MINUTES OF THE REGULAR MEETING OF THE CITY COUNCIL OF THE UNITED CITY OF
THE VILLAGE OF YORKVILLE , KENDALL COUNTY , ILLINOIS HELD AT CITY HALL ON
JULY 9 , 1981 .
Mayor Thanepohn called the meeting to order at 8 : 00 P.M. and led the Council
in the Pledge of Allegiance to the Flag .
Clerk Erickson called roll as follows :

A quorum was established .
The reading of the minutes from the June 25 , 1981 meeting was waived .
Alderman Tilton moved the minutes be approved as presented, seconded
by Alderman Jennings . Motion carried 8-0 .
The reading of the bills was waived . Alderman Simmons moved to authorize
payment of the bills presented , seconded by Alderman Beach . Roll call
vote was taken as follows :
Jennings - Aye Beach - Aye York - Aye
Harker - Aye Tilton - Aye Pierce - Aye
Dollman - Aye Simmons - Aye .
Motion carried 8-0 .
MAYOR ' S REPORT - Alderman Harker moved to initiate a Resolution
regarding the activities of Dave Avenarius and Bob Davidson for
the Cystic Fibrosis fund-raising events , seconded by Alderman Jennings .
Motion carried 8-0 .
CITY CLERK - Alderman Harker moved to grant permission for the Multiple
Sclerosis Society to hold "Candy Cane Days" for fund raising , one
day in November and one day in December , the dates to be specified
later , seconded by Alderman York . Motion carried 8-0 .
Two applications have been received and season ' s passes issued for them
regarding the Farm Market .
Alderman Simmons moved to refer the Petition to Rezone from R-2 to
R-3 , by Charles Baird , a parcel of land in Harker ' s Subdivision known
as Unit 1 , Lot 1 , to the Yorkville Plan Commission for a Public Hearing
scheduled for July 28 , 1981 at 7 : 30 P.M. at Yorkville City Hall .
Motion was seconded by Alderman Beach . Motion carried 8-0 .
TREASURER - Alderman Jennings moved to approve the Treasurer ' s Report ,
seconded by Alderman Tilton . Motion carried 8-0 .
POLICE - Alderman Pierce moved to approve the Police Department Reports ,
seconded by Alderman York . Motion carried 8-0 .
Chief Randall reported that Officer Calvert received a 100% final grade
on his completed 40-hour P . T . I . course .
The over-weight truck case received 166 . 5 man hours from the time of
arrest until the final decision .
ADMINTSTRATIVE ASSISTANT TO THE MAYOR - Alderman Beach moved to approve
the reports , seconded by Alderman Pierce . Motion carried 8-0 .
BUSINESS & ECONOMIC DEVELOPMENT COMMISSION - Alderman Jennings reported
that the T-shirt and cap sales brought in $421 . 00 less $51 .84 donated
as first place prizes for the field games leaving a net income of
$ % .iC , this amount to be split with the chamber of commerce .

Discussion will be held on the purchase of additional T-shirts and
caps to be sold at a minimal cost by the Commission due to the large
response on the Fourth of July .
Three signs are being made for the Farmer 's Market , 2 small signs to
be permanently displayed on Route 47 on the north and south sides of
town , and one large sign to be displayed weekly at the park and to
be put out and picked up by the Street Department .
PARK COMMISSION & TENNIS COURTS - Alderman Beach reported the minor lighting
problem had been fixed at the tennis courts and the timer reset to 11 :00
P.M .

BEECHER COMMUNITY CENTER - Mayor Thanepohn commented that he has not
spoken to Betty Huston in regards to her letter of re§ignation from
the Committee , but that her resignation to date has not been accepted ,
nor does there seem to be conflict of interest with Mrs . Huston ' s husband
being PerkineBuilders accountant .
HUMAN RESOURCE SOMMISSION - Alderman York reported that Blanche Smith
is the 1981 recipient of the Yorkville Area Humanitarian Award .
OLD BUSINESS
BRISTOL-KENDALL FIRE DEPT. - Harlan Johnson presented a request to
the City of Yorkville for a contribution of property on which to
locate the proposed Bristol-Kendall Emergency Medical Service
facility . Discussion followed . The request was referred to the
Public Property & Buildings Committee meeting on Tuesday , July 14 ,
1981 at 7 : 30 P .M. at City Hall . There will also be a meeting
at the Fire '.Department , Sunday, August 2 , 1981 at 2 :00 P .M. for more
information.
WATER MAIN BIDS - .Sealed bids were received from Water Products Company ,
Clow Corporation , Sidener Supply of Belvidere and Ziebell Water Service
Products , Inc . Bids were for unit prices with no extended totals from
all but Sidener Supply of Belvidere who bid as follows :
BEECHER COMMUNITY BUILDING - $5 ,191 . 24
E . VAN EMMON STREETS- $8 ,979 .67
The bids were referred to committee meeting for study. ***See attach-
ment for extended bids of all bidders .

