MINUTES OF THE REGULAR MEETING OF THE CITY COUNCIL OF THE UNITED CITY
OF THE VILLAGE OF YORKVILLE , KENDALL COUNTY , ILLINOIS , HELD AT CITY
HALL ON MAY 14 , 1981 .
Mayor Thanepohn called the meeting to order at 8 : 00 P.M. and led the
Council in the Pledge of Allegiance to the Flag .
Clerk Erickson called roll as follows :

A quorum was established .
The reading of the minutes from the April 23 , 1981 meeting was waived.
Alderman Pierce moved to approve the minutes as presented, seconded
by Alderman Harker. Motion carried 8-0 .
The reading of the bills was waived . Alderman Dollman moved to
authorize payment of the bills presented, seconded by Alderman
Pierce . Roll Call vote was taken as follows :
Beach - Aye York - Aye Tilton - Aye Pierce - Aye
Harker - Aye Dollman - Aye Jennings - Aye Simmons - Aye
Motion carried 8-0 , The library bills for architecture services
will be submitted to the I . D . O.T . for reimbursement as soon as
forms for such are available from the state .
Alderman Beach moved to approve the minutes of the Public Hearing
held on April 23 , 1981 for Revenue Sharing and the Budget , seconded
by Alderman Jennings . Motion carried 8-0 ,
ATTORNEY ' S REPORT - The two burned out homes on W. Washington St .
and Dickson Ct . will be investigated by the Building Inspector
and experienced builders to give an opinion on determining if the
two buildings are beyond salvage or not. Attorney Dickson will
then serve proper notices .
MAYOR' S REPORT - Mayor Thanepohn read the Poppy Day Proclamation
setting aside May 21st , 22nd and 23rd as "Poppy Days" in Yorkville .
Mayor Thanepohn reported that Finance Chairman Jennings will have
his committee study liquor license fees .
Mayor Thanepohn reported that he spent an afternoon with Caterpillar ' s
plant manager and was very impressed with the plant facilities and
discussion that was held.
Alderman Jennings moved to approve Mayor Thanepohn ' s appointment of C
member Ron Cobb as Chairman , Ron Robb as new member to serve the ,`�
remainder of Hershel Smith ' s term to 1982 and reappointing Dick
Zeiter to 1984 , and accepted the resignation of Hershel Smith . Motion
was seconded by Alderman Harker . Motion carried 8-0 .
Alderman Beach moved to approve Mayor Thanepohn ' s reappointment of ,
Harold Feltz for a new term to serve until 1985 on the Plan Commission ,
seconded by Alderman Harker. Motion carried 8-0 .
Alderman Dollman moved to approve Mayor Thanepohn ' s reappointment of
members Identa Austin and Reverend Timothy Huber to the Human Resource
Commission until 1984 , seconded by Alderman Harker . Motion carried 8-0 .
CITY CLERK - Clerk Erickson reported the Official Certified Census
Count / for the United City of The Village of Yorkville is 3 ,422 .
Alderman Simmons moved to refer the petition by Ira Perkins to Annex
and rezone a parcel on North Bridge Street to the Plan Commission
meeting on May 26 , 1981 , seconded by Alderman Harker . Motion carried .
Public Hearing is scheduled for May 26 , 1981 at 7 : 30 P .M.
There are problems to be resolved in the Syregalas Annexation .
TREASURER - Alderman Harker moved to approve the Treasurer ' s Report ,
seconded by Alderman Jennings . Motion carried 8-0 .

