MINUTES OF THE REGULAR MEETING OF THE CITY COUNCIL OF THE UNITED
CITY OF THE VILLAGE OF YORKVILLE , KENDALL COUNTY , ILLINOIS HELD AT
CITY HALL ON MAY 28 , 1981 .
Mayor Thanepohn called the meeting to order at 8 : 00 P.M. and led the
council in the Pledge of Allegiance to the Flag .
Clerk Erickson called roll as follows :
Ward 1 - Beach j Ward 2 - Harker Ward 3 - Dollman
York Pierce
Ward 4 - Jennings
Simmons
Alderman Tilton was absent from Ward 2 . A quorum was established .
The reading of the minutes from the May 14 , 1981 meeting was waived .
Alderman Pierce moved to approve the minutes as presented, seconded
by Alderman Jennings . Motion carried 7-0 .
ATTORNEY ' S REPORT - Alderman Pierce moved to pass the"Ordinance (#1981-5)
Establishing a Farmers ' Market and Prescribing Fees Thereof Within
the United City of the Village of Yorkville" . Motion was seconded
by Alderman York . Roll call vote was taken as follows :
Beach - Aye York - Aye Harker - Aye Pierce - Aye
Dollman - Aye Simmons - Aye Jennings - Aye
Motion carried 7-0 . Alderman Tilton was absent from voting .
Attorney Dickson reported that a legal description has been supplied
him by Kendall-Grundy FS Co. for the gift of property on E . Hydraulic
Street at the end of Mill Street . The title work is being processed .
MAYOR ' S REPORT - Alderman Jennings moved to pass "An Ordinance (#1981-6)
Amending An Ordinance Concerning Alcoholic Liquors" that creates
a license for package beer only, seconded by Alderman Simmons .
Roll Call vote was taken as follows :
Dollman - Aye Simmons - Aye Jennings - Aye
Beach - Aye York - Aye Harker - Aye
Pierce - Aye
Motion carried 7-0 . Alderman Tilton was absent from voting.
Alderman Beach moved to approve Mayor Thanepohn ' s appointment of
Al Spera to the Business & Economic Development Commission to serve
a full term, seconded by Alderman Pierce . Motion carried 7-0 .
Alderman Simmons moved to approve Mayor Thanepohn ' s appointment of
Ed Richter to the Human Resource Commission, also making him member
of the Community Center Advisory Committee , to serve a full term,
seconded by Alderman Jennings . Motion carried 7-0 .
Mayor Thanepohn reported that a permit has been issued to the Bristol-
Kendal]ftire Dept. for fireworks on July 4th .
PLAN COMMISSION - Alderman Simmons reported that the meeting was
held on May 26 , 1981 . The Ira _Perkins Annexation will be discussed
under Old Business. Other business discussed was the 11 mile juris-
diction planning .
PARK COMMISSION & TENNIS COURTS - Alderman Beach reported on the
May 19 , 1981 meeting . A request was made by Alderman Beach for
a secretary to take minutes for the commission at their meetings .
Mayor Thanepohn turned the matter over to Clerk Erickson . Alderman
Beach then read the 16-program summer schedule and the financial
report showing a $2 , 194 . 86 on April 30 , 1981 .
BEECHER COMMUNITY CENTER - Alderman Beach attended the meeting
for Alderman Dollman and reported and displayed the brick , roof ,
deck & rafter samples chosen by the committee .
The Committee is asking for a secretary to take minutes at their
meetings . The matter was turned over to Clerk Erickson .
Alderman Dollman distributed a list of used equipment available
from a local business with the prices the committee will submit
for purchase of these items . Alderman Beach moved to authorize
expenditure of up to $2 , 498 .00 from Revenue Sharing funds to
purchase any or all of these items , to be replaced by public
donations as they become available . The mbtion was seconded by
Alderman York . Roll call vote was taken as follows :

Motion carried 7-0 . Alderman Tilton was absent from voting .

