Tilton reported the next committee meeting
is July 29 , 1982 at 8 : 00 P.M.
Janice Morrisey is replacing Vickie Dietmeyer of the Dept. of Commerce
& Community Affairs and will be attending the August 19 , 1982 committee
as a whole meeting .
FINANCE - Alderman Tilton reminded the Council the Tax Levy is due in
the Kendall County Clerk ' s office by September 14 , 1982 (2nd Tuesday of
September) . Recommendations by Committee should be presented by
September 2 , 1982 and presented to the Council for passage on September 9 ,
1982 .
TREES & PARKS - Alderman Beach moved that on committee recomendation for $550
the two trees be removed that are located on the east side of Heustis
Street just south of Van Emmon Street, seconded by alderman Pierce . Roll
call vote was taken as follows :

STREETS & ALLEYS - Alderman Harker reported on the July 15 , 1982
committee meeting.
Alderman Harker moved to have Baxter &' Woodman proceed the E . Van Emmon
through Heustis Street intersection project , which would include
surfacing , sidewalk ,curb & gutter on west side of Heustis ,at estimated
cost of $56 ,000 excluding engineering. Motion was seconded by Alderman Jen-
nings . Roll call vote was taken as follows :

Pierce - Aye Jennings - Aye Doliman - Aye
Harker - Aye Simmons - Aye
Motion carried 8-0 . The bricks in the sidewalk from the bank to the
corner of Heustis Street will be removed and saved by City Crew.
Also discussed at the meeting were the E . Fox St. & W. Washington St .
water problems .
HEALTH & SANITATION - Alderman Beach reported that Officer Millen had
written letters to 36 properties with weed violations . Of these 13
have complied, 14 have verbally agreed and 7 have not yet been identified
as to the owner of the property. Progress is being made in control of
the weed problem.
LIBRARY BOARD - Alderman Beach moved that the City delete the request
for matching funds for receiving Revenue Sharing funds contingent on
the City' s receipt of the money. Attorney Dickson stated the motion
was out of order due to the motion having to be made by a member who
voted to defeat the original motion and to the best of his knowledge
an absent member is considered as voting with the majority and could
not make the motion either. Alderman Beach then withdrew his motion .
YBS BOARD - Alderman Jennings reported the next meeting will be July
26 , 1982 .
Alderman Dollman moved the meeting be adjourned , seconded by Alderman
Harker . Motion carried 8-0 .