POLICE - Alderman Jennings moved to approve the Police Department
reports , seconded by Alderman Pierce . Motion carried 8-0 , The overweight
truck case is still pending .
ADMINISTRATIVE ASSISTANT TO MAYOR - Alderman Simmons moved to approve the
reports , seconded by Alderman Harker. Motion carried 8-0 .
BUSINESS & ECONOMIC DEVELOPMENT COMMISSION - Alderman Jennings presented
the Economic Profile to be distributed within the Chamber of Commerce
booklet that will be going out in thearea.
Alderman Pierce reported on the plans for the Farmer ' s Market . Alderman
Pierce then moved to authorize Attorney Dickson to draw up an Ordinance
setting forth rules , regulations and licensing fee instructions , seconded
by Alderman Beach . Motion carried 8-0 .
PLAN COMMISSION - Alderman Simmons reported the next meeting will be
May 26 , 1981 at 7 : 30 P.M. to hear the Iraf„Perkins Petition for Annexation
& Rezoning ,
PARK COMMISSION - Alderman Beach reported the next meeting will be
Tuesday , May 19 , 1981 at 7 : 30 P.M. at the Water Tower .
SENIOR COMMUNITY - Alderman Harker will be setting up a meeting at both
Senior Citizen Housing Complexes to find out problems and needs of
the senior citizens of the community. He will also make at attempt
to attend the Senior Advisory Council meeting the 4th Tuesday of each
month at 9 : 30 A. M. at the Congregational Church .
BEECHER COMMUNITY BUILDING - Dick Walker , Chairman of the committee ,
spokecto the council in regards to furnishing the building . The council
feels =they' need some idea of the total cost of the furnishings needed
before they can make any decisions and then it will be time to go to
the public with requests for these specific needs to get them more invol-
ved .
KENDALL COUNTY EMERGENCY SERVICES & DISASTER - Chief Randall reported
that he checked on the siren and it will be shipped approximatly:
May 29 , 1981 .
OLD BUSINESS
Alderwoman Pierce reported that "Operation Snowball" is being postponed
until September .
NEW BUSINESS - Mayor Thanepohn explained that the Bristol-Kendall Fire
District must have municipal sponsorship for ordering and firing of
fireworks for the 4th of July Celebration. Alderman Harker moved to
authorize Mayor Thanepohn to issue a permit for use of fire works and
in conjunction with , have the BKFD furnish a certificate of insurance ,
seconded by Alderman Dollman. Roll call vote was taken as follows :

COMMITTEE REPORTS
STREETS & ALLEYS - Discussion was held regarding Van Emmon blacktopping
in conjunction with installing a 12" water main . Alderman Simmons moved
to advertisefor bids on materials to construct a 12" water main on
Van Emmon Street. Discussion followed . Alderman Simmons withdrew his
motion .
Alderman Simmons moved to advertise for bids for materials to
construct a 12" water line on Van Emmon St . between S . Bridge & Heustis
Street , seconded by Alderman Tilton . Roll call vote was taken as follows :
York - Aye Harker - Aye Tilton - Aye Pierce - Aye
Dollman - Aye Simmons - Aye Jennings - Aye Beach - Aye
Motion carried 8-0 .
Alderman Tilton called a committee meeting for May 21 , 1981 at 7 : 00 P.M.
FINANCE - On committee recommendation, Alderman at the Water Tower.
Jennings moved to accelerat Robert Fleckinger to the 3rd step on the
pay scale due to his experience on the job, seconded by Alderman Tilton .
Roll call vote was taken as follows :

Alderman Jennings reported that John Kennedy of the Police Dept . and
Ray Collins of the Public Works Department have completed their second
year step and are now into their 3rd year step .
Alderman Jennings reported that salary discussions were underway and
the committee was hoping to conclude negotiations and have a presentation
for the City Council by the next meeting .
Alderman Jennings is reviewing the liquor license fees with his committee
as they are lower in comparison to other surrounding towns in the area .
The finance committee is working on job descriptions for all Public Works
employees . Alderman Tilton will be chairman of the project . Alderman
Jennings moved authorize Alderman Tilton to obtain job descriptions of
Public Works employees to be put together into a personnel policy.
Motion was seconded by Alderman York. Motion carried 8-0 .
POLICE - Alderman York reported on the Police Committee meeting on
Thursday,May 7 , 1981 . Chief Randall ' s goals and objectives for the
year 81-82 were discussed .
EMERGENCY SERVICES & DISASTER - Alderman Beach reported on the meeting
held Saturday, May 2 , 1981 at 10 : 30 AM .M at Attorney Ingemunson ' s
office with Rep . Hastert , Illinois State Emergency Services & Disaster
Coordinator , Fire Chief Devick, Vernon Ament Trustee of BKFD , Mayor
Thanepohn and Robert Boyd fireman. The ambulance grant was the topic
of discussion at that meeting . Discussion followed by the City Council .
Alderman Dollman moved to authorize application for the ambulance
grant , seconded by Alderman Jennings . Roll call vote was taken as
follows : Alderman Tilton was excused from meeting.

