MINUTES OF THE REGULAR MEETING OF THE CITY COUNCIL OF THE UNITED CITY
OF THE VILLAGE OF YORKVILLE , KENDALL COUNTY , ILLINOIS HELD AT CITY HALL
ON MARCH 26 , 1981 .
Mayor Thanepohn called the meeting to order at 8 : 00 P . M . and led the
Council in the Pledge of Allegiance to the Flag .
Clerk ERickson called roll as follows :
Ward 1 - Wolff Ward 2 - Harker Ward 3 - Simmons
Beach Pierce
A quorum was established .
The reading of the minutes from the March 12 , 1981 meeting and the
March 19 , 1981 "Special Meeting" were waived . Alderwoman Pierce
moved the minutes from the March 12 , 1981 meeting be approved as
presented , seconded by Alderman Wolff . Motion carried 5-0 .
Alderman Wolff moved the minutes from the April 2 , 1981 "Special
Meeting" be approved as presented , seconded by Alderman Beach . Motion
carried 5-0 .
MAYOR ' S REPORT - Mayor Thanepohn reported there will be a meeting with
Wildwood Developers at the Water Tower on April 2 , 1981 at 7:00 P . M . ,
along with the regular Building and Toning and Emergency Services &
Disaster Committee meetings .
Alderman Wolff moved to authorize Attorney Dickson to draw up a
Resolution commending Rep . Richard Kleqnd Rep . Dennis Hastert
for their support and sponsorship of Housebill /1134 that passed the
House 127-34 which was legislation giving County Boards and Zoning
Authorities control over commencement , control & operation of
surface mining firms . Motion was seconded by Alderwoman Pierce .
Motion carried 5-0 .
CITY CLERK - Clerk Erickson reported Public Notice has been given
postponing the Beecher Community Building receiving of sealed bids
to April 1 , 1981 at 5 : 00 P . M . and opening of sealed bids April 1 , 1-981
at a Special City Council Meeting at 8 : 00 P . M .
Clerk reported the Municipal Election Canvass of Results will be
held April 9 , 1981 at 7 : 30 P . M . preceding the regular meeting .
PLAN COMMISSION - Alderman Simmons reported the Demetralis Pre-
Annexation Conference was on the agenda and that no action was taken .
They will submit a Petition at a later date .
HUMAN RESOURCE COMMISSION - Mayor Thanepohn commended Mary Ellen
Ellis , Chairman of the Commission for being voted the Educator
of the Year at Waldo School in Aurora and for her nomination
for Educator of the Year award in Kane County . Mayor Thanepohn
will send a letter of commendation .
COMMUNITY CENTER COMMITTEE - Alderman Simmons reported the next
meeting will be March 31 , 1981 at 8 : 00 P . M . at the Water Tower .
KENDALL COUNTY EMERGENCY SERVICES & DISASTER - Commander Taylor
presented the proposals for repairing the emergency siren . Kendall
County will pay $500 towards the repair . Alderman Wolff moved to
authorize expenditure of $ 1089 . 66 to replace the the defective
unit including a 1 -year guarantee replacement on any part up to $75 .
and Maintenance Contract referred to committee . Motion was
seconded by Alderwoman Pierce . Roll call vote was taken as follows :
Simmons - Aye Pierce - Aye Wolff - Aye
Beach - Aye Harker - Aye
Motion carried 5-0 .
COMMITTEE REPORTS
FINANCE - Alderwoman Pierce called a committee meeting for Monday ,
March 30 , 1981 for the Budget Committee at 7 : 00 P . M . and requested
Treasurer Merkel , Mayor Thanepohn and Ariministratiwe Assistant Madden
to be present at 8 : 00 P . M .
HEALTH & SANITATION - The Tri -County Scavenger service contract was
discussed and it was suggested that the committee take the contract
into consideration prior to the 120 day deadline needed to discontinue
service and send out for bids at that time if needed .
LIGHTS , TELEPHONE , GAS & CABLE TV - Alderman Simmons reported that

Consolidated Cable TV was currently working on the north side of the
river and that they have received the go-ahead to cross the Fox River by
the State of Illinois , but not from the Corps of Engineers to date .
PUBLIC PROPERTY & BUILDINGS - Alderman Simmons reported that the Yorkville
Kennell Club will meet the 3rd Tuesday of each month at the City Hall
instead of the 3rd Thursday as originally planned .
SEWER - Administrative Assistant Madden reported that the lift station
has been removed from Countryside Center and the sewer interceptor is
finished with the exception of the air test .
WATER - Alderman Wolff called for a committee meeting Thursday ,
April 2 , 1981 at the Water Tower and asked for an Executive Session
regarding land acquisition following the regular meeting .
STREETS & ALLEYS - Discussion was held on a masonry building to house
the railroad controls on the right -of-way on the Southwest corner of
W . Hydraulic St .
Alderman Beach commended the Public Works Crew for the good job of
patching Mill Street near E . Ridge Street .
YBS BOARD - Alderman Harker moved to direct Attorney Dickson to draw
up a Resolution making a formal request of the Yorkville-Bristol
Sanitary District to waive sewer fees for the Beecher Community Building
and Library Building , seconded by Alderman Wolff . Motion carried 5-0 .
Alderman Harker invited the City Countil to attend the awards night
on March 31 , 1981 to be awarded by the Federal E . P . A . for the Best
Operated Plant in the State of Illinois .
Alderman Wolff moved to adjourn the meeting into Executive Session regarding
Land Acquisition , seconded by Alderman Beach . Motion carried 5-0 .
The regular ' meeting was reconvened . Alderman Wolff moved to adjourn
the meeting , seconded by Alderman Harker . Motion carried 5-0 .

SEALED BIDS MUST BE SUBMITTED TO THE OFFICE OF THE CITY CLERK
BEFORE 5 : 00 P . M . , WEDNESDAY , APRIL 1 , 1981 TO BE CONSIDERED AT
THAT OPENING .
