City Council Minutes 1981 02-26-81 ( 79)
MINUTES OF THE REGULAR MEETING OF THE CITY COUNCIL OF THE UNITED CITY
OF THE VILLAGE OF YORKVILLE , KENDALL COUNTY , ILLINOIS HELD AT CITY HALL
ON FEBRUARY 26 , 1981 .
Following the Student Government Day ' s mock City Council meeting , Mayor
Thanepohn called the meeting to order at 8 : 10 P . M . (*See attached copy
of Student Government Day minutes) .
Roll call was taken as follows :
Ward 1 - Wolff Ward 2 - Harker Ward 3 - Simmons
Beach Pierce
A quorum was established .
The reading of the minutes from the February 12 , 1981 meeting was
waived . Alderwoman Pierce moved the minutes be approved with the
following correction :
Page 4 , paragraph 3 , line 1 - delete the word "that" and line 2 ,
delete the words "asked for permission" so the paragraph reads
"Alderwoman Pierce reported she has asked Mrs . Riley of the Kendall
County Garden Club to do spring planting for the City in the park
and other areas . "
Alderman Wolff seconded the motion . Motion carried 5-0 .
ATTORNEY - Alderman Wolff moved to pass Ordinance #1981 -4 - AN ORDINANCE
OF THE UNITED CITY OF THE VILLAGE OF YORKVILLE DESIGNATING PARK STREET
A YIELD STREET AT BRISTOL ROAD , seconded by Alderman Harker . Roll call
vote was taken as follows :
Beach - Aye Harker - Aye Simmons - Aye Pierce - Aye
Wolff - Aye
Motion carried 5-0 .
Attorney Dickson reported on possible ways of financing additional
funds by way of a Tax Anticipation Warrant , a Working Cash Fund Bond ,
and G . O . Bond . Alderwoman Pierce moved that upon March 2 , 1981 committee
recommendation , Attorney Dickson be empowered to draw an ordinance
for issuance of a Tax Anticipation Warrant , seconded by Alderman Wolff .
Roll call vote was taken as follows :
Harker - Aye Simmons - Aye Pierce - Aye Wolff - Aye
Beach - Aye -
Motion carried 5-0 .
Attorney Dickson was granted permission to talk to the bond council
regarding G . O . Bonds .
MAYOR ' S REPORT - Alderman Simmons moved to amend the Liquor Ordinance
to create a Packaged Beer License for the Open Pantry applicant and
to authorize Attorney Dickson to draw up the appropriate ordinance ,
seconded by Alderman Harker . Roll call vote was taken as follows :
Simmons - Aye Pierce - Nay Wolff - Nay
Beach - Aye Harker - Aye Mayor Thanepohn - Aye
Motion carried 4-2 .
Mayor Thanepohn read a letter from residents of Dickson Court in
Countryside Center regarding a burned out home as a health & safety
hazard . There is also a home on West Washington Street in the same
condition . Attorney Dickson will follow through on the matter , stating
the City has the authority to go in and board up the two homes for
safety reasons .
Mayor Thanepohn reported that a list of work permits from the
Dept . of the Army Corps of Engineers including conjunction with
the Illinois Dept . of Transportation on the new bridge project
construction .
CITY CLERK - Alderman Simmons moved to advertise for bids for the
Beecher Community Center to be received on March 25 , 1981 and opened
at the regular City Council meeting on March 26 , (1D81 , seconded
by Alderman Harker . Roll call vote was taken as follows :
Simmons - Aye Pierce - Aye Wolff - Aye Beach - Aye
Harker - Aye
Motion carried 5-0 .
TREASURER - Alderman Beach moved to authorize the company of Filbey ,
Somers , Abolt , Coolie & Kidoo to do the annual City audit for the
current fiscal year , seconded by Alderwoman Pierce . Roll call vote
was taken as follows :
Pierce - Aye Wolff - Aye Beach - Aye Harker - Aye
Simmons - Aye
Motion carried 5-0 .

