MINUTES OF THE REGULAR MEETING OF THE CITY COUNCIL OF THE UNITED CITY OF
THE VILLAGE OF YORKVILLE , KENDALL COUNTY , ILLINOIS , HELD AT CITY HALL ON
JUNE 25 , 1981 .
Mayor Thanepohn called the meeting to order at 8 : 00 P.M. and led the
Council in the Pledge of Allegiance to the Flag .
Clerk Erickson called roll as follows :
Alderman Beach - Present
Alderman York - Present
Alderman Harker - Absent
Alderman Dollman - Absent Alderman Tilton - Present
Alderman Pierce - Present
Alderman Jennings - Present
Alderman Simmons - Present
A quorum was established .
The guests included Boy Scouts attending to qualify for a merit
badge regarding Communications . Present were Tim King , Shawn Godfrey ,
Pat Godfrey & Mark Faust .
The reading of the minutes from the June 11 , 1981 meeting was waived .
Alderman Tilton moved the minutes be approved as presented , seconded
by Alderman York . Motion carried 6-0 .
MAYOR ' S REPORT - Mayor Thanepohn accepted the resignation of Marge
Campbell as north-side crossing guard .
The overweight truck court decision was awarded to the City of Yorkville
with a fine of approximately $20 ,500 in fines . Mayor Thanepohn commented
that he felt too much was made over the fine and not enough on the
actual violation of the law . Mayor Thanepohn further commented on
the professional ability of Officer Martin throughout the duration
of the case .
Mayor Thanepohn reported on his meeting with the Illinois Institute
of Natural Resourses representative regarding the possible development
of a hydroelectric power plant at the Yorkville dam . There are also
6 other sites being considered . The use will be locally or to sell
to Commonwealth Edison . Senate Bill 908 deals with the feasibility
of mQnies to pay 90% of the engineering fees, if the project is feasible,
as a loan , and if not feasible as a grant .
A certificate of insurance in the amount of $ 300 ,000 liability has been
received from Bristol-Kendall Fire District for the 4th of July fireworks .
Work is being done on the Ambulance Grant .
Alderman Harker arrived at 8 : 10 P.M .
BUSINESS & ECONOMIS DEVELOPMENT COMMISSION - Alderman Jennings reported
that the commission Will give each of the first place winners of the
field games at the 4th of July celebration a free T-shirt .
PLAN COMMISSION - Alderman Simmons reported the June 23 , 1981 meeting
was cancelled due to lack of agenda .
COMMUNITY CENTER - Administrative Assistant Madden reported that the
floor will be poured at the beginning of the week . The electrical &
plumbing is roughed-in .
Alderman Jennings moved to authorize expenditure of an additional
$1 ,000 to provide tan mortar in place of white for the bricking of the
Beecher Community Building , seconded by Alderman Beach . Roll call
vote was taken as follows :
Pierce - Aye Tilton - Aye Harker - Nay
York - Aye Beach - Aye Jennings - Aye
Simmons - Aye
Motion carried 6-1 . Alderman Dollman was absent from voting .
HUMAN RESOURCE COMMISSION - Alderman York reported that 2 meetings
have been held in regards to the selection of the recipient of the
Humanitarian Award for 1981 . The candidates are Grace Palmer , Sandy
Lindblom, Elizabeth Leifheit , Harriett Johnson , Blanche Smith ,
Reverend Rezash , Beverly Rissman and Lucy Stafford . The award will
be given at the 4th of July ceremonies in the park .
STREETS-&•-ALLEYS - Alderman Beach reported he received several complaints
from W. Washington street residents regarding water problems during and
after the last heavy rains . The problem of the erosion in the area is
referred to committee .

POLICE - Alderman York reported that City Stickers are on sale at the
Police Department .
The weed ordinance violators are being notified .
Alderman York moved to approve Officer Martin ' s attendance at the Illinois
Police Chief ' s meeting July 12 & 13 with Chief Randall , seconded by Alderman
Jennings . Motion carried 7-0 .
Chief Randall reported the siren is in operation and will run a full
test cycle Tuesday , June 30 , 1981 , A letter will be sent to John
Taylor with a request for approgimateiy' $500 for the repair bill .
Alderman Pierce will take charge of the matter .
TREES & PARKS - Alderman Beach reminded the Council of the 4th of July
celebration in the Yorkville City Park .
HEALTH & SANITATION - Alderman Pierce reported letters have been sent to
violators of the Weed Ordinance . A notice will also be put in the news-
paper explaining the process needed to comply with the Weed. Ordinance .
There is also a need to update the Weed Ordinance since it dates back
to 1948 .
WATER - Alderman Tilton reported the July 2 , 1981 committee meeting
will include discussion on the water rates since he has received a
comprehensive study done on water rates . Also to be discussed will
be alternatives to the Van Emmon Street project.
YBS BOARD - Alderman Jennings reported that he attended their last
meeting . Discussion was held regarding the JayCee ' s Park and the board
has alternatives and are not ready to committ themselves to anything at
this time .
Alderman Beach moved to adjourn the meeting to Executive Session regard-
ing Personnel , seconded by Alderman Pierce , Motion carried .
The regular meeting was reconvened at 9 :40 P.M. Alderman Jennings
moved to adjourn the meeting , seconded by Alderman Simmons . Motion
carried 7-0 .