SCHOOL COMMUNITY - Mayor Thanepohn read a letter from Alderman Tilton
stating that he has met with Dr. Scholle regarding liaison between
the City and the School District . One common interest at this time
is development of the Game Farm property.
SENIOR CITIZEN REPRESENTATIVES - Mr . & Mrs . Paul Hick were in atten-
dance .
CITIZEN COMMENTS - Alderman Pierce read a letter from Marci Rogers
on behalf of the Woman ' s Club inviting everyone to attend their
performance of "Mame" July 3 , 1981 at 8 :00 P .M. and July 4 , 1981
at 2 :00 P.M.
Alderman York , on behalf of the W. Washington Street residents ,
thanked the City for the prompt service in boarding up the burned
out home and doing the yard work .
OLD BUSINESS - Attorney Grant presented Ira Perkins ' Petition for Zoning &
Annexation . Upon recommendation by the Plan Commission , Alderman
Dollman moved to pass "An Ordinance Annexing Territory to the United (#1981=7
City of the Village of Yorkville , Kendall County, Illinois" , seconded
by Alderman Simmons . Roll call vote was taken as follows :
Simmons - Aye Jennings - Aye Beach - Aye York - Aye
Harker - Aye Pierce - Aye Dollman - Aye
Motion carried 7-0 . Alderman Tilton was absent from voting .
COMMITTEE REPORTS
BUILDING & ZONING - Administrative Assistant Madden reported that
Harold Feltz is building a garage on the lot in back of his 4-unit
apartment building at 410 E . Main Street facing the alley and
his building to the north .
STREETS & ALLEYS - Administrative Assistand Madden reported that
a letter was received from Baxter & Woodman regarding approval of
Fox Industrial Park sketch of street repairs . to be made to gain city
approval and acceptance of streets .
FINANCE - Chief:..Randall reported that notices have been posted
at the Senior Citizen homes for the sale of city stickers on the
premises .
Mayor Thanepohn read a letter from Ald. Tilton regarding salary increases .
Alderman Jennings moved to accept and approve the Salary Increases
for City Employees as proposed retroactive to May 1 , 1981 (***See
attached copy) , seconded by Alderman Simmons . Roll call vote
was taken as follows :
Jennings - Aye Simmons - Aye Dollman - Aye Pierce Nay
Harker - Nay York - Aye Beach - Nay Mayor - Aye
Motion carried 5-3 . Alderman Tilton was absent from voting .

Thanepohn asked the press not to publish any inaccurate figures
EMERGENLY S - & DISASTER - Alderman Beach reported on the meeting
held May 21 , 1981 with the Ambulance Committee of the Bristol-Kendall
Fire Dept . The City Council in general agreed to the proposals
presented by the Ambulance Committee . Chief Randall reported that
the 3 grants have already been awarded and he is checking to see
when the next grants will become available .
TREES & PARKS - Alderman Beach thanked the Kendall County Garden
Club under the direction of Dotothy Olson for planting flowers in
the City Parks and at the Police Department.
Alderman Beach moved that the City take over maintenance of the
JayCees Park , if requested by the Yorkville-Bristol Sanitary District ,
seconded by Alderman Jennings . Discussion was held. Alderman
Beach rescinded his motion. Alderman Jennings rescinded his second
to the motion . The matter was referred to committee for study .
FUTURE PLANNING - Alderman Pierce reported there is a committee
meeing June 4 , 1981 at the Water Tower.
HEALTH & SANITATION - Alderman Pierce reported she is checking on
the Weed Ordinance in conjunction with various areas of the City .
Alderman Pierce reported that she is going to check with the Police
Department to see if the Farmers ' Market can use the outside water
faucet during their market hours to meet with the Health & Sanitation
code .

WATER - Alderman Harker reported on the committee meeting held May 21 ,
1981 involving discussion on the E . Van Emmon Street water line .
Costs , additional facts , circumstances and alternatives were discussed
and will be discussed further at a later meeting .
There was also discussion on the installation of water pipe funding
to the Beecher Community Building. .
Administrative Assistant Madden is working on standardizing the
reports received from surrounding areas regarding water rates . Upon
report completion, there will be a review and discussion by the
committee .
Committee recommended the members be provided with the cost for preventive
maintenance & replacement for parts for the water system.
In the meantime , the bids will go out for materials for the E . Van Emmon
water line project .
YBS BOARD - Alderman Jennings reported that he will work with Rick
Pfister regarding the JayCee Park.
Alderman Pierce moved to adjourn the meeting, seconded by Alderman
Jennings . Motion carried 7-0 .
