MINUTES OF THE REGULAR MEETING OF THE CITY COUNCIL OF THE UNITED CITY
OF THE VILLAGE OF YORKVILLE , KENDALL COUNTY , ILLINOIS , HELD ON
FEBRUARY 12 , 1981 AT CITY HALL .
Mayor Thanepohn called the meeting to order at 8 : 00 P . M . and led the
Council in the Pledge of Allegiance to the Flag .
Clerk Erickson called roll as follows :
Ward 1 - Wolff Ward 2 - Harker Ward 3 - Simmons
Pierce
Alderman Beach was absent from Ward 1 and Alderman Hanback has moved
out of the corporate limits vacating his position in Ward 2 .
A quorum was established .
Alderwoman Pierce moved , seconded by Alderman Harker to adjourn the
meeting and reconvene Meeting at the Yorkville High School Library
due to the large number of students involved in Student Government
Day and Friends of the Library . Motion carried 4-0 .
Alderman Wolff moved to approve the minutes of the January 22 , 1981
meeting as presented , seconded by Alderman Harker . Motion carried 4-0 .
Alderman Harker moved to authorize payment of the bills as presented ,
seconded by Alderman Wolff . Roll call vote was taken as follows :
Simmons - Aye Pierce - Aye Wolff - Aye Harker - Aye
Motion carried 4-0 . Alderman Beach was absent from voting .
ATTORNEY ' S REPORT - Alderman Wolff moved to pass the "ORDINANCE ( #1981 -3)
OF THE UNITED CITY OF THE VILLAGE OF YORKVILLE CREATING A SPECIAL
PERMIT FOR HANDICAPPED PARKING AND GOVERNING ISSUANCE THEREOF" ,
seconded by Alderman Simmons . Roll call vote was taken as follows :
Simmons - Aye Pierce - Aye Wolff - Aye Harker - Aye
Motion carried 4-0 . Alderman Beach was absent from voting .
Alderman Harker moved to authorize the Mayor and Clerk to sign and
execute the lease with the Illinois Department of Conservation for the
Game Farm Property east of Game Farm Road , seconded by Alderman Wolff .
Roll call vote was taken as follows :
Pierce - Aye Wolff - Aye Harker - Aye Simmons - Aye
Motion carried 4-0 . Alderman Beach was absent from voting .
Alderman Wolff moved to advise Ira Perkins to file by Petition
with the City Clerk and follow the normal procedures for annexation
and rezoning , seconded by Alderwoman Pierce . Motion carried 4-0 .
Attorney Dickson reported that Attorney John Carroll representative
of an estate wishing to make a gift of a parcel of riverfront property
east of the F . S . storage tanks on E . Hydraulic Street for park
purposes for the future . The parcel is east of the existing Palmer
Dam property but not contiguous to it . Alderman Harker moved that
the City of Yorkville accept the gift of land of the Meinhardt estate ,
seconded by Alderwoman Pierce . Roll call vote was taken as follows :
Harker - Aye Simmons - Aye Pierce - Aye Wolff - Aye
Motion carried 4-0 . Alderman Beach was absent from voting . Attorney
Dickson will work with Attorney Carroll on the matter .
MAYOR ' S REPORT - Alderman Harker moved to approve Mayor Thanepohn ' s
changes in committee members as follows :
Alderman Wolff to Police and Emergency Services & Disaster
Committee to replace Alderman Hanback.
Alderman Simmons to the Community Center Advisory Committee
to replace Alderman Wolff .
Alderman Beach to the Library Board to replace Alderman
Hanback
Motion was seconded by Alderwoman Pierce . Motion carried 4-0 .
The request for an additional "beer only" liquor license for the
Open Pantry Food Mart at the Route 126/47 intersection was referred
to the Police and Public , Property & Building committee meeting on
February 19 , 1981 at 8 : 00 P . M . at the Water Tower .
Mayor Thanepohn reported a letter has been received from the
Governor ' s office stating that HB3103 has been signed by Governor
Thompson with amendatory veto , but indicating the veto does not affect
Yorkville ' s part of the bill . Appropriate offices will be getting in
touch with the City in regards to the land transfer .
Mayor Thanepohn reminded the council to set aside February 26 , 1981
for Student Government Day to spend time with their counterparts .

