OF THE VILLAGE OF YORKVILLE , KENDALL COUNTY, ILLINOIS , HELD AT CITY HALL
ON JUNE 1 , 1981 . _
Mayor Thanepohn called the meeting to order at 8 : 00 P.M. and led the
Council in the Pledge of Allegiance to the Flag .
Clerk Erickson called roll as follows :

Ward 4 - Simmons
Jennings
A quorum was established .
The reading of the minutes from the May 28 , 1981 meeting was waived .
Alderman Pierce moved the minutes be approved as presented , seconded
by Alderman Jennings . Motion carried 7-0 .
The readingof the bills was waived. Alderman Harker moved to authorize
payment of the bills presented , seconded by Alderman Tilton . Roll call
vote was taken as follows :
Harker - Aye Tilton - Aye Pierce - Aye
Dollman - Aye Simmons - Aye Jennings - Aye
York - Aye
Motion carried 7-0 .
ATTORNEY ' S REPORT - Attorney Dickson reported that he has talked with
Administrative Assistant Madden and the burned out homes at W. Washington
Street and Dickson Court have been viewd by Mr . "Madden and a contractor ,
but will need an expert in the field to determine if they are repairable
or not .
MAYOR ' S REPORT - Mayor Thanepohn read a Letter Of Understanding from
the Disaster Service of Mid America, Chap tar of the Red Cross regarding
the provision of emergency mass assistance .
Mayor Thanepohn read a letter from the Federal Emergency Management
Agency regarding a Public Hearing to be held at City Hall on Wednesday ,
July 8 , 1981 at 7 : 30 P.M. to discuss Yorkville and Millington flood
insurance studies and programs .
Mayor Thanepohn read a letter from the Institute of Natural Resources
regarding a study on the Palmer Dam in reference to hydro-electric
possibilities . Representatives will meet with Mayor Thanepohn June 24 ,
1981 at 9 : 00 A.M . for discussion on the matter .
Copies of ambulance financing will be distributed to City Council members .
Mayor Thanepohn reported that a "Package Beer Only" liquor license
has been issued to Bill & Peter Anest of A&A Oil Company at Rt . 47 &
Rt . 126 . Their petition has been amended to read "Package Beer Only"
with the applicant ' s approval . The applicant has requested to be kept
on the list for an opening for a "Package Class" license .
CITY CLERK - Clerk Erickson reported that Treasurer Merkel had
submitted her annual Treasurer ' s Report and it is on file in the Clerk ' s
office .
Clerk Erickson reported that a REsolution was received from the Kendall
County Board that changes the polling place of Bristol 1 Precinct
( includes Countryside Center residents) to 501 W . Kendall the site of
the 2nd Sr . Citizen home .
TREASURER - Alderman Dollman moved to approve the 'treasurer ' s Report
as presented , seconded by Alderman Jennings . Motion carried 7-0 .
POLICE - Alderman Jennings moved to approve the Police Reports , seconded
by Alderman York . Motion carried 7-0 .
Chief Randall reported that the firearms training was a real challenge
for the officers who attended .
The civil defense siren should be repaired and working by the first
of the week .
City stickers are now on sale at the Police Department .
Chief Randall had his first experience with state government on his
recent trip to Springfield .
The overweight truck court case is scheduled for June 15 , 1981 .

ADMINISTRATIVE ASSISTANT - Alderman Simmons moved to approve the reports ,
seconded by Alderman Tilton . Motion carried 7-0 . It was reported the
foundations were poured at the Beecher Building.
BEECHER COMMUNITY BUILDING - Alderman Dollman reported that the committee
has submitted a bid for the used office equipment but to date have not
received any reply .
HUMAN RESOURCE COMMISSION - Alderman York reported the next meeting
will be June 12 , 1981 at 3 : 00 P .M. at Mary Ellen Ellis ' to select
the Humanitarian Award winner .
SCHOOL COMMUNITY - Alderman Tilton reported that a meeting will be
called soon to talk about coordination of the Game Farm property .
KENDALL COUNTY EMERGENCY SERVICES & DISASTER - Alderman Pierce
reported she will be attending the meeting Thursday , June 18 , 1981 .
SENIOR CITIZEN REPRESENTATIVE - Mrs . Baker asked about the shuffle-
board equipment .
NEW BUSINESS - Gayle Digate addressed the City Council in regards to
her request to Petition for Special Use Zoning for the purpose of
constructing and operating a day care center at 406 E . Main .
She will submit a Petition to the City Clerk to be submitted to
the Council for referral to the Plan Commission .

FINANCE - Alderman Jennings reported on the m ting held; June 9 , 1981 .
'1•lie cover for the City of Yorkville profile will be changed and be
distributed in the Chamber of Commerce booklet in July .
Promoting Yorkville was discussed at the Business and Economic
Development Commission . The Commission recommends selling T-Shirts
and caps on the 4th of July at a minimum cast , the initial cost being
split with the Chamber of Commerce . Alderman Jennings moved to
authorize expenditure of $300 from line item Miscellaneous under
Finance in the General Fund for purchase of T-shirts & caps to pro-
mote Yorkville and a sign for the Farmer ' s Market , the sign to be
reimbursed from Farmer ' s Market fees and the T-shirts and caps to
be partially reimbursed by sale of the T-shirts and caps at a miniumum
price . Motion was seconded by Alderman Pierce . Motion was withdrawn.
Alderman Jennings moved to authorize expenditure of Finance-Miscellaneous
line-item fund for the initial purchase of T-Shirts & Caps in the amount
of $250 to be sold the 4th of July , seconded by Alderman Dollman .
Roll call vote was taken as follows :

Motion carried 7-0 .
Alderman Jennings moved to authorize expenditure of $50 for the
Farmer ' s Market sign , seconded by Alderman Pierce . Roll call vote was
taken as follows :

Motion carried 6-1 .
Alderman Jennings moved to authorize purchase of 2 sets of 1982 Illinois
State Statutes to be placed in the Police Department and City Hall ,
at a cost of $127 .40 per set . Motion was seconded by Alderman
Tilton . Roll call vote was taken as follows :
Simmons - Aye Dollman - Aye Pierce - Aye Tilton - Aye
Harker - Aye York - Aye Jennings - Aye
Motion carried 7-0 .
HEALTH & SANITATION - Alderman Pierce reported she is working with
Wayne Millen of the Police Dept . regarding weed complaints around
the City . A notice will be put in the newspaper regarding procedures
for weed control .
The Farmer ' s Market site has been changed from the Palmer Dam to the
City Park with a tentative opening date of July 11 , 1981 .
WATER - Alderman Tilton reported that he is waiting for comparative
figures on the water rates of surrounding areas and at that time he
and Mr . Madden will get together to study the subject matter .