Alderman Beach moved to refer the bidsAto committee for recommendation
to City Council , seconded by Alderman Jennings . Motion carried 8-0 .
Alderman Harker moved to refer the bids for the E . Van Emmon Water
Main project to committee for recommendation to the City Council ,
seconded by Alderman Tilton . Motion carried 8-0 .
BEECHER BUILDING
Alderman Simmons moved to recommend that the Merchant ' s National
Bank Trust Department pay to Perkin ' s Builders , payment #3 , seconded
by Alderman Harker . Motion carried 8-0 .
COMMITTEE REPORTS
FINANCE - Alderman Jennings reported the sales tax revenue is
approximately $1500 below last years amount at this time .
Alderman Jennings requested an Executive Session regarding employees
salaries immediately following the regular meeting .
EMERGENCY SERVICES AND DISASTER - Alderman Beach reported there will
be a meeting September 17 , 1981 .
TREES & PARKS - Alderman Pierce reported that one of the portable
restrooms as missing and that the city is liable for an approximate
$350 cost if not located.
Alderman Pierce reported that 2 pine trees will be cut down on
City property by_Dick Zeiters on W. Van Emmon & S . Main St . due to
their being full of borers .
FUTURE PLANNING - Alderman Pierce will sit in with the Public Property
& Buildings committee regarding the Ambulance meeting .
HEALTH & SANITATION - Alderman Pierce reported that letters regarding
violation of the Weed Ordinance have gone out and there are a few who
have not complied to date .
SEWER - Alderman Harker moved to contact Baxter & Woodman to do the
engineering and prepare the documents for bidding on the Beecher
Building sewer line and to empower the Sewer Committee to issue the
order to advertise for bids , seconded by Alderman Jennings . Roll
call vote was taken as follows :

WATER - Alderman Tilton reported on the July 2 , 1981 committee meeting .
The Van Emmon Street water line has been shelved permanently .
The bids for the water line for the Beecher Building will be discussed
at the July 14 , 1981 committee meeting at City Hall and brought back
to the July 23 , 1981 City Council meeting for action .
The water rates will be discussed further . There is a need for
some sort of depreciation fund to be set up for replacement of
water lines , cleaning and painting of the storage tank , replacement
of some of the Fox Road lines , water hydrants replacement downtown
and on Hydraulic Street , a looped water system and inspection of the
400 ' submersible pump amon other projects .

Alderman Tilton moved to authorize Baxter & WoodmanAto inspect
the water tower and to give a report & estimate of cost for
cleaning the inside of the tank, seconded by Alderman Harker . Roll
call vote was taken as follows :

Alderman Tilton reported that Attorney Dickson is reviewing the
Water Ordinance .
STREETS & ALLEYS - Alderman Simmons moved to authorize Baxter &
Woodman to review the present plans on E . Van Emmon Street and prepare
bid specs for advertisement of bids to do a portion of E . Van Emmon
street from Rt . 47 to approximately the east end of the YNB parking
lot , to be funded by M .V .T . funds . Motion was seconded by Alderman
York. Roll call vote was taken as follows :

Motion carried 8-0 .
LIBRARY BOARD - Alderman Beach reported that James Clarage has prepared
architectural drawings for the proposed library and they are on display
at the library .
Alderwoman Pierce reported the Farm Market has been postponed until
the 25th of July as a starting date .
Alderman Jennings moved to adjourn the meeting into Executive Session
regarding Employee ' s Salaries , seconded by Alderman Pierce . Motion
carried .

of Yorkville, Illinois .
RE: Property or other contribution to the Proposed Bristol-
Kendall Emergency Medical Service .

As respresentatives for the Trustees of the Proposed Bristol-
Kendall Emergency Medical Service we would like to know if the
City of Yorkville is willing to contribute property for the
Proposed Bristol-Kendall Emergency Medical Service and if so
the location of the said property or to name what the City of
Yorkville would contribute toward this Proposed Bristol-
Kendall Emergency Medical Service .
The terms of acceptance or non-acceptance will be determined
by the Board of Trustees of Proposed Bristol-Kendall Emergency
Medical Service .
Written response to this request is needed within thirty (30)
days of today's date July 9, 1981. This response is to be
mailed to Mr. Vernon R. Ament, Pres. of Trustees of the
Bristol-Kendall Fire Protection District at Fox Road, Yorkville,
Illinois 60560.