PLAN COMMISSION - Alderman Simmons reported the January meeting
was cancelled due to the Demetralis Petition being withdrawn .
The February meeting is scheduled for February 24 , 1981 at 7 : 30
P . M . at City Hall .
BUSINESS & ECONOMIC DEVELOPMENT COMMISSION - Alderwoman Pierce
reported the February meeting was cancelled .
SENIOR CITIZEN REPRESENTATIVE - Mrs . Stafford commented on the
Police Department ' s Senior Citizen Watch Program .
CITIZEN COMMENTS - Mayor Thanepohn requested the Student Candidates
to introduce themselves to the Council . The elected student
officials were asked to relay any issues to the City Council through
their own mock City Council meeting on February 26 , 1981 .
In regards to the new library , Mayor Thanepohn brought the situation
up to date . The City Council ' s position , resulting from committee
meetings is a phased construction building plan of not less than
6000 sq . ft . Mayor Thanepohn reported that the time frame for
the library would be to approve a revised architect ' s contract
at the first City Council meeting in March . The architect indicated
it will take from 2-4 months to develop a cooperative building plan
with the Library , City Council , and the Illinois Department of
Transporation . Bidding hopefully will be done in July of 1981 ,
with acceptancebf bids in August of 1981 , and construction could
begin as early as September of 1981 making completion the spring
or summer of 1982 . Only then could the bridge construction begin .
The Federal Government most likely will not approve any bids or
contracts until the library is moved . Any delay in the time frame
will seriously jeopardize the whole bridge project . If the City
is not ready in coordination with the state the funds will go to
another project . Mayor Thanepohn then allowed ample time for anyone
to speak on the issue . Comments from Friends of the Library and
the Senior Citizens were heard .

Alderwoman Pierce stated that the library board wished only to have a
library to satisfy the needs of the City and didn ' t wish to hold up the
project with any delays .
The attached resolution signed by the Library Board and Board of
Directors was entered into the minutes . Bob Yuill distributed copies
of the resolution .
Gail Gaebler of the Yorkville branch of the American Association
of University Women , Lucy Stafford of the Senior Citizens , Mary Hoover
of Friends of the Library and Phyllis Oldenburg of the Executive
Board of the Yorkville Woman ' s Club spoke in support of a minimum of a
6000 sq . ft . library building . The Woman ' s Club made a pledge of
$ 1 , 000 Certificate of Deposit for a library of 6000 minimum sq . ft .
Mayor Thanepohn stated the problem is not with the size of the building ,
but with the phasing of the building by functional replacement . Only
then can the City be able to allot any funds to the project .
KENDALL FAMILY & YOUTH SERVICES - Alderwoman Pierce reported that the
LIEAP program for heating & fuel assistance has had 100 applicants to
the program . Their new office is located at the Wausaw building on
Route 47 .
COMMITTEE REPORTS
EMERGENCY SERVICES AND DISASTER - Alderwoman Pierce reported that the meet-
ing for the Ambulance Service District had 35-40 in attendance and was
for the purpose of finding out how many EMT ' s were now available . Any
decision will be postponed until November .
Alderwoman Pierce reported the emergency siren delay is due to waiting
for the cost of repair vs . replacement of the board .
FINANCE - Alderwoman Pierce called a Finance meeting for the Department
Heads regarding the budget on Thursday , February 19 , 1981 at 7 :00 P . M .
at the Water Tower .
A Wage Negotiation meeting will be held Tuesday , February 24 , 1981
at 7 :00 P . M . for the Public Works Department and 8 :00 P . M . for the
Police Department at the Water Tower .
HEALTH & SANITATION - Alderwoman Pierce , upon committee recommendation ,
moved to accept Tri -County Scavenger ' s 10- increase raising the
rates from $3 . 40 per unit to $3 . 75 per unit , seconded by Alderman Harker .
Roll call vote was taken as follows :

Motion carried 5-0 .
POLICE - Alderman Wolff moved to table the decision of the purchase of
the new 1981 squad car and refer the matter to committee for study and
to advertise for bids for the sale of the 1980 Chevrolet squad , seconded
by Alderman Harker . Motion carried 3-1 . Alderman Simmons voted Nay .
The police committee meeting is scheduled for February 19 , 1981 .
SEWER - Alderman Harker noted that on the Administrative Assistant ' s
report the contractor is close to finishing up on the sewer interceptor
at Countryside Center .
STREETS & ALLEYS - Alderman Harker moved to install a "Yield" sign
on Park Street at Bristol Road and a "T warning" sign at the south
end of Bristol Road and authorize Attorney Dickson to draw up an
ordinance amending the parking ordinance to incorporate the changes ,
seconded by Alderwoman Pierce . Motion carried 4-0 .
Alderman Simmons commended the Public Works Department on the
snow removal the past few days .
TREES & PARKS - Lion ' s Club representative presented their program
for running Woodworth ' s swim pool . It will be run primarily the same
way as the past year from June 1 through Labor Day with a full staff
of lifeguards and a general manager. The estimated pool repairs will
run approximately $5 , 000 and the Lion ' s Club is requesting the $5 ,000
from Revenue Sharing funds from this year and request $5 , 000 from
funds for operations in the next budget . The matter was referred to
committee for discussion on February 19 , 1981 . Treasurer Merkel was

requested to attend the meeting .
Alderwoman Pierce reported she has spoken to Leon Bonneur regarding the
F . S . property by the storage tanks on E . Hydraulic Street and it will
be taken to their committee and he is to report back .
Alderwoman Pierce reported that Mrs . Riley of the Kendall County
Garden Club asked for permission to do spring planting for the City
in the park and other areas .
YBS BOARD - Alderman Harker reported the next meeting will be Monday ,
February 16 , 1981 .
Alderman Harker moved to adjourn the meeting seconded by Alderwoman
Pierce . Motion carried 4-0 .