ADMINISTRATIVE ASSISTANT TO THE MAYOR - Alderwoman Pierce moved to table
the request for Bob Fleckinger ' s accelerated wages until after wage
negotiations are over , seconded by Alderman Wolff . Motion carried 5-0 .
PLAN COMMISSION - Alderman Simmons read a letter from Pete Demetralis .
Alderman Simmons then moved to refer the request for a Pre-annexation
Conference by Pete Demetralis to the next Plan Commission meeting , March
24 , 1981 at 7 : 30 P . M . , seconded by Alderman Harker . Motion carried 5-0 .
HUMAN RESOURCE COMMISSION - Mary Ellen Ellis , chairman of the commission ,
reported that the Blood Drive has been postponed from March 3 to March 31 ,
1981 .
COMMUNITY CENTER ADVISORY COMMITTEE - Alderman Simmons reported that
the discussion centered on obtaining some good-quality used furniture
for the building .
OLD BUSINESS - Alderman Harker moved to approve the Professional Services
Agreement with James Clarage & Associates as architect/engineers for the
proposed library building contingent on approval by the State of Illinois ,
seconded by Alderwoman Pierce . Roll call vote was taken as follows :

Motion carried 5-0 . Mayor Thanepohn requested Alderman Beach to request
a Resolution from the Library Board accepting the architect ' s contract .
COMMITTEE REPORTS
EMERGENCY SERVICES & DISASTER - Alderwoman Pierce reported that the
tentative figures for repair to the emergency siren are $600-700 for
repair and $ 1 ,000 for replacement . There is a 60-day warranty with
the repair and 1 year warranty with the replacement . A copy of the
estimates will be sent to John Taylor .
Tom Usry and Chief Randall met with the State ESDA regarding certification
for the City of Yorkville .
FINANCE - Alderwoman Pierce called the following meetings :
Monday , March 2 , ;11381 - Department Heads , Chief Randall at 7 :00
P . M . and Administrative Assistant Madden at 8 : 00 P . M . with
a Financial Problems meeting to follow with Attorney Dickson
Thursday , March 5 , 1981 - Vernon Strong/Water Billing program
at 8 : 00 P . M . , and a Budget Modifying meeting to follow.
Monday , March 9 , 1981 - Public Works Dept . at 7 : 00 P . M . and Police
Dept . at 8 : 00 P . M . for wage offers & negotiations .
March 19 , 1980 - Treasurer & Auditor , 7 : 30 P . M.
LIGHTS , TELEPHONE , GAS & CABLE TV - Alderman Simmons reported the Cable
Tv was being constructed on Somonauk Street at this time .
PUBLIC PROPERTY & BUILDINGS - Alderman Harker reported he had a request
from Mrs . York of the Yorkville Kennel Club to use the City Hall the
3rd Thursday of each month . The request was granted .
Discussion was held on the Lyon ' s Club request of $ 10 , 000 from the City
of Yorkville for the swimming pool program . Alderman Wolff moved that if
the Lyon ' s Club raises the family fee to $65 per family
and obtains 400 members , the City will underwrite them for $4 , 000 , pro-
viding they run at a loss at the end of year , with services as needed to
be negotislted . Motion seconded by Alderman Beach . Roll call was taken :

Motion carried 5-0 .
SEWER - Alderman Harker reported the Countryside Center sewer inter-
ceptor work was not yet finished .
STREETS & ALLEYS - Alderman Beach moved to accept Colonial Parkway
as a city street , seconded by Alderman Wolff . R011 call vote was taken
as follows :
Simmons - Aye Pierce - Aye Wolff - Aye Beach - Aye
Harker - Aye
Motion carried 5-0 . (**- See attached copy) .
Alderman Wolff moved to adjourn the meeting , seconded by Alderman
Harker . Motion carried 5-0 .

SUBJECT : Acceptance of Colonial Parkway
The manhole on Colonial Parkway which was not properly installed
at the time of our initial inspection has now been remedied . The
surrounding area of blacktop surface was sawed out and removed .
Then the area was filled with concrete and finished to grade . The
result is very satisfactory .
I recommend acceptance by the City , of Colonial Parkway .
