City Council Minutes 1981 07-23-81 (117) MINUTES OF THE REGULAR MEETING OF THE CITY COUNCIL OF THE UNITED CITY OF THE VILLAGE OF YORKVILLE , KENDALL COUNTY , ILLINOIS HELD AT CITY HALL ON JULY 23 , 1981 . Mayor Thanepohn called the meeting to order at 8 :00 P.M. and led the Council in the Pledge of Allegiance to the Flag. Clerk Erickson called roll as follows : Ward 1 - Beach Ward 2 - Harker Ward 3 - Dollman Tilton Pierce Ward 4 - Jennings Alderman York was absent from Ward 1 and Alderman Simmons was absent from Ward 4 . A quorum was established . The reading of the minutes was waived . Alderman Harker moved to approve the minutes of the July 9 , 1981 meeting as presented , seconded by Alderman Jennings . Motion carried 6-0 . Guest of the evening was Mike Hitzeman of the Bristol-Kendall Fire Department MAYOR' S REPORT - Alderman Harker moved to approve Mayor Thanepohn ' s appointment of Cheryl Gardner as memeber of the Library Board, seconded by Alderman Jennings . Motion carried 6-0 . Alderman Jennings moved to approve Mayor Thanepohn ' s appointment of Marian Kindleberger as School Crossing Guard on the north side of the City, seconded by Alderman Pierce . Motion carried 6-0 . Mayor Thanepohn reported Resolution 71-1981 Commending David Avenarius and Robert Davidson for their work on behalf of the Cystic Fibrosis Foundation has been published in the KEndall County Record . CITY CLERK - Alderman Dollman moved to refer the Petition for Special Use Zoning by James & Gayle Digate at 406 E . Main St . for the purpose of constructing and operating a day-care facility to the Plan Commission for a Public Hearing August 25 , 1981 at 7 : 30 P.M. . Motion was seconded by Alderman Pierce . Roll call vote was taken as follows : Jennings - Aye Dollman - Aye Pierce - Aye Tilton - Aye Harker - Aye Beach - Aye Motion carried 6-0 . Aldermen York & Simmons were absent from voting . Clerk Erickson reported that she attended the District 1&2 meeting of the Illinois Municipal Clerk ' s Association July 17 & 18 , 1981 and received certification of Registered Municipal Clerk of the State of Illinois . Sessions were held on the Open Meetings Act , relationship of Mayor, City Attorney & Clerk and Financing of the City . There will be in-depth sessions on the Open Meetings Act at the Annual Municipal League Conference in September both in=-the Clerk ' s Session and City Council session . COMMITTEE REPORTS BUSINESS & ECONOMIC DEVELOPMENT COMMISSION - Alderman Jennings reported that the City profile has been reviewed and an updated and more positive article will be included regarding Bristol-Kendall Fire Department . Also, to be included is a Retail Business section . BUILDING & ZONING - Administrative Assistant Madden reported that letters regarding the fire damaged houses have been delivered to the proper persons regarding repair or demolition . Attorney Dickson will also send out the same by certified mail . STREETS & ALLEYS - Alderman Beach reported the work on E . Van Emmon was completed by the Public Works Department . FINANCE - Alderman Jennings reminded of the August 6 , 1981 meeting at 8 : 00 P.M. at the Water Tower . Alderman Jennings reported on three income areas of sales tax , utility tax and state income tax; the reports showing the City ' s income being up from last year slightly. TREES & PARKS - Alderman Beach reported the Jiffy John has been returned . HEALTH & SANITATION - Alderman Pierce reported that many of the weed violation areas have been taken care of already . (118) Page 2 July 23 , 1981 Alderman Pierce reported that the Farm Market will begin Saturday , July 25 , 1981 at the City Park . Alderman Jennings reported that he received communication from I .D. O .T . regarding the signs for the Farm Market being classified as public service signs ; no permit being needed from the State of Illinois . There was discussion on the hot-dog vending concession in the City Park . Clerk Erickson stated she had issued the vendor a license for peddlers & hawkers . LIGHTS , TELEPHONE , GAS & CABLE TV - Mayor Thanepohn reported that the Corps of Engineers has issued a permit dated June 30 , 1981 to permit Consolidated Cable TV to cross the river . PUBLIC PROPERTY & BUILDINGS - Alderman Jennings moved that upon committee recommendation , Attorney Dickson be authorized to draft a letter offering to Bristol-Kendall Fire Department for the purpose of an Emergency Ambulance Service facility , the easternmost lot of City property off E . Walnut Street with the stipulation that access off E . Walnut Street is only temporary . Motion was seconded by Alderman Harker . Roll call vote was taken as follows : Dollman - Aye Pierce - Aye Tilton - Aye Harker - Aye Beach - Aye Jennings - Aye Motion carried 6-0 . Alderman York & Simmons were absent from voting . Administrativie Assistant Madden reported that he has spoken to Mrs . Wessel regarding the unfinished houses in Countryside Center on Blackberry Lane and Dickson Court and Mrs . Wessel has agreed to rough landscape the lots to make it possible to keep them mowed . Mr . Madden will send a letter to Mrs . Wessel requesting the matter be taken care of . Mayor Thanepohn reported on a copy of a letter to Representative Hastert from Robert Mitchler asking for a boat launching ramp and access area upstream from the Glen Palmer Dam. Grants are available for such and should be considered. The subject matter was referred to Alderman Dollman for committee study . SEWER - Alderman Harker reported the Minority Business Enterprise is being studied in Springfield regarding TV of the Sewers in connection with the SSES grant . WATER - Alderman Tilton reported on the July 14 , 1981 committee meeting . Alderman Tilton moved that upon committee recommendation the low bid of $5 , 181,41 by Clow Corporation of Carol Stream be accepted for materials for the Beecher Community Building water main , seconded by Alderman Harker . Roll call vote was taken as follows : Tilton - Aye Harker - Aye Beach - Aye Jennings - Aye Dollman - Aye Pierce - Aye Motion carried 6-0 , Aldermen York & Simmons were absent from voting . Alderman Tilton reported a letter was received from Baxter & Woodman , Consulting Engineers for the City, regarding inspection of the water tower . Administrative Assistant Madden reported that to save expenses the Engineers propose to lower the water level in the tank to expose the worse area of the inside for inspection . The City will supply the appropriate safety harnesses for whichestimates are being requested . Alderman Tilton reported on the water rate research and establishment of a Water Depreciation Fund. These along with Baxter & Woodman ' s outline and proposal costs will be discussed at the July 30 , 1981 meeting at the Water Tower at 7 : 30 P .M. YBS BOARD - Alderman Dollman moved that if the Yorkville-Bristol Sanitary District does not have the necessary equipment to mow the former JayCees Park area , the City will mow the area, seconded by Alderman Pierce .
