MINUTES OF THE REGULAR MEETING OF THE CITY COUNCIL OF THE UNITED CITY OF
THE VILLAGE OF YORKVILLE , KENDALL COUNTY, ILLINOIS , HELD AT CITY HALL ON
AUGUST 26 , 1982 .
Mayor Thanepohn called the meeting to order at 8 :00 P.M. and led the
Council in the Pledge of Allegiance to the Flag .
Clerk Erickson called the roll as follows :
Ward 1 - Small - Present
Beach - Present
Ward 2 - Tilton - Present
Harker - Absent
Ward 3 - Pierce - Absent
Dollman - Present
Ward 4 - Simmons - Present
Jennings - Present
A quorum was established.
Alderman Dollman moved the reading of the minutes from the August 12 , 1982
meeting be waived and approved as presented , seconded by Alderman Jennings .
Motion carried 6-0 .
Alderman Harker arrived at 8 :05 P.M.
ATTORNEY ' S REPORT - Attorney Dickson presented the tentative Tax Levy
Ordinance to the council showing a 46 .8% increase over $181 ,585 .00 from
the previous year . This represents an increase of approximately
$22 ,000 for the Yorkville Public Library and approximately $55 ,795 for
the retirement of a portion of the working cash fund bonds . Under the
Truth & Taxation Law there is a need for a public hearing to be held
preceding the next City Council meeting.
Alderman Tilton moved to adopt the Tentative Tax Levy and authorize
publication for the Public Hearing to be held at City Hall on September 9 ,
1982 at 8 : 00 P.M. , seconded by Alderman Simmons . Motion carried 6-1 .
SCHOOL COMM. - Alderman Tilton moved to authorize expenditure of $100
in prizes in the form of Savings Bonds for a Water Tower Logo Contest
sponsored by the Student Council & Youth Advisory Commission and authorize
the Mayor to appoint a citizen ' s committee to judge the submitted entries .
Motion was seconded by Alderman Harker . Motion carried 7-0 . Alderman
Tilton will submit the request to the high school to include the Jr . High
students in the contest .
PLAN COMM,. - Alderman Simmons reported=. on Plan Commission unanimous
recommendation for approval of F.W. Witt Company' s request for rezoning
from B-3 Special Use to M-l. The Plan Commission also will_'hGld�meetings
every 3-4 months t4_review::past decisions and for discussion and study
on Phase 2 of the Comprehensive Plan .
Alderman Simmons reported that the Plan Commission plans to meet every
3-4 months to review past decisions and work on Phase 2 of the Compre-
hensive Plan.
HUMAN RESOURCE COMMISSION - Alderman Beach read a letter from the Council
of EXceptional Children informing of their services . He requested the
Clerk to forward the letter the the commission chairman .
CITIZEN COMMENTS - Tom & Marilyn Muerder and Denny & Linda Moore addressed
the Council regarding the burned out home on Dickson Court and the vacant
homes of Wessel Construction . Attorney Dickson was requested to try to
ascertain who the present owners of the property in question are and to
include the burned-out home on West Washington Street.
OLD BUSINESS - Alderman Simmons moved to approve F.W. Witt & Company ' s
rezoning request from B-3 Special Use to M-1 , seconded by Alderman
Jennings . Roll call vote was taken as follows :

Motion carried 7-0 .
COMMITTEE REPORTS
WATER Alderman Simmons reported that bid advertising will be
submitted to the Kendall County Record for sealed bids for repainting
the interior and exterior metal surfaces of the elevated water tank and
are due at the Clerk ' s Office at 610 Tower Lane by 9 : 00 A.M. , September 21 ,

1982 and will be publicly opened and read at that time . An option for
the logo for the water tower will be added to the specifications .
PUBLIC PROPERTY & BUILDINGS - Alderman Doliman submitted a quotation
from Winding Creek Nursery & Garden Center, Inc . for trees for the Beecher
Building for $2 ,368 . 00. Hinsdale Nursery has previously submitted a
quotation for $1 ,922 .00 . The two proposals will be submitted to the
committee for discussion on September 16 , 1982 .
Mayor Thanepohn reported that the Wildwood proposed annexation would
be discussed at the September 16 , 1982 committee meeting, also.
Alderman Doliman reported the topography for the Game Farm property
is finished and now needs to be drawn up with the fields properly
placed.
FUTURE PLANNING - Alderman Dollman submitted the Public Works employees
list of objectives for the future planning committee to review. The
clerk was requested to make copies for all aldermen.
Alderman Tilton reported on the August 19 , 1982 future planning meeting.
Number one priority was the Game Farm property development following
with : computerizing the city; street repair program; long-range financial
plan; Wildwood annexation; encourage light industry; water tower on
south side of city; municipal complex & Compresensive Plan Phase 2 .
Alderman Dollman has spoken with Vernon Strong in regards to computerized
water billing for the city.
FINANCE
Alderman Tilton cancelled the meeting scheduled for September 2 , 1982 .
SEWER
Alderman Jennings cancelled the committee meeting scheduled for Septem-
ber 2 , 1982 .
TREES & PARKS - Alderman Beach reported the Farmer ' s Market sign was
up in the city park, authorized by perpetual ordinance .
Alderman Beach requested the trees at the Beecher Building be
straightened.
STREETS & ALLEYS - Alderman Harker reported on the August 17 , 1982
committee meeting. Washington Street was discussed . Alderman Harker
distributed the engineer ' s report regarding E . Fox Street .
Alderman Harker moved to authorize the city Public Works crew to
remove the dirt from the ditch from Vial ' s ,property on E . Fox St.
and open the culvertsuaqulPVial' s and Coziahr' s driveways , seconded
by Alderman Dollman . Motion carried 7-0 .
Alderman Harker moved to authorize IDOT to preceed withmaintenance
of streets and highways by Municipality under the Illinois Highway
Code , the estimate of cost being $55 ,000 from MFT funds , seconded by
Alderman Jennings . - Rol:] call vote was taken as follows :

Motion carried 7-0 .
Alderman Harker moved to adopt RESOLUTION #88-1982 for maintenance
of streets and and highways by municipality under the Illinois Highway
Code with MFT funds in the estimated amount of $55 ,000 , as per specifi
cations , seconded by Alderman Small. Roll call vote taken as follows :

Jennings - Aye
Motion carried 7-0 .
Alderman Beach reported that a small tree needs to be removed from a
stop sign on the northeast corner of Heustis & E . Washington streets .
LIBRARY BOARD - Alderman Jennings reported that the library reports
have been distributed to all council members and that the shelving
purchased from Oswego Library is to be sold.
Alderman Harker moved to adjourn the meeting , seconded by Alderman
Jennings . Motion carried 7-0 .
