MINUTES OF THE REGULAR MEETING OF THE CITY COUNCIL OF THE UNITED CITY OF
THE VILLAGE OF YORKVILLE , KENDALL COUNTY, ILLINOIS HELD AT CITY HALL ON
SEPTEMBER 23 , 1982 .
Mayor Thanepohn called the meeting to order at 8 : 00 P.M. and led the
council in the Pledge of Allegiance to the Flag.
Clerk Erickson called roll as follows :
Ward 1 - Small - Present
Beach - Present
Ward 2 - Tilton - Absent
Harker - Present
Ward 3 - Dollman - Present
Pierce - Present
Ward 4 - Jennings - Present
Simmons - Present
A quorum was established.
Alderman Dollman moved to waive the reading of the minutes from the
September 9 meeting and to approve the minutes as presented , seconded
by Alderman Jennings . Motion carried 7-0 .
Guest Tom Muerder was introduced.
MAYOR' S REPORT - Mayor Thanepohn read the resignation letter from
Ann Rezash from the Human Resource Commission.
Gun classes will be held at the City Hall during October and November
on Monday nights .
Mayor Thanepohn reported that the School Board approved the Intergovern-
mental Agreement . It was agreed mutually that Wight & Co. will prepare
the specifications and bid forms for the grading of the City' s game farm
property and school property. The bid notice has been made and published
and is to be opened October 12 , 1982 at 10 : 00 a.m.
Mayor Thanepohn read a Proclamation for Lions Club Candy Day to be held
October 8 & 9 , 1982 ,
The City Council was invited to participate in the Homecoming Parade ,
October 9 , 1982 .
PLAN COMMISSION - The September meeting was cancelled due to lack of
agenda .
KENDALL FAMILY & YOUTH SERVICES - Alderman Pierce invited everyone to
the Kendall County Alive and Well program to be held Saturday , September
25 , 1982 at the Beecher Building.
CITIZEN COMMENTS - Tom Muerder questioned the status of the weed problem
home on Dickson Court . Attorney Dickson responded that he talked to
the health officer for the county and contact will have to be made
with the Building Inspector to set up an appointment to view the
property with the Health Officer.
OLD BUSINESS - Alderman Dollman moved to authorize payment of Leo
Anderson ' s bill for architectural services for the Beecher Building
in the amount of $2 ,275 .00 from Revenue Sharing Funds , seconded by Alder-
man Simmons . Roll call vote was taken as follows :

Jennings - Aye Dollman - Aye Small - Aye
Simmons - Aye
Motion carried 7-0 . Alderman Tilton was absent from voting.
Alderman Dollman reported that Perkins Builders Inc . bill is still
being witheld pending more information.
COMMITTEE REPORTS
BUILDING & ZONING - Alderman Simmons reported on the September 16
meeting regarding Wildwood Subdivision. There will be another meeting
on October 7 , 1982 at 8 :00 P.M. at the Water Tower. Attorney Dickson
and Attorney Ingemunson are requested to be present. Attorney Ingemunson
is to distribute copies of a Tax Impact Study before the October 7 meeting
WATER - Alderman Simmons reported that 4 bids were received on water tower
painf:ina. Alderman Simmons moved , upon Engineer' s recommendation , to

award the water tower painting contract to^/ ,Je4o, Ltd. for $30 ,600 ,
and to include the proper filing of Certificate of Insurance . Motion
was seconded by Alderman Harker. Roll call vote was taken as follows :

Motion carried 7-0 . Alderman Tilton was absent from voting.

POLICE - Alderman Small read Chief Randall ' s report on the test drive of
the 3-wheel cycle .
Alderman Small reported that a Bike Rodeo will be held at the Yorkville
National Bank at 1 : 00 p.m. , Saturday, September 25 , 1982 .
There is a seminar and 2 meetings to be held Novi. 4 & 5 , regarding the
gypsy element,at the Beecher Building.
There will be a committee meeting Thursday, September 30 , 1982 at the
Water Tower.
EMERGENCY SERVICES & DISASTER - Alderman Jennings reported there will
be a committee meeting SEptember 30 , 1982 at the Water Tower.
PUBLIC PROPERTY & BUILDINGS - Alderman Dollman reported that the 2 handi-
capped parking spaces & parking lot at the Beecher Building were dis-
cussed at the September 16 , 1982 meeting and referred to the Streets
& Alleys committee .
Alderman Dollman reported that $2 ,000 has been committed to the Beecher
Building for landscaping. Ron Stibbe wishes to donate shrubs and Gene &
Carolyn Herren yews for the Beecher Building. The list of trees will
be published in the Kendall County Record with a request for donations .
Alderman Dollman moved to have the landscaping plan of the Beecher Build-
ing along with the list of trees & shrubs needed and request for donations
published in the Kendall County Record, seconded by Alderman Pierce .
Motion carried 7-0 .
STREETS & ALLEYS - Alderman Dollman moved to empower the Streets &
Alleys committee to award the bid for the 1982 street maintenance
program on recommendation by the engineers , Baxter & Woodman , Inc .
to the low bidder for MFT Project Section #82-00000-00-GM upon opening
of bids on September 28 , 1982 at 10 :00 a .m. . Motion was seconded by
Alderman Jennings . Roll call vote was taken as follows :

Dollman - Aye Jennings - Aye Simmons - Aye
Small - Aye
Motion carried 7-0 . Alderman Tilton was absent from voting.
Upon receiving approval by the Illinois Dept. of Transportation ,
Alderman Harker moved to advertise for bids for the East Van Emmon
tc Heustis St. MFT project , seconded by Alderman JEnnings . Roll call
vote was taken as follows :

Simmons - Aye Jennings - Aye Beach - Aye
Pierce - Aye
Motion carried 7-0 . Alderman Tilton was absent from voting.
Alderman Harker reported that East Fox St. was close to being finished .
LIBRARY BOARD - Alderman Jennings moved to authorize the release of
Revenue Sharing Funds in the amount of $2 , 795 for payment of the
new library copy machine , seconded by Alderman Harker. Roll call vote was
taken as follows :

Harker - Aye
Motion carried 7-0 . Alderman Tilton was absent from voting.
Alderman Jennings moved to adjourn the meeting , seconded by Alderman

MINUTES OF THE PUBLIC HEARING OF THE UNITED CITY OF THE VILLAGE OF
YORKVILLE , KENDALL COUNTY, ILLINOIS , HELD ON SEPTEMBER 9 , 1982 AT CITY
HALL FOR THE PURPOSE OF THE TENTATIVE LEVY AND ASSESSMENT OF TAXES FOR
THE FISCAL YEAR BEGINNING MAY 1 , 1982 & ENDING APRIL 30 , 1983 .
Mayor Thanepohn called the Public Hearing to order at 8 :00 P.M. and
stated the purpose for the Public Hearing is a requirement by state law
that has to be met due to the percentage of increase of 46 .86% of the
current year over the preceding year .
Mayor Thanepohn then asked for any citizen comments . Protests were
made by : Andrae Standaert of Countryside Center
Brian Kosinski of Countryside Center
Tom Muerder of Countryside Center
Lea Klaus of Woodworth ' s Subdivision
Jack Friel of Morgan St.
Albert Rabe of Countryside Center made a brief statement.
City Council responded to questions .
Public Hearing was closed.