Simmons - Aye Jennings - Aye Beach - Aye
Motion carried 6-1 . Alderman Tilton was absent from voting .
Alderman Beach requested all City Council members attend the May 21 , 1981
committee meeting at 8 : 00 P.M. at the water tower . The BKFD representatives
will also be in attendance . The ambulance matter will be discussed further .
PUBLIC PROPERTY
& BUILDINGS - Alderman Harker reported on a letter received from
Kendall-Grundy F . S . Co . making an offer of a gift of land to the City
of the property where the bulk-tanks were stored between the Bicentennial
Park on the river and the recent gift of the Meinhardt property . Alderman
Harker made a motion to take responsibility for the legal fees and
accept the gift of Kendall-Grundy FS property in its present state ,
seconded by Alderman Dollman . Roll call vote was taken as follows :

Motion carried 7-0 . Alderman Tilton was absent from voting .
SEWER - Alderman Harker reported that the Yorkville-Bristol Sanitary
District discussed the fact that being the JayCees were no longer an
organization , the property that was leased to the Jaycees is open .
The City should consider possibly taking over the care of the park if
requested if they are interested .
Administrator Madden reported on the SSES Grant and his meeting
earlier in the week with Baxter & Woodman Engineers . The physical
survey of the sewers is 100% complete , the flow measurements are
109% complete , smoke testing is 100% complete , rainfall simulation is
now 100% complete , cleaning and TV inspection is just barely started ,
building service connection survey is 5% complete , total report is
4% complete , so far having completed $29 ,000 of a $92 ,000 project
with 35% of the physical part of the project completed.
Engineers submitted 1100 copies of letters to be sent out to all property
owners in town which is a questionaire to fill out , sign , and return
that will show any back up problems and the areas of the city where most
occur . This fulfills part of the grant regarding the public relations
part of the grant .
So far bills have been submitted to the Federal E.P .A. for engineering
costs in the amount of $15 ,000 and $13 , 760 has been received to date
in reimbursements .
Flow charts have been presented to the YBSD requesting their engineers
update them.

Approximately 20 letters have been sent out by Baxter & Woodman to Minor-
ity Business Enterprises as part of the requirements of the grant regard-
ing Tying of the sewers .
LIBRARY BOARD - Alderman Beach reported on the Library Board meeting
and presented the plan that was approved by the Board, and they are
requesting City Council approval of same . Alderman Jennings moved that
the City Council concur with the plan submitted for the new library
building , seconded by Alderman Pierce . Roll Call Vote was taken as follows :

Motion carried 7-0 . Alderman Tilton was absent from voting .
Alderman Beach presented the revised budget and salary schedule for
the Library .
Alderman Beach reportd that the Library Board have passed a REsolution
approving James Clarage & Associates as architects for the new library
building . The Library Board is to notify James Clarage to proceed with
mechanical drawings .
The library building committee will accept the brick color for their
building as is chosen by the Beecher Building committee .
The library board is requesting a meeting with the finance committees
from the City and also the library, along with Attorney Dickson .
Library members are attending the openhouse May 16 , 1981 for the Oswego
Library .
The 9 week summer reading class will commence in June .
The Burr-Oak joint meeting will be May 26 , 1981 , in Shorewood .
Agenda and other City Council information and reports may be picked
up the Tuesday afternoon previous to the regular meetings . Any
additional information will be distributed at the meeting .
Alderman Dollman moved to adjourn the meeting , seconded by Alderman
Beach . Motion carried 7-0 .

Dear Committee:
Kendall-Grundy FS is the owner of a parcel of land approxi-
mately 95 ' x 100 ' located east of Mill street with the river
bordering on the North and the railroad on the South. This
would be just East of your present park facilities and is the
former location of the Company petroleum storage tanks.
At the recent Board of Directors meeting, a resolution was
passed to offer this piece of property to the City of Yorkville
at no cost provided the City will pay all legal fees required to
transfer the property and that the property be accepted in its
present state. Company to pay any taxes due up to date of transfer.
For your information the warrenty deed transferring the pro-
perty to Kendall-Grundy FS was filed 10/4/44 and its file number
is 99-471 & 472.
